PRE COUNCIL AGENDA:
1. Update on Parks, Recreation and Trails Master Plan process. (The Land Group). Bob Shaffer
presents a power point and provides the Council an overview of the Parks, Rec and Trails Master
Plan process to date. General discussion.
2. City Engineer Report: P/Z Administrator Vaughan: the Engineering report is in your packet
and I will stand for any questions you have. No questions from Council.
3. Mayor and Council Reports:
Butler: Discusses having the PZ recommendations posted online.
Kunz: Discussion on the trash enclosure at Rembrandt's. P/Z Administrator Vaughan: I have
no update. General discussion.
Mayor: Mayor discusses House Bill 303. General discussion.
Shawn Thomas, Code Enforcement Officer: I'm here to stand for any questions. General
discussion on amendments to the parking ordinance and parking in an ingress/egress. Discusses
the community cleanup and putting together a Cleanup Eagle Project with Republic Services and
Eagle Fire Department. General discussion.

4. City Hall Department Supervisor Reports:
City Clerk/Treasurer Bergmann: No Report
PZ Administrator Vaughan: Cherese and I are preparing a training session with the P/Z
Commission and the Council. PZ Commissioners would like to have some consistency in
motions and etc. I will be getting with you to schedule a date. General discussion.
PR/Facilities Director Aho: Displays a power point and provides the Council an overview of
park usage, volunteer workers and the work they are doing at the BMX Park, the 120 hours of
volunteer time at the parks/trails, the Spring Break camps and the recreation programs/camps,
the new Senior Center sign, the tree project at City Hall and the tree pruning on City properties,
sidewalk cleaning/repair, and OK Park's new piece of playground equipment. Wayne Hancock
has passed his Playground Safety Inspector and is now a Certified Playground Safety Inspector.

Shawn Thomas reports on the downtown lights that are burnt out. A letter will go out to the
property owners. General discussion.

Kunz moves to pull Items#6G. Findings of Fact and Conclusions of Law for RZ-06-14 &
PP-08-14 - Predico and#6N. Resolution 15-14 from the Consent Agenda and McFarland
adds Item#9A to the Consent Agenda as Item#6R, change the order of#7 and#9 so the
Public Hearing is in front of Unfinished Business and add an Executive session,this will be
New Business Item#A. Seconded by Butler. City Attorney: the Executive Session is being
added as the City just received notice and a response is required by tomorrow. ALL

5. PUBLIC COMMENT:
This time is reserved for the public to address their elected officials regarding concerns or
comments they would like to provide to the City Council regarding subjects not on the
agenda. At times, the City Council may seek comments/opinions regarding specific City
matters during this allotted time. This is not the time slot to give formal testimony on a
public hearing matter, or comment on a pending application or proposal. Out of
courtesy for all who wish to speak, the City Council requests each speaker limit their
comments to three (3) minutes.
Jim Hunter, 1025 S. Bridgeway, Boise Hunter Homes, distributes information to the Council and
discusses the same. The last 5 years we have built 93 homes in Eagle and paid $750,000 in
permit fees to the City and $40,000,000 in taxable residences. Discusses their sign on Eagle
Road and the March 4, 2015 Code Enforcement letter. City Attorney: we will work with staff
and treat this as an appeal and get it on a Council Agenda.
6. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless the Mayor, a Councilmember,
member of City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the City Council.
♦ Any item on the Consent Agenda which contains written Conditions of Approval from
the City of Eagle City Staff, Planning & Zoning Commission, or Design Review Board
shall be adopted as part of the City Council's Consent Agenda approval motion unless

B. Re-appointments to the Parks and Pathways Development Commission: Mayor
Reynolds is seeking the re-appointment of Lynn Moser and Scott Marshall to the
Commission. They will be serving three (3) year terms. (JDR)
C. Volunteer Recognition Week Proclamation: A proclamation of the City of Eagle
declaring April 12-18, 2015 as National Volunteer Week in the City of Eagle. Fellow
citizens are urged to volunteer to make a difference in the community in which they
live.
D. Arbor Day Proclamation: A Proclamation for the City of Eagle declaring April 24,
2015 as Arbor day in the City of Eagle. (MA)
E. Appointment to the Historical Preservation Commission: Mayor Reynolds is
requesting Council to confirm the appointment of Mike Culton. Mr. Culton's term
will expire in March 2020. (JDR)

