Civic Lane April 14, 2021 6:00 p.m. 1. CALL TO ORDER: 2. ROLL CALL: BLAIN, COLSON, ELWER, JOHNSON, PINGREE, STIRRAT, WOLLERMAN All present. A quorum is present. 3. REVIEW AND APPROVAL OF MINUTES: A. Minutes of March 31, 2021 Blain moves to approve the minutes form March 31, 2021. Seconded by Elwer. ALL AYES... MOTION CARRIES. 4. NEW BUSINESS: A. Discussion and Q & A with the Subject Matter Experts • Burke Mantel Representing Homeowners Burke Mantel is a homeowner adjacent to the BI,M property and resides off of Hartley Road. He provides an overview of the previous history on the BL,M property, specifically to wildlife, road access, parties, UTV riding and shooting. His main concern is the careless shooting. He doesn't call the local Police Department regarding the shooting, because he would be calling 8 times a day. He is considering keeping a log instead. They spend 60 to 80 hours a year picking up trash. In summary, his main concerns are preservation of the history, fire danger, and shooting. Carlos Matutes is the Executive Director of SWIMBA. Carlos provides an update regarding the pressure on their trails and the significant increase of usage. The community wants more trails to ride and speaks to the need of adaptive trails. They would love to see multi use trails within the BLM land. SWIMBA would love to partner up and possibly help design and build trails. General discussion amongst the group and Carlos. The work group is asked to come back to the next meeting with potential events that could take place on the BI,M property. B. Update on Shooting Feasibility Study (CB) Baun states that a shooting feasibility study has been approved by Council and is moving forward. C. Update on the Extended Planning Area(CB) Baun states that the City met with Spring Valley and provides an update regarding the discussion that was had. Spring Valley offered up some area to incorporate in the feasibility study for a potential motorized area and shooting range. D. Discuss Project Funding (CB) General discussion regarding project funding. E. Map Assessment Regarding Proposed Uses, Areas, Conflicts, Access/Egress, etc. Baun goes over the proposed areas that have been identified Ior specific user groups. The work group is in agreement of the proposed user group areas. Noyes requests whether there should be a targeted survey. The work group agrees to conduct a more targeted survey and is directed to think of some questions and bring them to the next meeting. 5.
