1. CALL TO ORDER: Meeting called to order at 6:00 P.M.
2. ROLL CALL: Present: WRIGHT, MCCAULEY, SMITH. Absent: GUERBER &
MCLAUGHLIN. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of March 15, 2021.
B. Findings of Fact and Conclusions of Law for the Approval of RZ-01-14 MOD —
Modification to the Development Agreement associated with the Foxtail Senior Living
Center — Foxtail Senior Living Center, LLC: Foxtail Senior Living Center, LLC, is
requesting a development agreement modification to increase the number of residential assisted
living units from 78 to 100 total units and to include a revised concept plan in the development
agreement. The 4.64-acre site is located on the north side of West Chinden Boulevard
approximately 1,300-feet west of the intersection of North Meridian Road and West Chinden
Boulevard at 2559 and 3600 West Bavaria Street. (MJW)
Smith moves to approve the consent agenda as presented. Seconded by McCauley. ALL
AYES... MOTION CARRIES.

5. PUBLIC HEARINGS:
A. ACTION ITEM: A-01-21/RZ-01-21 & PP-01-21— Elkhorn Reserve Subdivision — James
Eric Needham: James Eric Needham is requesting annexation, rezone from RR (Rural
Residential — Ada County designation) to A-R-DA (Agricultural -Residential with a
development agreement), and preliminary plat approvals for Elkhorn Reserve Subdivision, a
3-lot residential subdivision. The 17.2-acre site is located on the north side of West Homer
Road, approximately 1,350-feet west of North Linder Road. (DLM)
James Eric Needham, 3894 South Firenze Way, Meridian, ID 83642. The applicant provides a
detailed overview of the application.
Needham responds to questions from the Commission.
City Planner, Daniel Miller, provides a detailed overview of the application.
Zoning Administrator, Bill Vaughn, provides clarification on Comprehensive Plan and planning
area discrepancies and policies.
City legal counsel, Victor Villegas, provides legal clarification on the meaning of Comprehensive
Plan, which is a guiding document.

Chairman Wright opens the Public Hearing.
There were no members of the public signed up to testify.

General discussion amongst the Commission.
McCauley moves to recommend for approval A-01-21/RZ-01-21 & PP-01-21 — Elkhorn
Reserve Subdivision — James Eric Needham, with the following additions: site -specific
requirements recommended by city staff for point # 17. Seconded by Smith. ALL
AYES... MOTION CARRIES.
6. NEW BUSINESS: NONE.
7. REPORTS:
A. Commission: Commissioner Smith requests that the microphone at the presentation podium be
adjusted for taller people. Commissioner Smith asks specific questions about the Atlas report
and requirements.
B. City Attorney: None.
C. Staff: None.

Smith moves to adjourn. Seconded by Wright. ALL AYES... MOTION CARRIES.