F. Maintenance Agreement between the City of Eagle and The Preserves's
Homeowners's Association Inc.: A maintenance agreement for Lot 2 Block 1
within The Preserves Subdivision No.1 (well lot). (WEV)
G. Findings of Fact and Conclusions of Law for RZ-06-14 & PP-08-14 - Predico EP
Subdivision - Eagle M.F. Partners, LLC: Eagle M.F. Partners, LLC, represented by
Doug Russell with The Land Group, Inc., is requesting a rezone with development
agreement from A (Agricultural— up to one (1) unit per 20-acres), A-R (Agricultural-
Residential —up to one (1) unit per five (5) acres) and R-2-DA-P (Residential —up to
two (2) units per acre with a Development Agreement — PUD) to MU-DA (Mixed
Use with a Development Agreement in lieu of a PUD, including a height exception)

L. Findings of Fact and Conclusions of Law for AA-03-15/DR-30-05 MOD2 —
Appeal of Laguna Pointe Subdivision Design Review Modification for placement
of a barbed wire fence within Common Lot 35 — The City of Eagle: The City of
Eagle, represented by William E. Vaughan, Eagle Zoning Administrator, is appealing
the Design Review Board decision on this matter. Application Description: Laguna
Pointe Homeowners Association, represented by Nicole Hancock with Stoel Rives, is
requesting a modification to the subdivision's design review approval to allow for the
placement of a barbed wire fence (approximately 3,575-feet previously installed,
approximately 800-feet to be installed) within Common Lot 35 along the south side
of the pathway along the south side of the Boise River. The subdivision is located on
the east side of South Eagle road approximately 800-feet north of East Colchester
Drive. (WEV)
M. An addendum to the contract for Summer Lawns to provide lawn care for the
BMX portion of the Eagle Sports Complex. Funds for this were provided for under
the 2014/15 Budget. (MA)
N. Resolution 15-14: A resolution between the City of Eagle and Eagle Park BMX, Inc.
A resolution approving an agreement between the City of Eagle and Eagle Park
BMX, Inc. for use of 6.61 acres of the Ada-Eagle Sports Complex; authorizing the
Mayor and City Clerk to respectively execute and attest said agreement; and
providing an effective date.. (MA)

P. Resolution 15-13: A resolution of the City of Eagle authorizing the destruction of

Q. Parking Agreement/License Agreement between the City of Eagle and The
Charter School Fund—Oro Valley, LLC (Tennis Club Plaza Subdivision).: The

City of Eagle and the Tennis Club Plaza Subdivision, represented by John Rennison
with Rennison Engineering, is requesting City Council approval of a parking
agreement/license agreement for shared public parking located on the Tennis Club
Plaza Subdivision site. The site is located on the East side of South Edgewood Lane
approximately 625-feet south of State Highway 44. (WEV)
R.(9A.) IFYWP 2016-2020—Integrated Five Year Work Plan (Agency Requests):
Staff and/or a representative of the Eagle Transportation Committee will present the
Committee's recommendation regarding the updated agency request list for the
prioritization of transportation projects within the City of Eagle. (WEV)

6G. Findings of Fact and Conclusions of Law for RZ-06-14 & PP-08-14 - Predico EP
Subdivision - Eagle M.F. Partners, LLC: Eagle M.F. Partners, LLC, represented by Doug
Russell with The Land Group, Inc., is requesting a rezone with development agreement from A

Kunz: I have a change and I want to make sure every member of the public is aware of the
change. On Page#17 of#18 Conclusion of Law#5e previously read "Will not have vehicular
approaches to the property that create interference with traffic on surrounding public
thoroughfares since the project is required to be reviewed and approved by the Idaho
Transportation Department and the Ada County Highway District. The proposed development
has a concern with two (2) of the proposed access points to be located at the curve on West State
Street. One (1) of the proposed access points may create traffic conflicts at the intersection of
West State Street and North Ballantyne Lane. The increased amount of traffic will be
detrimental to the road capacity at this location." This#5e Conclusion of Law has been rewritten
to read as follows: "Will have vehicular approaches to the property that create interference with
traffic on surrounding public thoroughfares. The proposed development has two (2) of the
proposed access points to be located at the inside curve on West State Street. One (1) of the
proposed access points may create traffic conflicts at the intersection of West State Street and
North Ballantyne Lane." That is the end of the Conclusion.
Butler moves to approve the Findings as amended as provided to us. Seconded by
McFarland. ALL AYES: MOTION CARRIES
6N. Resolution 15-14: A resolution between the City of Eagle and Eagle Park BMX, Inc. A

