MINUTES
The Design Review Board met in regular session March 11, 2021 Chairman Grubb
presiding.
1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BAER,
LINDGREN. Via Webex: GERMANO, DUPERAULT ABSENT: A quorum is
present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of February 25, 2021.
B. Findings of Fact and Conclusions of Law for the approval of DR-02-21 — Common
Area Landscaping within Brush Creek Subdivision — Tyler Frazier: Tyler Frazier
with Altitude Development is requesting design review approval of the common area
landscaping within Brush Creek Subdivision. The 10-acre site is located on the west
side of North park Lane approximately 2, 221-feet south of West Beacon Light Road at
2055 North Park Lane. (BAW)
Sayer moves to approve the consent agenda. Seconded by Baer. ALL AYE...

5. NEW BUSINESS:
A. ACTION ITEM: DR-04-21 —Eagle Holistic Health Monument Sign—Julie
McCallson: Julie McCallson, represented by Chantel Wiles, is requesting design review
approval to change the face of an existing monument sign for Eagle Holistic Health.
The 0.16-acre site is generally located on the southwest corner of South Academy Lane
and East State Street at 367 South Academy Lane (Lot 3, Block 1, Larkin Village
Subdivision). (BAW)
Chantel Wiles 795 W. Steeple View Dr. Eagle, ID 83616 reviews the application.

Grubb moves to approve DR-04-21 —Eagle Holistic Health Monument Sign with the
site specific and standard conditions of approval as written.

B. ACTION ITEM: DR-05-21 —Office (Business and Professional) Building—Boise
Hunter Homes: Boise Hunter Homes, represented by Amanda Bidwell with neUdesign
Architecture, is requesting design review approval for a 19,472-square foot, two-story
office (business and professional) building. The 1.56-acre site is located on the
northwest corner of East Riverside Drive and South Ancona Avenue at 1113 and 1107
South Ancona Avenue (Lots 4 and 6, Block 1, Ancona Park). (ERG)
Lindgren discloses on record he previously worked with Boise Hunter Homes on this site
temporarily. Lundgren stated he does not see a conflict of interest.
Amanda Bidwell with neUDesign Architecture: 725 E. Second St. Meridian, ID, 83642-
reviews application. Board discussion with applicant.
City Planner E. Gero reviews application. Board discussion.

Grubb moves to approve- DR-05-21-Office (Business and Professional) Building-Boise
Hunter Homes with standard conditions of approval as written and the site specific
conditions as written with the following modifications to the site specifics:
Site specific condition #3: In first sentence, scratch the word "a total" and insert
"room" for 3 bicycle racks.
Site specific condition #14: Provide revised elevations showing gutters and
downspouts to be approved by staff and one member of the DR Board.
Site specific condition #15: Provide revised elevations showing the depth of the
canopies to be approximately 3 or 4 feet to be approved by staff and one member of
the DR Board.
Site specific condition #16: Provide revised landscaping plan showing the existing
trees and how they are incorporated in the landscaping plan to be approved by staff
and one member of the Design Review Board.
Site specific condition #17: Provide revised elevations emphasizing the entry to be
approved by staff and one member of the Design Review Board.
Site specific condition #18: Provide revised details of the elevations showing a
increased planer change at the entry/overbuild elements that currently show 8 inches
to increase that 8 inches to be approved by staff and one member of the Design Review
Board.
Comments: Board is in favor of leaving existing attached sidewalk built in 2003 with
the main consideration of leaving the tree canopies.
Comment: Applicant should verify the distance for fire lanes.
Comment: Applicant can possibly look at the change from stucco to the wood banding
possibility for architectural interest.
Seconded by Baer. Comment made by Duperault regarding Site specific condition #3-
the word at issue is "racks" Duperault stated "what we are after is spaces." Duperault
stated "We need to show there is room for 3 bicycles."

Germano comments-entrance needs to be modified in some way to draw attention to
itself. Grubb stated that was the reason why he added Site specific condition 17.
Grubb moves to amend Site Specific Condition #3-remove word "racks" insert
"room" for three bicycles, and amends Site Specific Condition #5 the first line "in
consistency with other sheets."
Second Baer concurs...ALL AYE...MOTION CARRIES.
C. ACTION ITEM: DR-06-21 —Building Wall and Monument Signage for Boise
Hunter Homes—Boise Hunter Homes: Boise Hunter Homes, represented by Amanda
Bidwell with neUdesign Architecture, is requesting design review approval for three
halo illuminated building wall signs and one halo illuminated monument sign. The
1.56-acre site is located on the northwest corner of East Riverside Drive and South
Ancona Avenue at 1113 and 1107 South Ancona Avenue (Lots 4 and 6, Block 1,
Ancona Park). (ERG)

Grubb moves to approve-DR-06-21 —Building Wall and Monument Signage for Boise
Hunter Homes—with standard conditions of approval as written and the site specifics
with the additional site specifics:
Site specific condition #4: Provide revised drawings showing proper color and callouts
for building lighting/signage to be approved by staff and one member of Design
Review Board.
Site specific condition #5: Provide a revised drawing of the monument sign showing
provide more architectural interest- to not make it as cabinet looking. To be approved
staff and one member of Design Review Board.
Seconded by Baer. ALL AYE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: None
B. Staff: City Planner B. Williams gives report regarding Master Sign plan for Crunch
Fitness Building and Dovetail Condos. Nancy Merrill will be at the next Design
Review Board meeting as a new member. City Planner B. Williams informs the
Board the City is still looking for a landscape architect asked the board members
recommendations of anyone the board members think would be interested in serving
on the Design Review Board.
