Civic Lane February 18, 20215:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:35 P.M. 2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN ABSENT: BLAINE, DECKERS, MINCH Chairman Huffaker welcomed Mayors Youth Commission Member, Amaia Clayton. 3. APPROVAL OF MINUTES: A. Minutes of January 21, 2021 Commissioner Crockett moved to approve the minutes of August 20, 2020, as written. Seconded by Vice Chairman Stirrat. ALL AYES... MOTION CARRIES. 4. PUBLIC COMMENT: Jacob Velasquez — 1017 N. Shadowridge Ave. Eagle. Owner of Sno Shack wanted to share his concerns with the changes in vendor agreements. Commissioner Blaine and Commissioner Deckers entered the meeting virtually at 5:48pm 5. PUBLIC WORKS REPORT: None 6. MAYOR / COUNCIL REPORT: Council Member Baun requested to permanently move the Mayor & Council report after the Parks and Recreation report. Council Member Baun shared that the Mayor has selected a new Council Member, Melissa Gindlesperger. 7. TRAIL SUPERINTENDENT REPORT: Steve Noyes presented on the Concrete Jungle Trail. Information was shared on Ada County Highway District 5 -year plan. Construction on Highway 44 and Eagle Rd. continuous flow intersection starts on Monday. Citizen concerns with Ada Eagle Bike Park regarding dogs off leash and dog waste, Steve Noyes presented where signs are currently placed and where there could be improvement. A Warning to Dog Owners rough draft was provided to the commission for review. Steve Noyes reviewed PPRC recommendations. Slow progress for Eagle Island Park connection. Commissioner Blaine asked in relation to volunteers, creating awareness within the trail system specific to trail etiquette, dogs on and off leash, and use of trail system when areas are muddy, does the City of Eagle have any opportunity to staff a Volunteer Coordinator position. Steve Noyes stated it is not in the departments budget but recommends that the city have a coordinator that covers all city departments. PARKS AND RECREATION REPORT: Brandon Johnson shared that Paige Thomas has implemented new software for Saturday Market called Farmspread. Dane Knickrehm is making positive community connections through team sports. Maya Rodgers has gone above and beyond in helping with sports classes. The person replacing Jess Bradley for the Recreation Coordinator position will be chosen soon. Brandon Johnson asked Amaya Clayton who is part of MYAC to introduce herself. Amaya Clayton is a sophomore at Renaissance High School and with an interest in politics, Amaya felt being part of MYAC and working with PPRC would be interesting. Commissioner Crockett asked with moving into Spring with Saturday Market, Eagle Fun Days, etc., is there a plan on what it's going to look like in regard to Covid. Brandon Johnson states the department will have a Plan A, B and C. Plan A would be everything is great, and we are moving forward as normal to Plan C where we go back into lockdown. 9. UNFINISHED BUSINESS: None 10. NEW BUSINESS: Brandon Johnson presented on CIP 2022 — 2026. Brandon Johnson shared a rough draft of Parks and Recreation Core Ideology. 11. PPRC LIAISON ASSIGNMENT REPORT: Chairman Huffaker discussed the email that was sent today and requested the commission review online regarding the Downtown Mobility Project and to submit comments by email to Chairman Huffaker throughout the month. Chairman Huffaker will compile the comments in letter form and put it in the packet for next months commission meeting. 12.
