EAGLE CITY COUNCIL MEETING
MAY 8,1991
SPECIAL MEETING
The Eagle City Council met in special session on May 8, 1991.
Mayor GUERBER presiding.
The following members were present:
YZAGUIRRE, TOM MINOW.
STEVE HAMMONS,

Mayor GUERBER advised the public that the purpose of the meeting
was to invite the public to a hear a proposal for a downtown
revitalization grant. Mayor GUERBER turned the meeting over to
Councilman MINOW, a Co-Chairman for the Downtown Redevelopment
Committee to conduct the meeting.
PUBLIC HEARING/PROPOSAL FOR AN GRANT APPLICATION TO REDEVELOP THE
DOWNTOWN AREA OF EAGLE.
Councilman MINOW announced that this was the time and place set
for a public hearing on the proposal.
Presentation was given by Jim Birdsall, an consultant for Ida-
Ore Development Corp. Mr. Bir~sall gave an overall view of the
Idaho Community Development Block Grant Program. Mr, Birdsall
indicated that this grant program accepts applications under the
catagories of Public Facilities, Economic Development, Senior
Centers, and iminate threat. He advised the public that it was a
competitive grant. There are Federal and State requirements to
qualify, the grant must meet one of the following: to benefit low
to moderate incomes, for elimination of slum and blight or
eminent threat to health and safety. Mr. Birdsall then asked if
there were any ideas or proposals to be presented for making
application under any ICDBG catagory and specificaly under the
Economic Development catagory.
Councilman YZAGUIRRE proposed to proceed with the block grant
application for funds for a Downtown Revitalization Project. He
then asked Jim Birdsall "Ida-Ore" to begin a proposal overview.
Mr. Birdsall advised the public that there are blight and
physical problems in the downtown area which are impacted by
potential social and demographic changes in the area, such as
Eagle Rd. and State St., which needs highway changes. There are
inadequate curbs and sidewalks. They researched the trade area
and surveyed the need in that area. The trade area has
population 5481, projected by 1995 to grow to 6026, a 10% growth.
The survey conducted to 200 people in the area, By 1995 there
may be 6000-7000 residents in the area. By 1995 the median
income will rise to 29,386 a 4.5% growth. There is some
competition to the trade area by surrounding trade areas. There
is a leakage of trade area funds expected by 1995 to be over 4

million dollars. The proposal as a overall cost would be over
$600,000. The sources to raise the funds are the Idaho
Transportation, the City of Eagle, a downtown LID, and local
sources, which would leave approximately $425,000. for a grant
application proposal. The Idaho Block Grant funds originate as
federal funds which have requirements that must be met, one of
which is displacement. There is no reason that this particular
proposal would displace any business or person.
Larry Sale, a member of the task force and Engineer for Briggs
Engineering, presented the area of proposal from the post office
to Stierman Rd., the improvements would include some street
improvements, curbs, gutters, sidewalks, landscaping, crosswalks
and street lights. The landscaping would require a water system
installation. There will be some improvements to the side
streets to the alley ways. The cost of these improvements has
been figured by linear feet.
Scott Gurnsey, a member of the task force and a representative
from Idaho Transportation Dept. stated that there would be new
asphalt, turn lanes at Eagle Rd., and State St. These items
will be funded by Idaho Transportation dept. and go toward the
grant.
Jim Gipson, a member of the task force and a local architect,
laid out the proposed design for downtown. He indicated there
would be approximately 69 trees, some street furniture (benches)
crosswalks, sidewalks and safe, attractive lighting.

Concerns were expressed regarding the following: the
intersection and turn lights, decorative lighting, signs and
building cosmetics in the trade area, and a proposal to include
the area of the bypass.
Support was expressed regarding the following: property values
