REPORTS: A. Friends of the Library Report (Friends’ Board Representative) : The next Friends book  sale will be May 13‐14, 2016.  At their January meeting, the Friends authorized start‐up funds for two  special collections (adaptive toys and Alzheimer’s/Dementia Manipulatives).  B. Director’s Report C. Library Liaison / City Hall Reports (Councilman Ridgeway) 7. OLD BUSINESS A. Little Libraries update B. Foundation update C. By-Laws : Annual review of the By-Laws Policy. 8. NEW BUSINESS: A. Code of Conduct Policy : Annual review of the Code of Conduct Policy. Staff recommends including the phrase “inappropriate public displays of affection,” as an example of guest conduct that is considered unacceptable. B. Computer Use Policy : Annual review of Computer Use Policy. Staff recommends eliminating charging $1.00 for temporary use pass. C. Fines and Fees Schedule : Update Schedule to reflect Computer Use Policy. 9. EXECUTIVE SESSION : Executive Session : 74-206. Executive sessions -- When authorized. (1) An executive session at which members of the public are excluded may be held, but only for the purposes and only in the manner set forth in this section. The motion to go into executive session shall identify the specific subsections of this section that authorize the executive session. There shall be a roll call vote on the motion and the vote shall be recorded in the minutes. An executive session shall be authorized by a two-thirds (2/3) vote of the governing body. An executive session may be held: 74-206 (1) (a) To consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective office or deliberations about staffing needs in general. 10.