Kunz: This is Resolution 15-14 approving a User Agreement between the City of Eagle and
Eagle Park BMX. Exhibit A to this Resolution is the User Agreement itself. After reading
through the Resolution, Exhibit A and the User Agreement itself I would request that all
references to Eagle Park be expanded to Eagle Park BMX to clearly differentiate between the
City as a city municipality versus Eagle Park BMX the Idaho non-profit corporation. With
respect to Page#4 on the Assignment, Sublease or Transfer I have asked that the language
regarding the management contract execution be modified slightly to give the City the right for
review of any management contract which would impact the city. General Council and City
Attorney discussion.
McFarland moves to table this to the first meeting in April (4/14/15). Seconded by Kunz.

7(8.) PUBLIC HEARINGS:
Public Hearings are legally noticed hearings required by state law. The public may
provide formal testimony regarding the application or issue before the City Council.
This testimony will become part of the hearing record for that application or matter.
A. RZ-20-06 MOD2—Bel Air Eagle—American Communities: American Communities,
represented by Dave Yorgason with Tall Timber Consulting, is requesting a development
agreement modification to allow for a multi-family development consisting of 14-buildings (13-
multi-family buildings containing 300-dwelling units and one (1) club house) including a height
exception to 45-feet for the multi-family buildings. The 22.17-acre site is generally located at the
southwest corner of West Old Valley Road and North Linder Road. (WEV)
Mayor introduces the issue.
Mayor: Does anyone on Council have any exparte contact to declare? Kunz: We have all
received emails and other communication on this issue.
Mayor: I have passed all of those to the PZ.
Mayor: Does anyone on Council have any potential or actual conflict of interest? None
Dave Yorgason, representing the applicant, provides Council an overview of the application.

Planner Williams displays overheads and provides Council an overview of the application.

Mayor opens the Public Hearing and reads all of the names on the signup sheet, if they are
pro/con and if they wish to speak.
Mike Dixon, 3991 N. Blue Wing Place, Boise, I am the developer to the West. I am here to
support. It is a multi-use property. There is cooperation between the builders. This will be a
nice improvement. Eagle needs multi-family.
Cheryl Bloom, 2153 N. Hollybrook Place, discusses the PZ Findings of Facts and Conclusion of
Law which were based on public testimony. I am in favor of this application. Mr. Yorgason has
been a developer in the community for a long time. Discusses the traffic generated and the
sportsman access.
Dan Clark, 5075 N. Larkwood Place, Meridian, I am a property owner to the West and we are in
favor of this project and the 45' height is acceptable to us. The design brings an upscale look to
the community.

Terry Sayer, 2151 W. Forest Hill Court, I again ask you to deny this apartment building, they do
not belong here. A hotel is a different concept than what is going in. Discusses the traffic, the
three stories, and the open space which is a pond. We don't have to over populate our city.
Patricia Minkiewicz, Deerfield Court, I disagree with Mr. Yorgason, it is both the height and
density that are issue. Discusses the traffic. There are a lot of apartment buildings being built in
Meridian which looks like one vast wall. Is that what you want at this corner? My main concern
is the safety of getting in and out of the subdivision. I am against this.
Elizabeth Broyles, 2200 W. Forest Hill Court., one of my concerns is density. Discusses the
height exception. I don't support the request for the exception.
Paula Davina, Pebble Beach Court, I am fairly neutral on this. My concern is that there was
nothing mentioned on how many bedrooms in each unit and my concern is that there may not be
enough parking spaces. General discussion.
Michael Arthun, 499 N. Senora Way, we have been here for 21 years and we are blessed to be
here. What I pray is not this kind of stuff for Eagle. I have seen what this did to my community
in California. I'm not against multi-family but they should be planned in the community.
Teresa Johnson, 3417 N. Croft Way, I am not against multi-family, I just think there are more
appropriate places for it. Discusses the PZ hearing which she attended. Discusses parking
spaces.
Mayor closes the Public Hearing.
Dave Yorgason discusses the number of parking spaces, more appropriate places, the location,
and the impact fees. Discusses the PZ Findings and the height exception. The comp plan allows
for this. I request your approval tonight. General discussion.

