MINUTES
The Design Review Board met in regular session March 25, 2021 Chairman Grubb
presiding.
1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BAER,
LINDGREN, MERRILL, Via Webex: GERMANO, DUPERAULT. ABSENT:
A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design
Review Board member, City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by
the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from
the City of Eagle shall be adopted as part of the Design Review's Consent
Agenda approval motion unless specifically stated otherwise.
A. Minutes of March 11, 2021.
B. Findings of Fact and Conclusions of Law for the approval of DR-04-21 —
Eagle Holistic Health Monument Sign — Julie McCallson: Julie McCallson,
represented by Chantel Wiles, is requesting design review approval to change the
face of an existing monument sign for Eagle Holistic Health. The 0.16-acre site
is generally located on the southwest corner of South Academy Lane and East
State Street at 367 South Academy Lane (Lot 3, Block 1, Larkin Village
Subdivision). (BAW)
C. Findings of Fact and Conclusions of Law for the approval of DR-05-21 —
Office (Business and Professional) Building — Boise Hunter Homes: Boise
Hunter Homes, represented by Amanda Bidwell with neUdesign Architecture, is
requesting design review approval for a 19,472-square foot, two-story office
(business and professional) building. The 1.56-acre site is located on the
northwest corner of East Riverside Drive and South Ancona Avenue at 1113 and
1107 South Ancona Avenue (Lots 4 and 6, Block 1, Ancona Park). (ERG)
D. Findings of Fact and Conclusions of Law for the approval of DR-06-21 —
Building Wall and Monument Signage for Boise Hunter Homes — Boise
Hunter Homes: Boise Hunter Homes, represented by Amanda Bidwell with
neUdesign Architecture, is requesting design review approval for three halo
illuminated building wall signs and one halo illuminated monument sign. The
1.56-acre site is located on the northwest corner of East Riverside Drive and
South Ancona Avenue at 1113 and 1107 South Ancona Avenue (Lots 4 and 6,

Sayer moves to approve the consent agenda Seconded by Baer. Discussion.
Duperault would like to suggest we move Item 5B to the consent agenda, as we have
a request for continuation at this point.
Grubb moves to move Item 5B to Consent Agenda. Seconded by Sayer. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM: DR-09-21 — Common Area Landscaping and Building
Architecture within Dovetail Condos — Guy Jones: Guy Jones, represented by
Jessica Petty with 12.15 Design LLC, is requesting design review approval of the
common area landscaping and building architecture within Dovetail Condos.
The 1.58-acre site consisting of two lots (Lots 6 & 7, Block 2, Randall Acres
Subdivision No. 15), is located on the north side of East Dunyon Street
approximately 300-feet east of the intersection of East Dunyon Street and South
Conover Street at 2056 and 2078 East Dunyon Street. (BAW)
Jessica Petty with 1215 Design LLC, 2882 S. Honeycomb Way, Boise ID, reviews the
application. Board discussion with applicant.
Guy Jones 10223 Cherry Ln. Nampa, ID, reviews the application. Board discussion with
applicant.
Kathryn McLaughlin 5525 N. Rivulet Way, Boise ID, answers Member Germano's
question regarding pressurized irrigation. Board discussion with applicant.
Guy Jones reviews the application. Board discussion with both applicants
City Planner B. Williams reviews the application. Board discussion.
Germano wants to go on record as preferring any amenities that have a more universal
appeal (benches,pergola area)to add more value to the space. Board would like
applicant to come back with changes.
City Planner B. Williams advises Chair Grubb he can make motion to continue and
advises that the changes have to be submitted to P &Z by the applicant by next
Wednesday by noon in order to get into the packet for the next meeting.
Grubb moves to continue DR-09-21 —Common Area Landscaping and Building
Architecture within Dovetail Condos to the next regularly scheduled meeting or
whenever the applicant gets the information or becomes available with the
standard conditions of approval as written and the site specific conditions as
written with the following overall comments:
Site specific condition #7: We also want to see the profile.
Site specific condition# 9: We want to see class 2 trees.
We would add a Site specific condition #18 & #19 very similar to the ones that are
on the screen and written to deal with the mailbox cluster and to deal with the
landscape showing concrete landings for the doors. We would also want to see any
lighting, light poles, street lighting, building lighting, and include cutsheets for

those styles. We would want to see location and specifics on the pressurized
irrigation system or pumps and the location. We would want to see elevations of the
downspouts not landing on the concrete as well as the garage door specifics with
the color, style, and glazing and any additional paint colors for the buildings. And
then we had some comments about how to do the planner change for site specific
condition #4.
Site specific condition #4: The applicants has heard those discussions between
gables and planner changes in windows, and stucco, are different elements and roof
changes and then also a comment about just the CCRS in general that they should
pay some attention to the parking and secure the fencing, in the common area
amenity it's going to be with universal appeal.

B. ACTION ITEM: DR-143-04 MOD4 — Modification to the Master Sign Plan
for Crunch Fitness —Water Wings Swim School: Water Wings Swim School,
represented by Tony Meade with Idaho Electric Signs, is requesting design
review approval to modify the master sign plan for Crunch Fitness, including the
addition of two building wall signs. The 4.45-acre site is located on the south
side of East Plaza Drive approximately 830-feet southwest of East State Street at
875 East Plaza Drive. (ERG)
This item was continued.
6. REPORTS:
A. Design Review Board: Chairman Grubb welcomes new board member Nancy
Merrill. This is board member Baer's last meeting. Grubb thanks for her service.
B. Staff: Next meeting discussion. The City is still looking for a landscape
architect for the Board.
