THE DESIGN REVIEW BOARD RECEIVED AND REVIEWED THE FOLLOWING STAFF ANALYSIS PROVIDED WITHIN THE STAFF REPORT: A. COMPREHENSIVE PLAN PROVISIONS WHICH ARE OF SPECIAL CONCERN REGARDING THIS PROPOSAL: The Comprehensive Plan Land Use Map (adopted November 15, 2017), designates this site as the following: Public/Semi-Public Suitable primarily for the development of such uses as golf courses, parks, recreation facilities, greenways, schools, cemeteries, and public service facilities such as government offices. All development within this land use is encouraged to be designed to accommodate the different needs, interests, and age levels of residents in matters concerning both recreation and civil activities. The public/semi-public land use designation is not a residential land use designation. When a project or development is designed that contains or is adjacent to land holding a public/semi-public land use, this land will not be included when calculating the allowable residential density. Projects that hold a residential designation that want to provide or dedicate amenities similar to those allowed in the public/semi-public designation may transfer unused density from these areas to other areas within the development, as approved by the City Council through the Planned Unit Development process as defined in the comprehensive plan.