Butler moves to approve RZ-20-06 MOD2—Bel Air Eagle with the 20 Site Specific
Conditions of Approval recommended by staff with additional Condition of Approval that
applicant provide tot lot with play equipment to be reviewed and approved by the Design
Review Board, that the Applicant provide correspondence from Republic Services with
regard to dumpster enclosures,that building B5 in the Bel Air Eagle concept plan be set
back 60' from the West Boundary for any portion of the building that is two stories tall and
set back 80' for any portion of the building that is three stories tall, that the parking ratio
in Bel Air Eagle be a minimum of 1.8 parking stalls per unit, that the landscaping will be
heavy as reviewed and approved by the Design Review Board between Bel Air Eagle
Building#5 and River Walk lots 11, 12 and 13,that the applicant shall exchange 87'
approximately,of fence from open fence to solid fence along Lot 10 and Lot 10 I believe is
in River Walk. Seconded by McFarland. General discussion. Ridgeway offers an
amendment that Mark amend his motion to require the Developer and the City to split the
cost of a public restroom not to exceed $50,000. Second concurs. General discussion.
Ridgeway withdraws his amendment to the motion if the second would agree. Second
agrees.
Ridgeway offers a new motion that we would like them to build a bathroom as inexpensive
as possible and let the City do a fee waiver to pay for the bathroom and that it will be two
stalls. The City will maintain the restroom and the restroom will be dedicated to the City
with the parking lot. Seconded by McFarland.Vote on the amendment. McFarland: AYE;

A. Discussion and possible action on recommendation to table the Eagle Road/State Street
intersection study. (JK)
Mayor introduces the issue. Naomi Preston owner of Wild West has requested that this be
brought before us.
Kunz provides Council an overview of the rationale to table action on the Eagle Road/State
Street intersection study. I'm looking for some direction on how we should proceed. General
discussion.
Council concurs to move forward.
B. Report on City of Eagle's efforts to obtain impact fee information from Ada County
Highway District. (JK)
Mayor introduces the issue.
Kunz provides Council an overview of his efforts to obtain impact fee information from ACHD.
General discussion.
Tom Ferch, ACHD, discusses having a tutorial or 101 on Impact Fees that ACHD staff would
present to the Council. This would give you a little more background on the process. General
discussion.
Paul Daigle, ACHD Chief of Staff, discusses gathering 12 years of data, some of which may not
be computerized but paper copies. The City would be charged for the costs of providing the
requested data. We would be glad to sit down with you or staff and go over what we charge,
why we charge it and where it goes. This is called Impact Fees 101. General discussion.
Kunz does not believe an Impact Fees 101 tutorial would be sufficient; a city level breakdown of
impact fees revenues and expenditures over the past several years is also necessary.

A. EXECUTIVE SESSION: Pending & Threatened Litigation 67-2345(f) (CDM). Executive
sessions --When authorized. (1) An executive session at which members of the public are
excluded may be held, but only for the purposes and only in the manner set forth in this section.
The motion to go into executive session shall identify the specific subsections of this section that
authorize the executive session. There shall be a roll call vote on the motion and the vote shall be
recorded in the minutes. An executive session shall be authorized by a two-thirds (2/3) vote of
the governing body. An executive session may be held:
(f) To communicate with legal counsel for the public agency to discuss the legal
ramifications of and legal options for pending litigation, or controversies not yet being

litigated but imminently likely to be litigated. The mere presence of legal counsel at an
executive session does not satisfy this requirement.

legal counsel for the public agency to discuss the legal ramifications of and legal options for
pending litigation,or controversies not yet being litigated but imminently likely to be

Butler: With regard to Laguna Pointe, I move that the City Attorney respond to the
Laguna Pointe attorneys with regard to our position on the signage and that the City
Attorney move forward to draft whatever documentation is necessary to obtain removal of
the barbed wire fence,to enforce the condition of the contract, to promote the safety of trail
users,to enforce the Design Review denial of the barbed wire fence and enforce any other
Eagle City Code such as nuisance which may relate to the barbed wire fence. Seconded by

