ROLL CALL: Present: WRIGHT, GUERBER, MCLAUGHLIN, MCCAULEY. Absent: SMITH. A quorum is present. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of February 1, 2021. B. Findings of Fact and Conclusions of Law for the Approval of RZ-11-20 & PP-06-20 — Rezone from A-R to R-7-DA and Preliminary Plat for Eastfield Subdivision — Erika and Dylan Schneider: Erika and Dylan Schneider, represented by Mark Butler with Land Consultants, Inc., is requesting a rezone from A-R (Agricultural -Residential) to R-7-DA (Residential with a development agreement [in lieu of a PUD] and preliminary plat approvals for Eastfield Subdivision, a 35-lot (30-buildable, 5-common) residential subdivision. The 4.58- acre site is located on the northwest corner of East Hill Road and North Edgewood Lane at 200 North Edgewood Lane. (MJW) City Planner, Mike Williams asks the Commission to remove item 3B from the consent agenda for discussion and then action after that discussion. Guerber moves to accept the Consent Agenda removing item 3B. Seconded by McLaughlin. ALL AYES... MOTION CARRIES. City Planner, Mike Williams provides corrections to the Findings of Fact and Conclusions of Law of RZ-11-20 & PP-06-20 — Rezone from A-R to R-7-DA and Preliminary Plat for Eastfield Subdivision, to the Commission. Guerber moves to accept item 3B as amended by staff. Seconded by McCauley. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: NONE. PUBLIC HEARINGS: A. ACTION ITEM: A-09-20 & RZ-12-20 — Annexation and Rezone from RR and RUT to R- E- DA — J&M Land, Cabra Creek, and M2 Land (LLC's): J&M Land, LLC, Cabra Creek LLC, & M2 Land LLC, represented by Van Elg and Scott Wonders, P.E., with J-U-B Engineering, are requesting annexation and rezone from RR (Rural Residential — Ada County designation) and RUT (Residential -Urban Transition — Ada County designation) to R-E-DA Page 1 of 3 KAP&Z\MINUTES\2021\PZ-02-16-21 min.docx (Residential -Estates with a development agreement). Chairman Wright opens the Public Hearing. Julia Butler, 4727 West Maricopa Drive. Butler is concerned about the acreage and would like to see the property zoned to five acre lots. The applicant's representative, Van Elg, addresses concerns raised during the Public Hearing and provides rebuttal. Chairman Wright closes the Public Hearing. General discussion amongst the Commission. McLaughlin moves to recommend for approval item 5A, A-09-20 & RZ-12-20 — Annexation and Rezone from RR and RUT to R- E- DA — J&M Land, Cabra Creek, and M2 Land (LLC's) with the staff recommended guidelines. Seconded by McCauley. ALL AYES... MOTION CARRIES. 6. NEW BUSINESS: NONE. 7. REPORTS: A. Commission: None. B. City Attorney: None. C. Staff: City Planner, Mike Williams, provides an update regarding application submittals and upcoming hearings.
