EAGI.E CITY COUNCIL MEETING
December 30, 1991
The Eagle City Council met in special session on December 30,
1991, at 5:30 p.m. Mayor GUERBER presiding.
The following members were present:
EASON, STAN BASTIAN.
RICK YZAGUIRRE, THOMAS
The City of Eagle has been awarded a federal Community
Development Block Grant (CDBG) in the amount of $459, 125, by the
Idaho Department of commerce for Downtown Eagle Redevelopment.
The project is scheduled to commence Feb. 19, 1992 and conclude
January, 1992. In order to begin the process selection of a
grant administrator is necessary. By federal regulations it is
not necessary to advertise for a bidder, but the City must write
two or more potentially qualified grant administrators within the
service area and request answers to a written proposal sent by
the City of Eagle.
Those questions on the proposal are:
1. names of the qualified grant administrators by Council
2. evaluation factors
3. date of closure of responses
Moved by YZAGUIRRE and seconded by BASTIAN to select Jim
Birdsall, Wayne Forrey and E.J. Smith to send proposals to for
administration services, list the factors as: 25% (quality of
proposal's content), 25% (qualifications and experience), 15%
(availability and capacity to respond), 15% (service proposed),
and 20% (cost). And, to set the closure date as January 31,
1992. ALL AYE: MOTION CARRIED.
Moved by BASTIAN and seconded by EASON to have the City Attorney
seek out two bids for an appraisal of property, and two bids on
an environmental report, for the Mendiola property and report
back to the City Council on January 14, 1992. The bids may be
verbal. ALL AYE: MOTION CARRIED.
Moved by YZAGUIRRE and seconded by EASON to approve the claims as
presented. ALL AYE; MOTION CARRIED.
