Minutes - 2020 - Parks Pathways & Recreation Commission - 09/17/2020 - Regular°F T THE CITY OF EAGLE PARKS, PATHWAYS AND RECREATION COMMISSION Eagle City Hall, 660 E. Civic Lane September 17, 2020 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:30 P.M. 2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN Absent: Elwer, Baun 3. APPROVAL OF MINUTES: A. Minutes of August 20, 2020 Crockett moved to approve the minutes of August 20, 2020, as written. Seconded by Deckers. ALL AYES... MOTION CARRIES. 4. PUBLIC COMMENT: None 5. MAYOR / COUNCIL REPORT: None 6. TRAIL SUPERINTENDENT REPORT: Steve Noyes presented on ACHD downtown projects, forms and procedures, Eagle Island State Park connection and greenbelt mobile meeting. General Discussion. 7. PARKS AND RECREATION REPORT: Brandon Johnson Introduced the new Team Sports Coordinator, Dane Knickrehm. Chairman Huffaker asked Dane, other than doing sports leagues, what is your roll in regard to special event sports. Dane stated that he will oversee anything to do with runs and adult leagues. Commissioner Crockett suggested to look into resources around the valley that could be used such as the Cascade Raft Co. or Lifetime Sports. Brandon Johnson stated that the City of Eagle is working with North Star School and assisting in before school programming. Brandon Johnson shared a video that was put together by Jess about the new Camp -In -A -Box program. Classes and events will be shared on Facebook by using videos due to the interaction from the public is higher than standard pictures. Eagle Saturday Market will be ending on October 3`d. Harvest Fest that takes place on the 2nd Saturday in October will get a name change this year due to COVID with the new name being Harvest Market. Some events will be eliminated due to the potential of large groups congregating. Air quality has been in the red, no sports activities until the air quality improves. PUBLIC WORKS REPORT: Eric Ziegenfuss stated that Treasure Valley Concrete was awarded the job for construction on placing the church but after the site plan was given, a discrepancy was found with the stem wall height and Treasure Valley Concrete no longer wanted the job. Currently getting new bids to continue the project. Pamela Baker Park water agreement and connecting to Lakemoor Water Users Association has been completed. Currently in the process of installing grass. Shrubs and trees have been placed. Timer has been mounted in the restroom and about ready for phase II. Plaza Drive Park has been completed. Currently working with the fabricator for the memorial benches. The developer of the Molinari Project contacted the City of Eagle and stated they want to put an easement through Plaza Drive Park. City Hall expansion was awarded to Wright Brothers Construction. All splash pads have been turned off. Presented on a proposed dog park at Ada/Eagle Sports Complex. General Discussion. Commissioner Minch asked about Plaza Drive Park and the exact location in discussion. Eric Ziegenfuss stated it's the south side that is being discussed. 9. UNFINISHED BUSINESS: Brandon Johnson requested that Agenda 9A, CIP and CMP Prioritization be moved to a future meeting. Steve Noyes and Commissioner Minch presented on Trail Prioritization. Commissioner Deckers makes a motion that staff present this to council, the first two pages and just with that caveat that we discussed here about how this is more of an emotional vote and did not take budget into perspective but it gives council first level view. Seconded by Vice Chairman Stirrat. Commissioner Minch suggested to substitute for emotional to expression of interest. Commissioner Deckers, I amend my motion as such. Seconded by Vice Chairman Stirrat. ALL AYES ... MOTION CARRIES. Steve Noyes presented on Trail Standard Types. General Discussion. 10. NEW BUSINESS: Eric presented on Christmas lights. Treasure Valley Lighting will be donating their services again. Lights throughout the city will be a soft white except the gazebo will be blue. Chairman Huffaker amended the minutes to reflect that the commission requests white lights on the gazebo instead of blue. Brandon Johnson presented on Sponsorship Policy and Request for Sponsorship. Commissioner Deckers asked if it states anywhere in the policy that entities that have a presence in Eagle would be given a preference. Brandon Johnson stated that Eagle businesses would have priority. 11. PPRC LIAISON ASSIGNMENT REPORT: None 12.