On September 9, 2014 an inspection was conducted of your business sign at the confer of Eagle Rd and Colchester
(the L.akemoor sigh). This inspection revealed a sign that is not in compliance with Eagle City Code. This is iii
violation of Eagle City Code: Title 8, Chapter 2A, Section 8. We previously scut you a letter on September 22. 2014
asking for your cooperation in this matter. After further consultation, the city zoning administrator stands behind
this decision and the sign needs to be removed.
In one last attempt to solicit your voluntary cooperation and community spirit in correcting the above mentioned
code compliance issue, the department is extending the rectification date for compliance to on or before Tuesday
March 10, 2015.
8-2A-8: SIGN REGULATIONS: C. Provisions And Requirements
E. Violations And Penalties For Noncomplying Signs. In addition to or in lieu of removal of noncomplying signs by the city as permitted by this article, the
sheriff, deputy sheriff, or zoning officer sworn as a limited purpose deputy, may issue to the known owner of such sign an infraction citation which shall be
an infraction. Such citation shall impose upon the owner a fine of twenty five dollars ($25.00) for the first violation, fifty dollars ($50.00) for the second
violation, and one hundred dollars (5100.001 for the third and subsequent violations. Each day a sign continues in violation of this article shall be deemed a
separate offense. (Ord. 665, 2-14-2012)

'TWELFTH AMENDMENT TO OPTION AGREEMENT
THIS TWELFTH AMENDMENT TO OPTION AGREEMENT ("Twelfth Amendment")
is made and entered into by and between DMB Development, LLC, an Idaho limited liability
company ("Seller"), and BONN LLC, an Idaho limited liability company, doing business as Boise
Hunter Homes, and its successors and assigns ("Buyer").
RECITALS
A. Buyer and Seller entered into that certain Lot Option Agreement — Phase 2 (43
Lots) dated effective December 5, 2008, which they subsequently amended on 11 occasions to
(the "Option Agreement"). The Option Agreement sets forth the parties' agreement concerning
the Buyer's option to purchase specified lots within the Lakemoor Subdivision No. 2, Eagle,
Idaho (the "Subdivision").
B. The Purpose of this Twelfth Amendment is to alter the Option Agreement as set
forth below.

NOW, THEREFORE, in consideration of the foregoing premises, the mutual covenants
hereinafter set forth and other good and valuable consideration, the receipt and sufficiency of
which are hereby acknowledged, Buyer and Seller hereby agree as follows:
L Amendment of Paragraph 2. Paragraph 2 of the Option Agreement is amended
to extend the term by replacing "December 1, 2010" with "July 1, 2011."
2. Amendment of Paragraph 4. The table in Paragraph 4 of the Option Agreement

4, Amendment to add provision on signs. The following is added to the Option
Agreement: The parties agree that:
a) Buyer and Seller to agree upon location, size (min. 8x6), color and scripting (similar in
content as existing 8x8 BH1-1 sign) of permanent BHH sign, which shall not be inferior to the
Lakemoor signage on Eagle Road,
b) the sign shall be allowed to remain up as long as Buyer has two homes under
construction or for sale in Lakemoor. The Parties agree that the permanent sign will be agreed
upon and installed next to the Lakemoor sign by November 1, 2010.
5. Right of First Refusal for Phase I Lots. The Parties agree that the terms of
Section 15 of the Option Agreement, dated December 5, 2008, shall expire on August 15, 2011.
Buyer consents to Seller selling one lot to St. Judes for a purchase price below the Phase I Index
Price for the purchase of the St. Judes house auction.
6. Release of Lots. If Buyer fails to meet the takedown schedule provided for in
Section 2 above and Developer elects to remove lots from the pool of Tots, Developer shall
provide Buyer with notice identifying which lot(s) Developer would like to remove from the
pool. Buyer will sign a release of the memorandum of option on such identified lot(s) within 48
hours of the notice.

