MEETING MINUTES
December 18, 2020
INVOCATION:
1. CALL TO ORDER: Meeting called to order at 9:03 a.m.
2. ROLL CALL: BAUN (present via Zoom), GOLD, PIKE, PITTMAN.
3. PLEDGE OF ALLEGIANCE:
4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA:
A. City Staff requests.
B. Mayor or City Council requests.
5. EAGLE CITY COUNCIL AND ADA COUNTY HIGHWAY DISTRICT JOINT
MEETING: Discussion topics to include;
• State Street and Eagle Road Mobility Improvements
• Beacon Light Road build out
• Floating Feather Speed Study
• Pedestrian/Bike counts for Floating Feather and Beacon Light Roads
Director Wong provides an overview of the purpose of ACHD, their priorities, and the services
they provide to the Cities within Ada County.
Ryan Cutler, Sr. Project Manager with ACHD, provides a briefing of the State Street and Eagle
Road intersection project. The anticipated completion date for the project is Fall of 2023.
Gary Insleman, Deputy Director of Development Services, provides an overview regarding ACHD
Impact Fee Assessment.
Mayor Pierce states that it is vital that the City begins to implement pedestrian/bike connectivity
and safety within Eagle. He also states that a partnership between City of Eagle and ACHD is very
important.
General discussion amongst the Council and ACHD regarding project priorities and the Integrated
Five -Year Plan.
Meeting with ACHD adjourns at 10:15 a.m.
6. EXECUTIVE SESSION: I.C. §74-206 WHEN AUTHORIZED. (1) An executive session at
which members of the public are excluded may be held, but only for the purposes and only in
the manner set forth in this section. The motion to go into executive session shall identify the
specific subsections of this section that authorize the executive session. There shall be a roll
call vote on the motion and the vote shall be recorded in the minutes. An executive session
shall be authorized by a two-thirds (2/3) vote of the governing body. An executive session may
be held:

A. I.C. § 74-206 (f) - Pending/Threatened litigation: To communicate with legal counsel for
the public agency to discuss the legal ramifications of and legal options for pending
litigation, or controversies not yet being litigated but imminently likely to be litigated. The
mere presence of legal counsel at an executive session does not satisfy this requirement;
Gold moves pursuant to I.C. 74-206(1)(0 that the City of Eagle convene an Executive Session
- Pending/Threatened litigation: To communicate with legal counsel for the public agency to
discuss the legal ramifications of and legal options for pending litigation, or controversies not
yet being litigated but imminently likely to be litigated. Seconded by Pittman. BAUN AYE;
GOLD AYE; PITTMAN AYE; PIKE AYE. ALL AYE...MOTION CARRIES.
Council enters Executive Session at 10:18 a.m.
Council discusses pending/threatened litigation.
Council exits Executive Session at 12:05 p.m.
7. NEW BUSINESS: ACTION ITEM: The City Council to direct legal counsel to act on the
pending or threatened litigation discussed in the executive session.
Pittman moves to direct attorneys to do what was indicated regarding the pending or
threatened litigation from the executive session. Seconded by Gold. ALL AYE... MOTION
CARRIES.
8. ADJOURNMENT:
Pike moves to adjourn. Seconded by Pittman. ALL AYE...MOTION CARRIES.
Hearing no further business, the Council meeting was adjourned at 12:07 p.m.
