EAGLR CITY COUNCIL MEETING
September 24, 1991
The Eagle City Council met in regular session on September 24,
1991. Mayor GUERBER presiding.
The following members were present:
WALKER, RICK YZAGUIRRE, TOM MINOW.
STEVE HAMMONS, GARY
Moved by WALKER and seconded by HAMMONS to approve the minutes
of the September 10, 1991 meeting as presented. ALL AYE:
MOTION CARRIED.
RANDALL ACRES SUBDIVISION discussion:
History: a complaint was filed with the City of Eagle regarding
the appearance of the subdivision in regards to trash, weeds and
illegal mobile homes and trailers. The Council directed the City
Clerk, City Building Inspector, City Engineer and Attorney to
begin work on a clean-up project.
Barbara Montgomery, Eagle City Clerk reported that she and the
Engineer had gone to Ada County Development to seek information
retarding illegal mobile homes, and has a list of names.
Contact had been made with the State Transportation to cut the
weeds on State St. in front of the subdivision and efforts had
been made through the Eagle Fire District to determine the safety
and fire hazard in the area. Other officials in Ada County have
been contacted regarding noxious weeds and they have now been
sprayed. Mr. and Mrs. Scotty Meir residing in Randall acres
spoke to the Council regarding the site and offered aid in the
clean up efforts. The City Clerk was directed to send a letter
explaining the City's efforts to those residents in the
subdivision, and another letter to those in violation. A report
will be given to Council at a later date.
ISLAND WOODS SUBDIVISION/Findings of Facts and Conclusions of
Law: Moved by WALKER and seconded by YZAGUIRRE to accept the
findings as submitted. ALL AYE: MOTION CARRIED.
Ada County Transmittals:
Moved by WALKER and seconded by HAMMONS to approve Ada County
Transmittal 91-43-CU/MILLER for a 1,024 storage building as
presented. ALL AYE: MOTION CARRIED.
Moved by YZAGUIRRE and seconded by HAMMONS to approve Ada County
Transmittal 91-24-PDR-91-41-PDR/Jones for a residential
development with a request for a set back of 25 Ft. for greenbelt
purposes along Beacon Light Road and to consider landscaping
along the area as well.
MAYOR'S REPORT: APA has asked for a nomination from the City of
Eagle to sit on a new transportation board. The Mayor will get
an explanation why this board is needed.
ATTORNEY'S REPORT: Intermountain Gas: We are unable to change
the 3% Franchise fee as the Ordinance is a 30 year contractual
agreement, it can be altered only with negotiation between the
City and Intermountain Gas.
Sheriff's report: There were 25 citations given, traffic and
vandalism problems exist in some areas.
COMMITTEE REPORTS: There will be an mitigation meeting regarding
the alternative route at Eagle City Hall on October 3, 1991 from
4:00 p.m. to 8:00 p.m. The Greenbelt Committee will submit the
Boise River Ordinance to Mona for review. The Library has
submitted an extension agreement for the City to review and sign.
From now on the Eagle Public Library will pay Boise quarterly and
Boise will pay the bills. The non-resident fee raised to $30.00.
The Library will be going into the fall hours, which are 10-7
Monday, 10-5 Tuesday-Friday, 10-3 Saturday. Another board member
needs to be selected Linda Phillips is resigning. The City Clerk
was instructed to get 3 bids on the O.K. Park, hillside project.
We have one bid from Troutman Landscaping of $4,000 for dirt
sprinklers, grass and railroad ties. Moved by MINOW and seconded
by YZAGUIRRE to have WALKER review the bids and select the bid
best suited to do the work, Council authorized WALKER to select
and start the project. ALL AYE: MOTION CARRIED.
Moved by WALKER and seconded by MINOW to adjourn the regular
meeting in order to go into executive session regarding
acquisition of property. The meeting was adjourned at 8:55 p.m.
Executive session adjourned at 9:50 p.m. and regular session
reconvened. Moved by WALKER and seconded by HAMMONS to hold a
special Council session with a tentative date of September 26,
1991, at 5:00 p.m.
CLAIMS AGAINST THE CITY: Moved by WALKER and seconded by HAMMONS
to approve the claims as presented. ALL AYE: MOTION CARRIED.
There being no further business the meeting adjourned at 10:00
p.m.
