EAGLE CITY COUNCIL MEETING
JANUARY 8,1991
The Eagle City Council met in regular session on January 8, 1991.
Mayor GUERBER presiding.
The following members were present:
WALKER, RICK YZAGUIRRE, TOM MINOW.
Moved by HAMMONS and seconded by WALKER to approve the minutes of
the December 11, 1990 meeting as presented. ALL AYE: MOTION
CARRIED.
STEVE HAMMONS, GARY
Moved by MINOW and seconded by YZAGUIRRE to approve the minutes
of the December 19, 1990 meeting as presented. ALL AYE: MOTION
CARRIED.
UNFINISHED BUSINESS:
FINDINGS OF FACT AND CONCLUSIONS OF LAW\HIGGINS-CUP: Moved by
WALKER and seconded by HAMMONS to approve the findings as
presented. ALL AYE: MOTION CARRIED.
FINDINGS OF FACT AND CONCLUSIONS OF LAW\POPE-REZONE/VARIANCE:
Moved by HAMMONS and seconded by WALKER to approve the findings
as presented. ALL AYE: MOTION CARRIED.
FINDINGS OF FACT AND CONCLUSIONS OF LAW\DEE ANN'S HAIR DESIGN-
CUP: Moved by WALKER and seconded by HAMMONS to approve the
findings as presented. ALL AYE: MOTION CARRIED.
APPOINTMENTS:
Moved by MINOW and seconded by HAMMONS to appoint WALKER as
Council President. ALL AYE: MOTION CARRIED.
Appointments of Barbara Montgomery, City Clerk, Laura Markham,
Deputy City Clerk, and Daunt Whitman Building Inspector was moved
by MINOW and seconded by YZAGUIRRE. ALL AYE: MOTION CARRIED.

Moved by MINOW and seconded by YZAGUIRRE to approve the
appointments as recommended by the Mayor. ALL AYE: MOTION
CARRIED.
Mayor GUERBER announced the appointment of a 11 member task
force to study the City of Eagle and surrounding area to
determine a master plan to for direction and how Eagle should
look 30 years from now. Moved by HAMMONS and seconded by MINOW
to approve the task force the Mayor appointed. ALL AYE; MOTION
CARRIED.
BEER WINE AND ALCOHOL LICENSE PERMIT/Harlen Jensen: Moved by
YZAGUIRRE and seconded by HAMMONS to approve the renewal of the
beer and wine license. ALL AYE: MOTION CARRIED.
Moved by YZAGUIRRE and seconded by HAMMONS to approve the liquor
license with an amendment to transfer the license from one
premises to another. AYE: MINOW, HAMMONS, YZAGUIRRE. NAY:
WALKER. MOTION CARRIED.
ADA COUNTY TRANSMITTALS:
Moved by MINOW and seconded by HAMMONS to approve Ada County
Transmittal 90-65-CU/Sorge as long as it is used for personal use
not a commercial venture. ALL AYE: MOTION CARRIED.
Ada County Transmittal 90-66-CU/Purdy: not in the Eagle impact
area.
Moved by MINOW and seconded by YZAGUIRRE to approve Ada County
Transmittal 90-68-PDR/Newton with a drive way leading to two
single family dwellings only. ALL AYE. MOTION CARRIED.
Middleton appeal: Ada County Transmittal 90-62-PDR. County
zoning Rl (one unit per acre). Intends remodeling a victorian
home, and create a planned development (3). Moved by MINOW and
seconded by WALKER to approve this transmittal as the zone
already exists and has for some time, even though it does not
meet the comprehensive plan standards zoning should take
precedence in this case. ALL AYE: MOTION CARRIED.
ENGINEERING CONTRACT: Moved by MINOW and seconded by YZAGUIRRE
to approve the contract with the amendments noted by the City
Attorney. AYE: MOTION CARRIED.
Moved by WALKER and seconded by MINOW to dispense with the three
day ruling and to consider Ordinance #178 at this time. ALL AYE:
MOTION CARRIED. Moved by WALKER and seconded by MINOW to adopt
Ordinance #178, a rezone Ordinance from R5 to R16 as presented by
title only. ALL AYE: MOTION CARRIED.
RESOLUTION 1-91: Approving an agreement by and between the City
of Boise and the Board of Trustees of the Eagle Public Library
for Library services.
CLAIMS AGAINST THE CITY: Moved by HAMMONS and seconded by MINOW
to approve the claims as presented. ALL AYE: MOTION CARRIED.
There being no further business the meeting adjourned at 8:50
