Meeting Minutes

1. ALL TO ORDER:

STIRRAT,WOLLERMAN
Present: Blaine, Colson, Johnson, Wollerman and Elwer(present at 6:30 p.m.)
Absent: Pingree and Stirrat.
A quorum is present.
3. REVIEW AND APPROVAL OF MINUTES:
A. Minutes of April 14, 2021
Johnson moves to approve the minutes of April 14, 2021. Seconded by Wollerman. ALL
AYE... MOTION CARRIES.
4. NEW BUSINESS:
A. Discussion and Q & A with the Subject Matter Experts:
• Motorized User Group
• Youth Representatives
Kylie is a resident in Star. She is on the Eagle MYAC and is the BLM Work Group Liaison.
Kylie provides comments on behalf of the youth users. They utilize the land to enjoy sunsets
and the views for a close get away. She states that it would be beneficial to implement fire
safety and install fire pits. Based on the weather, there could be 4 to 5 full vehicles at a time
watching the sunsets or hanging out.
Scott Myer is the President of the Treasure Valley Trail Machine Association (TVTMA). The
club hosts many events throughout the year and help fix and maintain trails. The Club
consists of 400 members and 150 active members. The group focuses on single tracks for
motorcycles. The BLM property could be a beneficial loop for beginner riders and skills. The
club would be happy to assist with developing the trail if land were available on the BLM
property.
Barry Jones, a TVTMA club member, states that they have not had any conflicts with other
user groups. He envisions this as a possible training center, which includes jumps and
elevation changes. This would be a safe trail because there are visible open site lines.
B. Review"Homework"—Identify Events that Could Take Place on the BLM Property
Elwer: 3 Gun Match, competition, pistol, shot gun and rifle. It is an involved competition.
He would love to see this included in the design of the range and it would require a
designated area.
Wollerman: Would like to utilize it as a recreation area in addition to SAS event. SAS
members would use old cowboy guns and utilize a suppressed shooting area.
Johnson: Eagle Biathlon. Ride a bike to different stations and shoot.
Blaine: Cross Country running events and equestrian events.
Colson: An equestrian ride that ends up at the Winery in the Eagle Foothills or a triathlon
involving horse ride, run, and bike.
Peter, 5747 W. Rotherham, states that events are a great benefit to the City. The City
would need to consider the timing of events so all user groups would be able to host at
least one event throughout the year.
Pingree: Archery event (comments sent by email and read into the record).
Baun provides an update on the shooting range study. They will put together two potential
plans. They should have examples prior to the Open House.
C. Identify Specific User Group Survey Questions
There may be a need for an additional survey after the open house.
