Minutes - 2020 - Historic Preservation Commission - 11/17/2020 - RegularTHE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION Minutes Eagle City Hall, 660 E. Civic Lane November 17, 2020 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:32 p.m. 2. ROLL CALL: Present: DUNN, FEND, ROBINSON (by phone), D'ANDREA. A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter, up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three (3) minutes. 4. UNFINISHED BUSINESS: None 5. NEW BUSINESS: A. ACTION ITEM: Sears Kit House 4520 N. Linder Rd: Discussion on sale of Property and discussion of Ada County Historical Preservation Commission Meeting Chairman Dunn speaks to the Zoom meeting of the Ada County Historical Preservation Commission, stating Commission Fend and Commissioner Robinson were able to watch the meeting. Chairman Dunn asks the Commissioners to give feedback on meeting. Chairman Dunn states the Sears Kit House is on the market, but has been rezoned, allowing the house and one acre to be split from the 40 acres, therefore making it more apt to be preserved. Fend makes a motion to compile a one page to submit to the real estate firm that is carrying the Sears Kit House at 4520 N. Linder Rd. Seconded by D'Andrea. ALL AYE...MOTION CARRIES. B. ACTION ITEM. Former Blue Moose Property 79 E. Aikens St: Discussion of sale of Property. Chairman Dunn updated Commission on sale of property. Dunn states she has reached out twice to Roth Homes who currently owns the property, as they are required by the City to put up a memorial to Mary Aikens, a one-time owner of the property. No answer has been given by Roth Home. Dunn will continue to try contacting them. C. ACTION ITEM: Property known as Aikens House 78 E. Aikens: Discussion of sale of Property. Chairman Dunn states that the sale of said property has already occurred, and she has been in contact with the new owners. The new owners stated they would like to keep the historical presence of the home but update the property for modern conveniences. The property is slated to become a boutique hotel/AirBnB. Page 1 of 3 D. ACTION ITEM: Brookside School House 22871 Ranchero Dr. Middleton, ID: discussion on property research. Chairman Dunn states that more research is needed to prove that this is the old Brookside School House before any money is put forth on this project. The current owners of the structure want to give it to the City if the city can preserve it and find a suitable way to display it. Commission agrees more research needs done and that reaching out to the community may help. Commissioner Robinson stated several ways of reaching out. After discussion, the Commission decided Commissioner Robinson would follow up on this project. D'Andrea makes a motion to have Commissioner Robinson take lead on reaching out to the Eagle church community to research the Brookside School. Seconded by Fend. ALL AYE...MOTION CARRIES E. ACTION ITEM:: Removal of HPC plaque from in front of Old Museum. Chairman Dunn states that the HPC plaque that stood in front of the Eagle Museum on 67 E. State street has been removed and is currently in City storage. F. ACTION ITEM. Purchase of HPC walking tour brochures. Chairman Dunn discusses a problem with the walking tour brochure after meeting with printing company. The brochures need to be rewritten since some buildings have been moved, others torn down. Commissioner Fend states that the Commission can rewrite the brochures at a later time, but we need to get more printed right now as there are currently none available to the public. Commission agrees. Dunn will go ahead with minimal correcting of brochure and get them to the printing company. G. ACTION ITEM. Certified Local Government Evaluation: Examine the paperwork for the evaluation. Discuss if work session is needed. Chairman Dunn states that every 3 years SHPO requires a CLG evaluation. She has asked the Commission if they would like to take part in this evaluation as last time she did it by herself. This evaluation she would like the Commission's input. Fend makes a motion to conduct a work session to finish the CLG evaluation as required by SHPO. Seconded by D'Andrea. ALL AYE...MOTION CARRIES H. ACTION ITEM:: Minutes of August 19", 2020. Commission agrees Minutes are correct. D'Andrea makes a motion that the minutes of August 19r'', 2020 are correct. Seconded by Fend. ALL AYE...MOTION CARRIES Page 2 of 3 6. REPORTS: A. Commissioner Reports: 1. State Historic Preservation Office (SHPO) Grants for 20/21 year: FY19/20 CLG grant has been completed. Thompson Preservation Consulting was hired and presented the City of Eagle with a pre -survey of historic properties of downtown Eagle. Dunn states that SHPO is currently taking grant applications for the FY 20/21 year. 2. Eagle Historic Registry: Chairman Dunn states that the Eagle Historic Registry is completely updated. B. Council Liaison: 1. Capital Improvement Project Plan: Councilwoman Gold states that Nichole Baird of City Planning and Zoning Department is currently in the next 5 years phase of the Capital Projects Improvement Plan. Baird has reached out to all Commission for their input. A capital project is any project that is over $20,00. Gold spoke toward the possibility that Baird could meet with the Commission at their next meeting. Chairman Dunn states she will contact Nicole to set that up. 7. ADJOURNMENT: There being no further business. D'Andrea moves to adjourn. Seconded by Vice Chair Fend. ALL AYE...MOTION CARRIES.
