5. PUBLIC COMMENT 1: The Eagle City Council is taking remote public comment via Webex.

This time is reserved for the public to address their elected officials regarding concerns or comments they would
like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may seek
comments/opinions regarding specific City matters during this allotted time. This is not the time slot to give
formal testimony on a public hearing matter, land use application, or comment on a pending application or
proposal. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments
to three (3) minutes.
6. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA:
A. City Staff requests.
7. NEW BUSINESS:
A. ACTION ITEM. Fleet Service Agreement: An agreement between Commercial Tire and the City
of Eagle to provide fleet services on City owned vehicles. (EZ)
B. ACTION ITEM- Service Contract with Idaho Power: A contract between the City of Eagle and
Idaho Power for the installation of a single-phase line extension for power and fiber optics to the
modular buildings located in the City Hall parking lot. An amount not to exceed $35,755. Funding
will be provided through the CARES Act. (EZ)
C. ACTION ITEMService Proposal with Rocky Mountain Electric (RME): A service proposal
between the City of Eagle and RME to provide power for the modular buildings. An amount not to
exceed $5,465. Funding will be provided through the CARES Act. (EZ)
D. ACTION ITEMService Contract with Mark Guho Construction Company: A contract
between the City of Eagle and Mark Guho Construction (a certified asbestos removal company) to
provide services for the restoration of the Museum. An amount not to exceed $14,165.
E. ACTION ITEM. Ordinance No. 838 (Monticello Estates Subdivision): An ordinance annexing
certain real property situated in the unincorporated area of Ada County, Idaho, and contiguous to
the corporate limits of the City of Eagle, to the City of Eagle, Idaho; changing the zoning
classification of said real property described herein from RUT ( Rural -Urban Transition) to R-3-
DA (Residential with a development agreement); amending the zoning map of the City of Eagle to
reflect said change; directing that copies of this ordinance be filed as provided by law; and
providing an effective date. The 4.07-acre site is located at the southeast corner of North Park Lane
and West Floating Feather Road at 1232 North Park Lane. (MJW)

F. ACTION ITEMOrdinance No. 839 (Martin Storage): An ordinance changing the zoning
classification of the real property described herein from A-R (Agricultural -Residential) to MU-DA
(Mixed Use with a development agreement); amending the zoning map of the City of Eagle to
reflect said change; and providing an effective date. The 7.3-acre site is located on to the south side
of West State Street approximately 400-feet west of the intersection of South Payette Way and
West State Street at 1601 West State Street. (MJW)
G. ACTION ITEM Request for Qualifications (RFQ) for City-wide Facilities Master Plan: The
Fiscal Year 2021 Capital Plan set aside $100,000 for the development of a City-wide Facilities
Master Plan. Staff is requesting the Council's review and approval to release the RFQ. (NBS)
8. UNFINISHED BUSINESS:
A. Fiscal Impact Tool Training Session: Presentation by TischlerBise of the City of Eagle Fiscal
Impact Tool. (NBS)
