1. CALL TO ORDER: The meeting was called to order at 5:33 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH,
STIRRAT

3. APPROVAL OF MINUTES:
A. Minutes of September 17, 2020
Chairman Huffaker amended the September 17, 2020 minutes to reflect the commission
wants white lights at the Heritage Park Gazebo instead of blue.
Chairman Huffaker moved to approve the minutes of September 17, 2020, with the added
amendment. Seconded by Stirrat. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. NEW BUSINESS:
Steve Noyes requested the commission elect and appoint an ad hoc project committee to prioritize
the ACHD bike ped projects.
General Discussion.
Chairman Huffaker makes a motion that we form this ad hoc committee and that it consist of
Steven Deckers, and Robert Minch and Myself as the members and that we start meeting no
later than sometime in November and that information from the other commissioners on the
Parks, Pathways and Recreation Commission can be submitted to that committee.
Seconded by Commissioner Deckers. ALL AYES ... MOTION CARRIES.
6. MAYOR / COUNCIL REPORT:
None
7. TRAIL SUPERINTENDENT REPORT:
Steve Noyes stated the City of Eagle purchased new equipment to seal fractures on the greenbelt.
Sealcoating will take place in the Spring but currently working on the north channel.
General Discussion of Williamson River Ranch.
Greenbelt traffic, Hwy 44 at Dry Creek counter has been running for 76 days but trending at 4000+
per month. The Garden City border on the north channel counter is showing 19,000 a month. The
Laguna Point south channel border counter trending at 10,500 per month. The Merrill Park counter
is trending at 21,800 per month. Greenbelt use is up 45% in 4 years.
Chairman Huffaker stated the numbers are not correct and should show 59% pedestrian and 41%
bikes.

Steve Noyes stated that City Council approved a cash advance of $235,000 from FEMA to complete
the FEMA projects. The City of Eagle did receive verbal commitment from FEMA that the PDM
Grant has been awarded which is a $900,000, part of what is left to repair.
The HMPG Grant stated they had leftover funds. The City of Eagle asked for an additional
$173,000.
Connecting to Eagle Island State Park is moving forward and have agreed to sign if the City of
Eagle submits the form for map revision. JUB has completed the land surveys and they are currently
writing the legal descriptions.
Steve Noyes met with the Dry Creek Ditch Co. to discuss an easement through Moss Creek.
Commissioner Deckers asked if any ditch companies have exclusive agreements. Steve Noyes
stated he has yet to see one.
Commissioner Blaine asked in regard to the opinion of the city attorney, is it documented that the
commission can have reference to in terms of a written statement. Steve Noyes stated he can get
one.
8. PARKS AND RECREATION REPORT:
Jess Bradley presented for Brandon Johnson who is attending the IRPA Conference. The City of
Eagle will release new branding soon. The Parks Dept. is looking to expand programing internally
and asking other departments to teach classes since there is a shortage on teachers. The Halloween
Kids Trick or Treating event at the assisted living center is cancelled due to COVID. Mother Son
Monster Mash event is being held next Saturday. Veterans Breakfast is being held on November 7 t
at Stephen Guerber Park.
Chairman Huffaker asked who is posting to Facebook. Jess Bradley stated that Christina Garcia
posts for the department.
Jess Bradley stated that in September the City of Eagle had the final Gazebo Concert Series. Harvest
Festival was changed to Harvest Market to allow the event to run with approval through Central
District Health.
Jess Bradley stated that our new Sports Coordinator, Dane Knickrehm has been incredible, and a
new winter basketball league is already in the works along with soccer in the Spring.
Commissioner Deckers stated that Central District Health moved the schools from yellow to red
and wondering how it effects the City of Eagle sports programs. Jess Bradley stated she was
unaware of the change but with changes, the Parks Dept. has specific protocols. Pickleball has been
a huge hit and the Parks Dept. is hoping to expand the program and add additional striping at
Friendship Park.
Commissioner Deckers asked in relation to soccer, there have been lights at Reid Merrill Park and
Stephen Guerber Park and wondering if this is going to be permanent. Jess Bradley stated that the
lights are currently rented due to it getting dark so early and will be returned next week. It is
unknown if lighting will become permanent.
Jess Bradley stated the Eagle Joint Use Agreement with West Ada School District was tabled at
Tuesdays council meeting and to forward further questions to Beeg.
Vice Chairman Stirrat asked with regards to summer camps and with the Eagle Landing being gone,
any plans for next summer. Jess Bradley stated that the schools would be ideal but if the schools are
not available, summer camp would be held at the parks.

9. PUBLIC WORKS REPORT:
AJ Cormier presented for Eric Ziegenfuss who is attending the IRPA Conference. AJ stated that
Treasure Valley Lighting has already begun putting up the Christmas lights and everything will
match with the soft white, not the blue.
Chairman Huffaker asked when will the lights be turned on. AJ stated that it has not been discussed
yet.
AJ stated that regarding Pamela Baker Park, The City of Eagle is waiting on an easement agreement
with the City of Boise. The City of Eagle is continuing to work with PET IQ regarding the dog park.
Linder restroom is due to be completed next week. The City of Eagle has completed its work with
the church, and it is scheduled to be lowered onto its foundation on Monday the 19th. Starting in
October, landscaping for the City of Eagle will be done in house and Public Works has hired 2
employees. Winterization for the City of Eagle will start on Monday the 19th. Charlie Woods Park
goat head cleanup scheduled for October 23rd
10. UNFINISHED BUSINESS:
None
11. PPRC LIAISON ASSIGNMENT REPORT:
Chairman Huffaker stated that currently the PPRC does not have a Liaison but it could include the
new Ad Hoc Committee.
