Resolution - 2020 - 20-21 - Bureau Of Land Management Work Group - 11/10/2020RESOLUTION NO. 20-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, ESTABLISHING BUREAU OF LAND MANAGEMENT WORK GROUP, THE PURPOSES OF SUCH WORK GROUP, THE TERM OF THE WORK GROUP, GROUP MEMBERS, AND A SUNSET DATE, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Eagle, Ada County, Idaho (the "City"), is a municipal corporation duly organized and operating under the laws of the State of Idaho; and WHEREAS, the City Council of the City of Eagle is authorized by Title 2, Chapter 4, Eagle City Code, to establish the creation of Committees to provide the Mayor and City Council advice and recommendations on matters not specifically addressed in City Code; and WHEREAS, the City Council is to confirm the appointment of the Committee members by the Mayor and to establish the duties and term of said Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, as follows: Section 1: That, pursuant to Title 2, Chapter 4, Eagle City Code, the Eagle City Council hereby establishes the Bureau of Land Management (BLM) lands Work Group. Section 2: Identified tasks: a) Advise and make a recommendations to the City Council regarding a recreation and user Concept Plan for the 2,200-acres of BLM land within the limits of the City of Eagle, north of Beacon light, east of State Highway 15, and west of Willow Road. The final Concept Plan will be presented to the City Council for adoption. The approved plan will be formally presented to the BLM for incorporation into their resource management process. b) The Trails Coordinator in conjunction with the Public Information Officer will distribute a web - based survey to identify type of uses and priority of users. c) The Work Group will utilize the results of the survey, the open house, and input from organized user groups to create the concept plan or set of alternative plans. The final Concept Plan shall include (but not limited to) the following: a site map with recommended designations and uses, recommended management guidelines, and funding methods. d) The Work Group will host at least one public open house to obtain public input on the proposed concept plan(s) prior to submitting a concept plan(s) to City Council. e) The Work Group will present the recommended concept plan(s) to the City Council for adoption or additional changes. f) The final approved plan shall be presented to the BLM for implementation. Page 1 of 2 k:lcouncillresolutions\draft resolutions120-2 I - blm work group.docx Section 3: Composition of Work Group: The work group shall consist of no more than seven (7) total members comprised of following: VOTING MEMBERS: • 3 Members: Parks, Pathways and Recreation Commission - Representatives from the existing City commissions shall be nominated via a motion from the membership of the applicable committee. • 4 At -Lame members: — Eagle residents including at least one homeowner within'Y2 mile of the BLM property. NON -VOTING EX-OFFICIO MEMBERS: • 1 Member from each Primary User Groun: Primary User Groups must be an organized group and representative shall be nominated via a letter from the President or Chairman of the group. Identified groups will represent the following users: equestrian, mountain bikers, runners, hikers, shooters, off - highway vehicle (OHV) users, or other non -voting subject matter experts as requested. • 1 City Council liaison: Section 4: Terms, Duration and Idaho Open Meeting Act requirements: All members will serve the same term as the Work Group will be dissolved upon the approval or denial of the concept plan by the Mayor and City Council. In no event will the term of the Committee exceed three (3) months from the date of confirmation of member appointments by the Council, unless its term is amended by Resolution of the City Council. The Committee is subject to the requirements of the Idaho Open Meetings Act and will post agendas and keep minutes of their meetings. The City Council may provide additional direction to the Work Group through the Mayor after such action is taken at an open meeting of the City Council. The members of the Committee will serve without compensation. Section 6: Committee members shall be recommended by the Mayor and confirmed by the City Council at a regular public meeting. Section 7: This resolution shall take effect and be in force from and after its passage and approval. PASSED AND APPROVED by the City Council the /°rh day of November, 2020.
