Special Joint Meeting Minutes
May 15, 2015
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 12:00 p.m.
2. ROLL CALL:
Roll Call ACHD: Commissioners present. Hansen, Baker, Woods, Goldberg. Arnold
arrives late.
MCFARLAND, BUTLER, KUNZ. Absent: RIDGEWAY. A quorum is present.
PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.
3. DISCUSSION ITEMS:
A. Discussion of ACHD impact fees: revenues, expenditures, reporting. Summarize
discussion from informal meeting on April 29.
Commissioner Hansen provides an overview of impact fees, where the revenues come
from and the expenditures. Also summarizes the discussion on the same held at the
informal meeting on April 29th at ACHD. General discussion.
B. Review timeline of scheduled ACHD projects in Eagle. Brief overview from ACHD
staff.
Mayor introduces the issue.
David Wallace, Project Manager ACHD, displays a power point presentation and
discusses the scheduled projects in Eagle; Park Ln Pedestrian Signal, Plaza Drive
Extension, Aikens St, Eagle Rd/2nd St, Linder Rd, and Chinden Blvd/Boise River.
General discussion.
C. Discussion and update on Eagle's request to accelerate Plaza Dr. extension.
Mayor introduces the issue.
General discussion. The design is to be completed this fiscal year and construction
should be done in 2017. ACHD's budget hearing date is in August. Further discussion.
D. Discussion and update on possible technical assistance from ACHD regarding the
Eagle Road/State Street intersection alternatives (e.g., modeling and simulation).
Mayor introduces the issue.
Councilmember Kunz provides an overview of the Stakeholders Committee. General
discussion.
E. Discussion of strategies to address concerns over future of Beacon Light Road.
Mayor introduces the issue.

Butler moves to adjourn. Seconded by Kunz. ALL AYES: MOTION CARRIES...
Hearing no further business, the Council meeting adjourned at 1:30 p.m.
ACHD District adjourns the meeting.