7. HOA Fee. The Parties agree to delete section 3 HOA Pee from the Ninth
Amendment dated January 27, 2009.
8. No Other Changes. Capitalized Terms, Counterparts. To the extent that the
terms of this Twelfth Amendment modify or conflict with any provisions of the Option
Agreement, the terms of this Twelfth Amendment shall control. All terms of the Option
Agreement not modified by this Twelfth Amendment shall remain in effect. This Twelfth
Amendment shall be integral part of the Option Agreement. Unless otherwise noted, capitalized
terms in this Twelfth Amendment have the same meaning as set forth in the Option Agreement.
This Twelfth Amendment may be executed in counterparts.

d. Real Estate Open House Signs: On and off premises signs used for real estate open houses. Said
signs shall not exceed six (6) square feet, shall only be used during the open house, and shall he
removed immediately after the open house.
e. Political Signs: Off premises signs used for political campaigns for any iters or individual on a voting
ballot. Said signs may only be used during the campaign and shall be removed within forty eight (48)
hours after the voting booths close.
f. Garage And Yard Sale Signs: On and off premises signs used for garage sales and yard sales during
the sale only, except that community yard sales and yard sales for nonprofit organizations may have
signs posted ten (10) days prior to the sale. Said signs shall be removed immediately after the sale.
{ 121 g. Construction Signs: Shall be placed on the construction site only between the time that a
development application has been filed with the city and final issuance of certificate of occupancy.
Contractors' signs may include banks, realtors. subcontractors. etc., and shall not exceed sixteen
(16) square feet, except that thirty two (321 square feet may be permitted along state highways
unless legally required by governmental contract to be larger, and eight feet (8') shall be the
maximum height.
(\(), 1 h. Subdivision Directional Signs (Off Premises): Shall advertise the subdivision name with directional
information and may advertise trade information and/or price range. Said signs shall be a maximum
of sixteen (16) square feet. except that thirty two (32) ?ouare feet may be permitted along state

i. Grand Opening Signs: All signs, except for prohibited signs as regulated in this article, are allowed for
a grand opening for a new business or enterprise or for a grand opening for a business or enterprise
under new management for a maximum period of sixty (60) calendar days.
j. Temporary Sign In Lieu Of Permanent Wall Sign: A business identification banner, or similar sign, is
allowed on a temporary basis, not to exceed one hundred twenty (120) days, during approval and
construction of any wall sign for a new business. Said sign shall not be larger than the wall sign that
would be permitted per this title, shall only he located on the face of the building where the wall sign
would be permitted per this title, and shall be removed when the permanent sign is installed, not to
exceed one hundred twenty (120) days.
k. Temporary Sign In Lieu Of Permanent Monument Sign: A business identification A -frame, sandwich
board or similar sign, is allowed on a temporary basis, not to exceed one hundred twenty (120) days,
during approval and construction of any monument sign for a new business. Said sign shall not be
larger than the monument sign that would be permitted per this title and shall he removed when the
permanent sign is installed, not to exceed one hundred twenty (120) days.
I. Holiday Signs: Temporary signs commemorating and/or recognizing a "holiday" as defined herein
shall be allowed during the time the holiday is typically recognized. Holiday signs shall not advertise
a business, product or service. No requirement within this article shall apply to temporary holiday
signs except however, no temporary holiday sign shall block ADA accessible sidewalk requirements
or violate the sight visibility triangle of any intersection as determined by ACHD.

In addition to any shopping center monument signs, any single -tenant building within a shopping
center, and adjacent to a roadway, shall be permitted one monument sign. The height of any such
sign shall not exceed six feet (6') adjacent to a roadway that is not designated as a state highway
and eight feet (8') adjacent to any state highway. The sign area shall not exceed forty (40) square
feet per side adjacent to a roadway that is not designated as a state highway and sixty (60) square
feet per side adjacent to any state highway.
g. The minimum distance between monument signs on a single parcel, shall be one hundred feet
(100').

freestanding sign, on an adjacent property.
i. Monument signs are permitted to he double faced.

4. Freehanging Signboards:
a. Freehanging signboards shall not exceed eight (8) square feet nor shall any such sign extend
beyond the porch or canopy to which it is attached.
h. A minimum distance of seven feet six inches (7'6") shall be required between a walkway and the
bottom of a freehanging signboard.
5. Fuel Island Signs:
a. Fuel island canopies shall be permitted to have a maximum of three (3) signs.
b. The signs shall be attached to, or painted on, the canopy face.
c. The height and width of the sign shall be reviewed with regard to its proportional relationship to the
height and width of the canopy face to which it is attached or painted. The sign area shall be a
maximum of twenty (20) square feet but in no case shall the sign cover more than one-third (1/3) of
the area of the face of the canopy to which it is attached or painted.
