Renewal Agency has committed $223,000 to sidewalk and streetscape improvements for the
Aiken Street Extension project and $1,00800 to the sidewalk and streetscape improvements

E. Findings of Fact and Conclusions of Law for the Approval of A-09-20 & RZ-12-20 —
Annexation and Rezone from RR and RUT to R-E-DA—J&M Land,Cabra Creek&M2
Land (LLC's): J&M Land, LLC, Cabra Creek LLC, & M2 Land LLC, represented by Van
Elg and Scott Wonders, P.E., with J-U-B Engineering, are requesting annexation and rezone
from RR (Rural Residential — Ada County designation) and RUT (Residential-Urban
Transition — Ada County designation) to R-E-DA (Residential-Estates with a development
agreement). The 388.4-acre site, consisting of nine (9) parcels, is located on the north side of
West Beacon Light Road and the east side of Hartley Road at 4012 North Hartley Road and
5802 West Beacon Light Road. (MJW)
F. Findings of Fact and Conclusions of Law for the Approval of A-10-20 & RZ-13-20 —
Annexation and Rezone from RUT to C-1-DA for a Convenience Store with Fuel Service
—Treasure Valley Chevron, Inc.: Treasure Valley Chevron, Inc., represented by Stephanie
Leonard with KM Engineering, is requesting annexation and rezone from RUT (Residential-
Urban Transition—Ada County designation)to C-1-DA(Neighborhood Business District with
a development agreement [in lieu of a conditional use permit]) for a mixed used commercial
development, which includes a convenience store with fuel service. The 10.01-acre site is
located at the southeast corner of West Beacon Light Road and North Highway 16. (MJW)
G. Findings of Fact and Conclusions of Law for the Approval of RZ-11-20 & PP-06-20—
Eastfield Subdivision—Erika and Dylan Schneider:Erika and Dylan Schneider,represented
by Mark Butler with Land Consultants, Inc., is requesting a rezone from A-R (Agricultural-
Residential) to R-7-DA (Residential with a development agreement [in lieu of a PUD]) and
preliminary plat approvals for Eastfield Subdivision, a 35-lot (30-buildable, 5-common)
residential subdivision. The 4.58-acre site is located on the northwest corner of East Hill Road
and North Edgewood Lane at 200 North Edgewood Lane. (MJW)
H. Findings of Fact and Conclusions of Law for the Approval of FPUD-01-21 & FP-03-21 —
Whitehurst Subdivision No. 1 — Evans Development LLC: Evans Development LLC,
represented by Becky McKay with Engineering Solutions, LLP, is requesting final
development plan and final plat approvals for Whitehurst Subdivision No. 1, a 39-lot (34-
buildable, 5-common),residential subdivision.The 17.35-acre site is located at the terminus of
West Breanna Drive east of Eagle High School. (DLM)
I. Findings of Fact and Conclusions of Law for the Approval of FPUD-02-21 & FP-04-21—
Rene Place Subdivision No. 1 —MCG-Sterling,LLC: MCG-Sterling, LLC, represented by
Becky McKay with Engineering Solutions, is requesting final development plan and final plat
approvals for Rene Place Subdivision No. 1, a 63-lot (55-buildable, 8-common), residential
subdivision. The 14.69-acre site is located at the northeast corner of North Dicky Drive and
North Rene Place at 500 North Rene Place. (DLM)
J. Municipal Park Vendor Lease Agreements: A Lease Agreement with Jacob Velasquez with
Treasure Valley Tropical Sno Dealership LLC,to provide temporary vendor services at Merrill
Park from May 1, 2021 to August 31, 2021. (TEO)
K. Municipal Park Vendor Lease Agreements: A Lease Agreement with Jared Black with Yeti
Shack LLC,to provide temporary vendor services at Heritage Park from May 1,2021 to August
31, 2021. (TEO)
L. Municipal Park Vendor Lease Agreements: A Lease Agreement with Jeffery Fackler with
Creative Investments Inc.,to provide temporary vendor services at Guerber Park from May 1,
2021 to August 31, 2021. (TEO)
M. Eagle Saturday Market Live Performance Agreements for July,August, September and
October Performances: The Special Events/Saturday Market Coordinator is seeking Council
approval of the Live Performance Agreements for artists performing at the Eagle Saturday
Market during the months of July, August, September and October. (PT)

N. Gazebo Concert Series Live Performance Agreements: The Special Events/Saturday
Market Coordinator is seeking Council approval of the Live Performance Agreements for
artists performing at this seasons Gazebo Concert Series taking place the last Thursday of the
month May through September. (PT)
O. Mace Trail Underpass Mural Artist Agreements: The Special Events/Saturday Market
Coordinator is seeing Council approval of the Mace Trail Underpass Mural Agreement. The
project will be completed by two teams and the murals will be placed at the Eastern and
Western entrances of the Mace Trail Underpass. Artist agreements will be entered into with
Team Lead Traci Adams and Team Lead Jessie Nilo. The agreements will not exceed $7,500
each. (PT)
P. Cross Access and Through Access Agreement: A cross access and through access agreement
between Property Hunters,LLC, represented by Josh Cormier(Grantor)and the City of Eagle
(Grantee). The site is located at 237 North 1st Street (Lot 2, Block 1, Mission Subdivision).

Q. Appointment to the Design Review Board: In accordance with Resolution 14-19, Mayor
Pierce is requesting Council confirmation of the appointment of Jim Mihan to the
Design Review Board. Mr. Mihan will be serving a vacated term that will end in June
2023.

A. ACTION ITEM: RZ-01-14 MOD — Modification to the Development Agreement associated
with the Foxtail Senior Living Center — Foxtail Senior Living Center, LLC: Foxtail Senior
Living Center, LLC,is requesting a rezone(development agreement modification and development
agreement in lieu of a conditional use permit)to increase the number of residential assisted living
units from 78 to 100 total units and to include a revised concept plan. The 4.64-acre site is located
on the north side of West Chinden Boulevard approximately 1,300-feet west of the intersection of
North Meridian Road and West Chinden Boulevard at 2559 and 3600 West Bavaria Street. (MJW)

13. EXECUTIVE SESSION:
A. Idaho State Code 474-206. Executive sessions -- When authorized. (1) An executive session at
which members of the public are excluded may be held, but only for the purposes and only in the
manner set forth in this section. The motion to go into executive session shall identify the specific
subsections of this section that authorize the executive session.There shall be a roll call vote on the
motion and the vote shall be recorded in the minutes. An executive session shall be authorized by
a two-thirds(2/3)vote of the governing body.An executive session may be held:
(a) To consider hiring a public officer, employee, staff member or individual agent, wherein the
respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need.
This paragraph does not apply to filling a vacancy in an elective office or deliberations about
staffing needs in general.
