EAGLE CITY COUNCIL MEETING
JUNE 25,1991
The Eagle City Council met in regular session on June 25, 1991.
Mayor GUERBER presiding.
The following members were present:
WALKER, RICK YZAGUIRRE, TOM MINOW.
STEVE HAMMONS, GARY
Moved by WALKER and seconded by HAMMONS to approve the minutes of
the June 11, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING!
Cox: Vacation of easement
Mayor GUERBER announced that this was the time and place set for
a public hearing on the Cox lot line adjustment, vacation of
easement (utility) in the Eagle Impact Area.
Applicant: Glen Cox
Location: lots 32 and 33, block 1 Ranch Estates
Proposal: vacation of easement, lot line adjustment
Public Testimony: none
Public hearing closed at 7:35 p.m.
Moved by MINOW and seconded by YZAGUIRRE to approve the
application as requested, with the condition that side and rear
lot line easements for public utilities, irrigation and drainage
be relocate to the new lot line and that a statement be placed on
the record of survey verifying the relocation of the easement.
ALL AYE: MOTION CARRIED.
PUBLIC HEARING!
Dowding-CUP
Mayor GUERBER announced that this was the time and place set for
a public hearing on the Dowding conditional use permit for
residential use in a commercial area, and to build a two car
garage to add to the residence.
Applicant: Ray Dowding, Jr.
Location: Eagle Glen Lane
Proposal: 2 car garage for accessory use to a residential
dwelling in a C2 district
Public Testimony: Ray Dowding
Public hearing closed at 7:50 p.m.
Moved by MINOW and seconded by HAMMONS to approve the request for
a garage. AYE: MINOW. NAY: HAMMONS, WALKER, YZAGUIRRE.
REQUEST DENIED.
ORDINANCE #189:
An ordinance to amend the cablevision ordinance
from an annual 3% revenue to a higher rate. Moved by HAMMONS and
seconded by WALKER to amend the proposed ordinance to read that
the percentage of the franchise be 5%, not 4% and begin October
1, 1991.
Moved by HAMMONS and to dispense with the three day ruling and to
consider Ordinance #189 as amended at this time. Moved by
HAMMONS and seconded by WALKER to adopt the Ordinance at this
time. ALL AYE: MOTION CARRIED.
TREES IN THE PARK: Moved by WALKER and seconded by HAMMONS to
wait until fall to move the 2 donated trees. If we cannot, we
spend a maximum of $100.00 per tree to move them at this time by
the Boise Park system. The problem is that they may die moving
them in the summer instead of fall. ALL AYE: MOTION CARRIED
INSURANCE COVERAGE/FINE ARTS: Moved by WALKER and seconded by
YZAGUIRRE to approve a increase in the rate insurance by $225.00
per year for fine arts, providing the deductible is no more than
$500. per year. The policy is for the barbed wire Eagle
purchased with Centennial funds for the City in the amount of
$7,000.
APPOINTMENTS: Mayor GUERBER presented the appointment of Susan
Hunter as Recreational Director to City Council for
consideration. Moved by WALKER and seconded by HAMMONS that
approval be given to the appointment. ALL AYE: MOTION CARRIED.
Moved by WALKER and seconded by HAMMONS to add to the agenda
Resolution 12-91, authorizing a Summary to Ordinance 188,
initiating the LID, for publication. ALL AYE: MOTION CARRIED.
Moved by WALKER and seconded by YZAGUIRRE to approve Resolution
12-91 authorizing the summary for Ordinance #188. ALL AYE:
MOTION CARRIED.
COMMITTEE REPORTS: DOWNTOWN REVITALIZATION PROGRAM GRANT
REQUEST: A portion of the grant request, $240,000 was granted.
The Dept. of Commerce asked the City to re-apply in September for
the balance of the requested funds. We need a report from the
committee for plans for the use of the reduced funds.
HORIZONS: The new map of the Area of Impact will be complete and
to Council by the next meeting. A complete change in the
comprehensive plan will be forthcoming in January, 1992.
CLAIMS AGAINST THE CITY: Moved by MINOW and seconded by HAMMONS
to approve the claims as presented. ALL AYE: MOTION CARRIED.
There being no further business the meeting adjourned at 9: 15
p.m.
