PARKS, PATHWAYS AND RECREATION COMMISSION

1. CALL TO ORDER: The meeting was called to order at 5:35 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: Council Member Baun
3. APPROVAL OF MINUTES:
A. Minutes of February 18, 2021
Commissioner Crockett moved to approve the minutes of August 20, 2020, as written.
Seconded by Commissioner Deckers. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
Darcy Newman Hart — Urban Solutions P.O. Box 1304 Eagle, ID. Presented development concerns
regarding Moss Creek & Staggs Crossing.
Steve Hart P.O. Box 1304 Eagle ID. Feels that a comp plan for trails along canals is needed.
Chairman Huffaker amended the agenda to move the Parks and Recreation report before New
Business.
5. PARKS AND RECREATION REPORT:
Brandon Johnson shared his appreciation for the Administrative Assistant, Christina Garcia.
Special Events for 2021 are booked. The Rocky Mountain Oyster Feed is returning to Eagle Fun Days.
Brandon Johnson introduced Maya Rodgers who has been assisting in classes and sports.
Youth Soccer — Fall of 2020 there were 180 participants and this year we have 300+. Volunteer soccer
coaches are needed.
Glow on the Greenbelt will be April 24th and this year kids can participate.
Lindsay Stanger will be the new Parks and Recreation Coordinator and starting on Monday, March 22"d
Vice Chairman Stirrat inquired about the summer Activity Guide. Brandon Johnson stated that the Activity
Guide will no longer be printed, and the Mayor would like Parks and Recreation to use other avenues for
advertising classes and events.
6. NEW BUSINESS:
A. David Sterling with TO Engineers presented on Terra View Subdivision.
Steve Noyes presented on Terra View Subdivision.
General Discussion
Commissioner Deckers makes a motion that we approve as marked up both pathways and trail heads.
Seconded by Commissioner Elwer. ALL AYES ... MOTION CARRIES.

Chairman Huffaker makes a motion that we approve figure 2b with the exceptions as follows and will
accept the developer's proposals for which internal pathways should be private as opposed to public
that the far east pathway that runs along the far north east border would be considered a community
pathway but a loft wide concrete surface. That the red line would remain as proposed as a natural
surface loft wide with a 25ft easement that the eastern line looks sort of magenta but is slightly further
to the south than the previous one I have mentioned that runs north to south but that one that is
proposed for an 8ft wide paved would be loft wide also considered a community pathway, but we would
want loft of concrete there. The blue line that is currently shown on the future Floating Feather also
be loft but be allowed to be asphalt and then the purple lines on the far west side of the project that are
running north and south in both cases that they be considered community pathways but would also ask
for loft wide in both of those as well. The upper left blue line is loft as shown and concrete. Vice
Chairman Stirrat would like to add to the motion, Mr. Noyes pointing out that although we are not
asking the developer to develop it now, we do want the easement to run to 16. Chairman Huffaker
included in the motion that the proposals that are shown on the far north west corner where there is a
white line that we would get an easement there from the developer even though they won't be developed
at this point and there is a purplish magenta line coming off the blue line runs east to west also on the
far west side of the project that the developer would give us an easement there as well. Seconded by
Commissioner Blaine. ALL AYES ... MOTION CARRIES. Chairman Huffaker amended the motion
to add per city code there would need to be a loft wide detached sidewalk.
Jane Suggs GEM State Planning presented on Beaconwood Subdivision. 37 Acres with 72 lots.
Steve Noyes discussed Beaconwood Subdivision.
Commissioner Minch asked what is the width of the pipeline easement and the width of the pathway easement
that the City of Eagle already has at Two Rivers and Mace River Ranch. Steve Noyes stated that the pathway
easement at Mace River Ranch is 25ft and was told the pipeline easement is 16.5ft in width.
General Discussion.
Chairman Huffaker makes a motion that he is okay with the recommended widths of all the pathways,
we have 6ft pathways and loft pathways recommended, I am okay with all of those. The concern
regarding the pipeline and what the material is going to be that we recommend that it be concrete unless
the pipeline company refuses to allow it for some reason then Chairman Huffaker would be okay with
the asphalt. I would also recommend that all of the pathways shown in this project that they all be
public just for the sake that the city can maintain control and not get stuck in some lawsuit 5 or 10 years
from now with the HOA and that they all be concrete, and my last part of that motion would be that as
far as the dog bag and trash receptacles that be something worked out between staff and the developer.
Seconded by Commissioner Crockett.
Commissioner Minch asked for clarification, is it now standard practice by the City to record pathway
easements promptly. Chairman Huffaker states they are signed and recorded at the time of the
submission of final plat.
Steve Noyes asked if there was a suggestion to change from 3 to 2 on the dog centers. Chairman
Huffaker stated that we are flexible on it, that is what the motion would include that it's flexible and
could be 2 or 3 and that the number could be worked out between staff and the developer. ALL
AYES ... MOTION CARRIES.
Chairman Huffaker recommends Agenda Item 10A be moved to next meeting.
7. PUBLIC WORKS REPORT:
Eric Ziegenfuss provided an update on the dog park. Bathrooms were approved today by council with hopes
the park will be open by June.
Yappy Hour is April 6t1i at Reid Merrill Park with all others being moved to the dog park.
Friendship Park has new benches and tables with the old ones being installed at the dog park.

The first game top picnic table was installed on Plaza Dr.
Irrigation will be turned on the first week of April.
On April 22nd, 2 compost bins will be dropped off from Republic Services. 40 yards were donated to the City
of Eagle from the leaf contributions.
8. TRAIL SUPERINTENDENT REPORT:
Steve Noyes stated FEMA repairs have been delayed until Fall.
BLM Workgroup has met a few times.
The plans have changed for the Continuous Flow Intersection at Highway 44.
Commissioner Blaine asked about the new feature put in on Sage Fright, is there a use at your own risk sign.
Steve Noyes stated it's a double black diamond and it's the only one in the state for the rating of that trail.
Commissioner Crockett asked if Volunteer Dig Day was still on this year. Steve Noyes stated Ada County
has 4 workdays on their calendar.

11. PPRC LIAISON ASSIGNMENT REPORT:
Chairman Huffaker discussed the downtown mobility project and requested it be put on the agenda for next
month.
