Minutes - 1992 - City Council - 10/13/1992 - RegularEAGLE CITY COUNCIL MEETING October 13, 1992 The Eagle City Council met in regular session on October 13, 1992. Mayor GUERBER presiding. The following members were present: RICK YZAGUIRRE, THOMAS EASON. Absent: STAN BASTIAN, KELLI BLAIR. THE MEETING OF OCTOBER 13, 1992 WAS ABSENT A QUORUM. NOTES WERE TAKEN AT THIS MEETING FOR RECORD ONLY. PRESENTATIONS WERE INTRODUCED, NO DELIBERATION OR DECISIONS WERE MADE. ALL AGENDA ITEMS WERE CONTINUED UNTIL THE NEXT REGULARLY SCHEDULED COUNCIL MEETING. 6:30 p.m.: Presentation made by Ed Thomas regarding the voucher received by City Hall for water testing on the Crandlemire well. Stan McHutchinson will confer with Keith Stokes regarding the bill. Bill Guhrke approached Council regarding a final plat for Echo Creek. The State Highway asked for additional right-of-way. He wanted consideration of an additional park instead of a pathway. The plat will come to Council at a later date. COMPREHENSIVE PLAN AMENDMENTS 1992: Rich Butterfield approached the Council asking for his property to be designated as residential on the plan rather than industrial. Eric Leigh requested 5 acre lots or larger be considered in some areas to keep agriculture in the larger areas. Further consideration of the Comprehensive Plan was continued until October 27 agenda. A tentative date for a workshop involving a town meeting was set for October 29, at 7:00 p.m. at the Community/Senior Center. WATER STATEMENT: The City Attorney, Mona Mack informed the Council she has not been contacted by Bob DeShazo's attorney. Mona will call the attorney and hopes to have the issue resolved for the next meeting. A presentation was made by Boise Water Corp. for water services in the City of Eagle. A tentative date of November 9, 1992 was set to hold a town meeting in order to get public input, at 7:00 p.m. at the Community/Senior Center. HI VALLEY RV PARK: The Council received input to the development from the owner Chris Freedman, Jim Heath, Eagle Sewer Dist., and Tom Schmaltz, Central District Health on the possibilities of a septic system rather than a sewer system for the project. It was suggested that since the conditional use permit required a sewer system it would be necessary to start over with a new application for a CUP from the developer. The developer was advised to continue with negotiations with the Sewer District, it is inadvisable to come back to Council. LEXINGTON PHASE 3 FINAL PLAT: Schedule for the Oct. 27, 1992 meeting. LAW ENFORCEMENT AGREEMENT: Schedule for October 27, 1992 meeting. The City Attorney is reviewing proposed contracts. A representative of the Ada County Sheriff's Office should be invited to attend the meeting. The 504 Committee and the Crandlemire study group appointments are continued to the next Council meeting. EAGLE CITY COUNCIL MINUTES October 19, 1992 5:30 p.m. SPECIAL MEETING The Eagle City Council met in special session on October 19, 1992. Mayor GUERBER presiding. The following members were present: RICK YZAGUIRRE, STAN BASTIAN, KELLI BLAIR. Absent: TOM EASON. The special session was held for the purpose to approve the claims against the city for payment of grant related vouchers. Moved by BLAIR and seconded by BASTIAN to amend the agenda to include construction bids on remodeling the front office, repair works and remodeling the back storage room into a functioning office for the building inspector and file room combination. ALL AYE: MOTION CARRIED. The bids are as follows: Wright Brothers Construction Co. $5,999 Loraine properties 4,300 Irish framing 7,750 Moved by YZAGUIRRE and seconded by BLAIR to accept Loraine Properties on the remodel in the amount of AYE: MOTION CARRIED. the bid from $4,300. ALL Moved by BLAIR and seconded by YZAGUIRRE to accept the Claims against the City for payment with grant funds in the amount of $7,069 for Brigg$ Engineering, $5,205 for Ida-Ore, Bid publication $47.53/ and for Wright Bros.
