be no separate discussion on these items unless the Chairman, a Commissioner, or a member of
City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed
from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the
Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion
unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Annroval of CU-09-20 — Bank Facility with
Drive Un Service and a Lot Coverage Waiver Reauest Pursuant to Idaho Code Section 67-
6512(f): Idaho First Bank, represented by Greg Toolson with JGT Architecture, is requesting
conditional use permit approval for a bank with drive -up service and a lot coverage waiver request
pursuant to Idaho Code Section 67-6512(f). The .57-acre site is located at the northeast corner of
East State Street and North Stierman Way at 560 East State Street. (MJW)

A. ACTION ITEM:: CPA 01-20 & RZ-05-20 — Ouarry Village — CDG Enternrise/Ouarry Village,
LLC: CDG Enterprise/Quarry Village, LLC, represented by Dave Yorgason with Tall Timber
Consulting, is requesting a Comprehensive Plan Text Amendment to modify section 6.18.1- Guerber
Park Planning Area, a Comprehensive Plan Map Amendment to change the future land use map
designation from Business Park to Mixed Use, and a rezone from BP (Business Park) to MU-DA
(Mixed Use with a development agreement [in lieu of a conditional use permit]) to allow for a
residential, office, retail and indoor entertainment development. The 27.3-acre site is located north of
Hill Road between State Highway 55 and North Horseshoe Bend Road at 9755 North Horseshoe Bend
Road.
