Minutes - 1993 - City Council - 04/20/1993 - SpecialEAGLE CITY COUNCIL SPECIAL MEETING April 20, 1993 6:30 p.m. A special meeting was held at Eagle City Hall on April 20, 1993. Those members in attendance were: YZAGUIRRE, BASTIAN, BLAIR. Absent: EASON. WATER SYSTEM ACQUISITION DISCUSSION: Mayor GUERBER, council members and the City Attorney discussed the acquisition of water. Dan Reading can give a "ball park" appraisal in order to give the City a determination of how much financing is needed, then later can give a refined appraisal after the election. Don McFaden, an attorney with Davis, Wright, Tremaine, drafted an outline of an appraisal methodology that should be employed and rates to be charged for the system for the upcoming bond election. Those figures should be available in two weeks. It may be the election can be held in June. Moved by BASTIAN and seconded by BLAIR to go into executive session for the purpose of discussing legal matters, in particular the Mendiola litigation. ALL AYE: MOTION CARRIED. The regular session resumed at 7:25 p.m. BYPASS/O'NEIL LETTER DISCUSSION: Mayor GUERBER received a letter from Mr. Pete O'Neill concerning the Eagle bypass and his approaching ITD representatives to modify the route by moving it north. He asked for City input and support. Discussion suggested the realignment may be more appropriate than the location it is in at the present time. It would lend for better development in that it would lessen the chance of a split development, lending itself to commercial development on one side and residential on the other, loss impact on the community, and less impact on the Boise River. Moved by YZAGUIRRE and seconded by BLAIR to authorize the Mayor to write a letter in support of a realignment to ITD. ALL AYE: MOTION CARRIED. PARKS AND RECREATION - BOISE PROPOSAL: The proposal included a playcamp program for 10 weeks, ages 6-12 years. This program would cost $11,301.66. If the camp can maintain a consistent 35 children at $35.00 per week for the 10 weeks the program costs will be met in their entirety. Council woman BLAIR will call Kay Mack, Boise coordinator to get more information on the program and return to Council with the information.
