Minutes - 1991 - City Council - 05/21/1991 - Regular EAGLE CITY COUNCIL SPECIAL MEETING MAY 21, 1991 The Eagle City Council met in regular session on May 21, 1991. Mayor GUERBER presiding. The following members were present: STEVE HAMMONS, YZAGUIRRE, TOM MINOW. Absent: GARY WALKER. Moved by YZAGUIRRE and seconded by MINOW to approve the minutes of the May 8, 1991 meeting as presented. ALL AYE: MOTION CARRIED. RICK Moved by MINOW and seconded by YZAGUIRRE to approve the minutes of the May 14, 1991 meeting as presented. ALL AYE: MOTION CARRIED. LID DISCUSSION resulted the suggestion to put all properties in the designated area for the LID, from the post office to Stierman, in the notification of property owners list. Those properties in a commercial district but used strictly for residential purposes can be removed at a later time. RESOLUTIONS: 9-91 INITIATING A FORMATION OF A LOCAL IMPROVEMENT DISTRICT: Moved by MINOW and seconded by YZAGUIRRE to adopt the resolution as presented. ALL AYE: MOTION CARRIED. 10-91 DECLARING INTENT TO CREATE A LOCAL IMPROVEMENT DISTRICT: Moved by MINOW and seconded by HAMMONS to adopt the resolution as presented. ALL AYE: MOTION CARRIED. MAYOR'S REPORT: EAGLE ALTERNATIVE ROUTE (BYPASS): Mayor GUERBER asked the public to submit letters regarding the alternative route, which will be before the Eagle City Council for decision on June 11, 1991. We need to have a letter back to ITD by June 20, 1991 indicating the City's decision. Briggs Engineering has been approached to bid on an investigation initiated by the Public Utility Commission regarding the service capabilities of the Eagle Water Co. The question has been raised as to whether the fact that Briggs Eng. is the Engineering firm for the City creates a conflict. The Council indicated that there would be no conflict. OK PARK: MINOW advised the Council that the previous grant developing the park years ago makes it difficult to sell the hillside section of OK Park, unless the City goes through a Conversion process in order to do so. It would be better to lease that portion of the property to those property owners who have inquired about it and want to take the responsibility of the maintenance themselves. The City Attorney, Mona Mack, will be asked to draw up a lease for Council review. ~ MAYOR STEVE GUERBER
