Minutes - 2021 - Design Review - 04/08/2021 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session April 8, 2021 Chairman Grubb presiding. 1. CALL TO ORDER Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, LINDGREN, MERRILL. Via Webex: GERMANO, DUPERAULT. ABSENT: None. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of April 8, 2021. B. Mace Trial Underpass Mural Selection: The Eagle Arts Commission is requesting approval for a mural that will be located on the Mace Trail Underpass along the southside of the North Channel of the Boise River. Merrill suggested the artists be recognized on the record. Grubb recognized artists Tracy Adams and artist Jessie Mila for their artwork. Sayer moves to approve consent agenda. Seconded by Merrill. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: A. ACTION ITEM: DR-09-21 — Common Area Landscaping and Building Architecture within Dovetail Condos —Guy Jones: Guy Jones, represented by Jessica Petty with 12.15 Design LLC, is requesting design review approval of the common area landscaping and building architecture within Dovetail Condos. The 1.58-acre site consisting of two lots (Lots 6 & 7, Block 2, Randall Acres Subdivision No. 15), is located on the north side of East Dunyon Street approximately 300-feet east of the intersection of East Dunyon Street and South Conover Street at 2056 and 2078 East Dunyon Street. Amend site specific condition #9: In the First sentence; 7th word; we are going put "Class 2" Street trees at end of sentence. Add a site specific condition #18: Provide revised drawings showing the exact locations of the metal gutters and downspouts to be approved by staff and two members of the Design Review Board. Site specific condition #19: Verify that the setback is 7'6" on buildings #5 and #6 to be approved by staff. Site specific condition #20: Provide revised elevations from roof slopes. Slopes to be more cohesive with the other roof slopes and pitch to be approved by staff and two members of the Design Review Board. Site specific condition #21: Provide revised site drawings to show the location of the underground power as it relates to the trees to avoid conflicts to be approved by staff and 2 members of the Design Review Board. Site specific condition #22: Provide a revised warmer color for white stucco to be approved by staff and 2 members of the Design Review Board. Site specific condition #23: Provide a revised drawing showing more of an overhang on the mailbox to be approved by staff and two members of the Design Review Board. Site specific condition #24: Provide revised actual details of the pump structure and dimensions as well as landscape screening to be approved by staff and two members of the Design Review Board. Site specific condition #25: Grubb says at this point he is going to makes some notes or comments. "That the Design Review Board would like to have the pergola removed on the landscape plan as it does not match the current date-stamped April 8th site plan. Make a note that the Board agrees that the revised drawings date stamped April 8th meet the 25 percent planer change. Note that the Design Review Board also agrees the mailbox details date stamped April 8th are acceptable with the additional site specific condition. Site specific condition #25: Provide revised elevations showing exact locations of building materials as they are called out in locations to be approved by staff and two members of Design Review Board. ACTION ITEM: DR-143-04 MOD4 — Modification to the Master Sign Plan for Crunch Fitness — Water Wings Swim School: Water Wings Swim School, represented by Tony Meade with Idaho Electric Signs, is requesting design review approval to modify the master sign plan for Crunch Fitness, including the addition of two building wall signs. The 4.45-acre site is located on the south side of East Plaza Drive approximately 830-feet southwest of East State Street at 875 East Plaza Drive. Motion did not get a second so motion dies. Duperault stated he did not hear the original request for motion. Seconded by Duperault. Grubb says "Aye," Duperault says "Aye," Germano says "Nay," Sayer says "Nay" Lindgren requests to abstain for discussion. Grubb states "We'll do that." Lindgren abstains. Board Discussion Nancy Merrill moves to make a substitute motion. Grubb states he would like to cancel previous motion first. Grubb moves to withdraw motion. Duperault seconded and concurred. Grubb moves to approve DR-143-04 MOD4-Modification to the Master Sign Plan for Crunch Fitness-Water Wings Swim School with the site specific and standard conditions of approval as written. ACTION ITEM: DR-12-21 — Parkview at Heritage Mixed Use Building — Investment Visions, LLC: Investment Visions, LLC, represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review approval for a 6,929-square foot, two-story, mixed use building (two residential units and two office/retail units). The 0.17- acre site is located on the west die of South 2"d Street approximately 155-feet south of East State Street at 65 South 2nd Street. (ERG) Lindgren recuses himself from this application. Grubb moves to approve DR-12-21-Parkview at Heritage Mixed Use Building with the site specific and standard conditions of approval as written with the following modifications: Site specific condition #14: We will provide a revised landscape plan showing landscape strip, right-of-way parking lot along the north utilizing a plum tree or a taller tree of sort to address that issue. Site specific condition #15: Going provide a revised landscape plan showing a 6ft high fence of warmer tone to compliment the building architecture to address that buffer minimum. Site specific condition #16: Go to first sentence where it says 60 percent and strike the 60 and put 25 percent evergreen to exceed 4 feet plant material. Site specific condition #17: Applicant will try to save existing street tree but if it does die both trees need to be a 3" caliber to be reflected on the landscape plan. Site specific condition #18: The cross section of the roof as written on the monitor- Provide a cross section of the roof showing the mechanical units screened at eye level by the parapet walls. The cross section should be reviewed and approved by staff prior to the issuance of a zoning certificate. Site specific condition #19: Provide some cross sections of the windowsills to call out the building material and color to be approved by staff and one member of the Design Review Board. Site specific condition #20: The applicant can use silva cells or provide a revised detail how the planting is going to be executed for the streetscape along 2nd Street. To be approved by staff and one member of the Design Review Board. Site specific condition #21: Provide a photometric light plan for the parking lot lighting and verify the adequate lighting in the parking area to be approved by staff and one member of the Design Review Board. Site specific condition #22: Provide a revised elevation of the south elevation to address the expanse of stucco to include more architectural interest more possible greenscreens or stucco change of color to be approved by staff and one member of the Design Review Board. New condition as written on the screen for the multi-family, multi-tenant projects as defined by Code. Standard Condition #24: Modified to say: Use, or each use for multi- use/multi-tenant projects, shall be as defined within Eagle City Code 8-2-3, "Schedule of K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-04-08-2IMIN.doc District Use Regulations", and any use and subsequent change by the applicant in the planned use of the property which is the subject of this application, shall require the applicant to submit a Zoning Permit application to the City and comply with all rules, regulations, ordinances, plans, or other regulatory and legal restrictions in force at the time the applicant or its successors in interest advises the City of Eagle of its intent to changes the planned use of the subject property unless a waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at the time the change in use is sought.
