MINUTES
The Design Review Board met in regular session April 22, 2021 Member Merrill presiding.
1. CALL TO ORDER calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, GERMANO,
DUPERAULT, MERRILL. ABSENT: GRUBB, LINDGREN. A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the approval of DR-09-21 — Common
Area Landscaping and Building Architecture within Dovetail Condos — Guy Jones:
Guy Jones, represented by Jessica Petty with 12.15 Design LLC, is requesting design review
approval of the common area landscaping and building architecture within Dovetail Condos.
The 1.58-acre site consisting of two lots (Lots 6 & 7, Block 2, Randall Acres Subdivision
No. 15), is located on the north side of East Dunyon Street approximately 300-feet east of
the intersection of East Dunyon Street and South Conover Street at 2056 and 2078 East
Dunyon Street. (BAW)
C. Findings of Fact and Conclusions of Law for the approval of DR-143-04 MOD4 —
Modification to the Master Sign Plan for Crunch Fitness —Water Wings Swim School:
Water Wings Swim School, represented by Tony Meade with Idaho Electric Signs, is
requesting design review approval to modify the master sign plan for Crunch Fitness,
including the addition of two building wall signs. The 4.45-acre site is located on the south
side of East Plaza Drive approximately 830-feet southwest of East State Street at 875 East
Plaza Drive. (ERG)
D. Findings of Fact and Conclusions of Law for the approval of DR-12-21 — Parkview at
Heritage Mixed Use Building — Investment Visions, LLC: Investment Visions, LLC,
represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design
review approval for a 6,929-square foot, two-story, mixed use building (two residential units
and two office/retail units). The 0.17-acre site is located on the west die of South 2nd Street
approximately 155-feet south of East State Street at 65 South 2nd Street. (ERG)
E. Findings of Fact and Conclusions of Law for the approval of DR-13-21 — Parkview at
Heritage Master Sign Plan — Investment Visions, LLC: Investment Visions, LLC,
represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design
review approval for a master sign plan for Parkview at Heritage Mixed Use Building. The

0.17-acre site is located on the west die of South 2nd Street approximately 155-feet south of

4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM: DR-14-21 — Common Area Landscaping within Bald Eagle Pointe —
Todd Cunningham: Todd Cunningham, represented by Jesse Buster with Stack Rock
Group, is requesting design review approval of the common area landscaping within Bald
Eagle Pointe Subdivision. The 41.15-acre site is located on the south side of West State
Street (SH-44) at the southeast corner of West State Street (SH-44) and West Moon Valley
Road. (ERG)
Sayer moves to remand DR-14-21-Common Area Landscaping within Bald Eagle
Pointe back to staff. Seconded by Duperault. ALL AYE...MOTION CARRIES.
B. ACTION ITEM: DR-03-07 MOD — Modification to the Ada-Eagle Sports Complex to
include a Dog Park Area — City of Eagle: The City of Eagle, represented by Eric
Ziegenfuss, is requesting design review approval to modify the Ada-Eagle Sports Complex
to include a dog park. The 2.77-acre site (dog park area only) is located on the east side of
North Horseshoe Bend Road approximately 1,070-feet north of East Floating Feather Road
at 3151 East Greenbrook Street.
Public Works Director Eric Ziegenfuss: 660 E. Civic Lane, Eagle ID 83616 reviews
application. Board questions.
City Planner B. Williams stands for questions. Board discussion.
Merrill moves to approve DR-03-07 MOD-Modification to the Ada-Eagle Sports
Complex to include a Dog Park Area for the City of Eagle with the standard
conditions of approval and site specific modifications as written with items added to
site specific conditions#6-10 to include:
Site specific condition #6: Applicant to bring back all the materials for the restroom
facilities and that they (the materials)will match the existing restrooms facilities.
Site specific condition #7: Applicant to bring back lighting plan showing the
elevations. Show the types of lighting and where the lighting will be placed.
Site specific condition #8: Show gutters and downspouts on the elevation's plans.
Site specific condition #9: Show details on both entry gates to the small and large dog
park.
Site specific condition #10: Eve's need be extended on restroom to match existing
facility.
Site specific condition#11: Show matching of the block to the existing restrooms at the
BMX park.
