Minutes - 2015 - City Council - 08/18/2015 - SpecialEAGLE CITY COUNCIL Special Meeting Minutes August 18, 2015 1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:32 p.m. 2. ROLL CALL: MCFARLAND, BUTLER, KUNZ, RIDGEWAY. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance. 4. PUBLIC HEARINGS: Public Hearings are legally noticed hearings required by state law. The public may provide formal testimony regarding the application or issue before the City Council. This testimony will become part of the hearing record for that application or matter. A. Public Hearing for Budget Fiscal Year 2016 (Oct. 1, 2015 — Sept. 30, 2016): Notice is hereby given that the City Council of the City of Eagle, Idaho, will hold a public hearing for consideration of the proposed budget including general revenue sharing for the fiscal period October 1, 2015, to September 30, 2016, pursuant to the provisions of Section 50 -1002, Idaho Code. Said hearing to be held at Eagle City Hall, 660 E. Civic Lane, Eagle, Idaho, at 6:30 p.m. on August 18, 2015. At said hearing, all interested persons may appear and show cause, if any they have why said proposed budget should not be adopted. Mayor introduces the issue. Mayor opens the Public Hearing Sharon Bergmann, City Clerk/Treasurer: the Draft Budget was reviewed by the Council on July 28th at your meeting and you made some revisions. The budget you are seeing tonight reflects those changes. General discussion. Pete Dover, I am a Trustee of the Library and I am also the President of the Board of Directors. I have been on the Board of Directors for four years. I'm here as not just citizen; I'm here to talk more about the Library itself and the proposed budget that we brought before you. Provides Council an overview of the Library budget process which is based on the Library's Strategic Plan. Discusses how the Library has evolved over time, the new technology resources that the Library provides, and the programs that are provided for the public. The Council asked us to cut $100,000 from our proposed Budget. To accomplish this we cut our proposed Sunday hours. Discusses the need for Sunday hours. I am here to support the Budget that you have given the Library but if there is some way to restore the Sunday hours that would be appreciated. Betty Miller discusses how valuable the Library is to the community. I have volunteered at the Library for many years. If you want our community to be attractive to business and the residents you need to put up the money. Ann Ritter, 11270 W. Beacon, President of the Friends of the Library, provides an overview of what the Friends do for the Library, and the programing for kids. I would request full funding for the Library. Thomas Rodgers, 1820 N. Longridge Place, I am here to support the Library and I agree with everything that Pete said. I am now serving on the Library Board. Access to reading materials for grade school kids makes a big difference. The Library needs the support that we have asked for. Bob VanArnem, I want to tell you how much I appreciate what Sharon does with the Budget. Discusses a 2010 Park Study. 81% said biking and hiking trails is what they were interested in. I would like to know what the follow up has been from this study. Mayor closes the Public Hearing Butler: I talked to the Library Director and Sharon and if we could transfer $40,000 from the Operational Reserve Fund to the Library that would fund their Sunday Hours. We also need to work towards a bike /pedestrian pathway from Banbury Subdivision. Ridgeway: I struggle with the 3% and the foregone mainly because of the process. I don't have a problem taking this if we do it the right way. My largest concern on the Budget is the Park/Rec projects. I could support the increase if we make a list of those projects and put this money in a reserve and after the public has weighed in on the study we can allocate the funds. I'm not in favor of taking any money out of a fund that is to purchase property to pay for playground equipment. General discussion. Park/Rec Director Aho provides Council an overview of the Capital Projects Park Fund expenditures. General discussion. Butler I would move to approve the Budget with those changes proposed to the Park's funding and with the Library Budget boosted $40,000 with that money being taken from the Operational Reserve. Seconded by McFarland. Discussion. City Clerk Bergmann: Councilman Butler, I would like to request that you make an amendment to your Motion. I have received updated information on Revenue Sharing from AIC and that increases the Revenue $84,854 and on the Expenditure side I put that amount of money in the Reserve Fund. Butler: So moved for the amendment. Bergmann: Also in the Library Bond Fund, we made the last payment for this fiscal year so I redid the Carry Forward and amended that Budget. Butler: So moved for the amendment. McFarland: AYE; Butler: AYE; Kunz: NAY; Ridgeway: AYE: ALL AYES: MOTION CARRIES.......... A.1 Ordinance 737 — Appropriation Ordinance for the City of Eagle for Fiscal Year 2016: An ordinance entitled the annual appropriation ordinance for the City of Eagle, Idaho, for the Fiscal Year 2016 commencing October 1, 2015, and ending September 30, 2016, appropriating sums of money in the aggregate amount of $16,016,425.00 to defray all necessary expenses and liabilities of the City of Eagle for said fiscal year; specifying the object and purposes for which such appropriations are made and the amount Page z KACOUNCIUMINUTESUcroporary Minutes Work Area \CC -08- 18- 15bdgtmm.doc appropriated for each object and purpose; authorizing the certification to the County Commissioners of Ada County, Idaho, to levy and assess a sufficient tax upon the taxable property in the City; providing for the filing of a copy of this ordinance with the office of the Idaho Secretary of State as provided by law; providing for publication; and providing an effective date. Mayor introduces the issue. Butler moves, pursuant to Idaho Code, Section 50 -902, that the rule requiring Ordinances to be read on three different days with one reading to be in full be dispensed with, and that Ordinance #737 be considered after being read once by title only. Butler reads Ordinance #737 by title only and appropriates the sum of $16,016,426.00 with any changes based on the amendments that were made to the motion tonight. Seconded by Ridgeway.
