SPECIAL MEETING MINUTES
October 8, 2020
1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 3:00 p.m.
2. ROLL CALL: Present: BAUN, GOLD, PITTMAN, PIKE. All present. A quorum is
present.
3. PLEDGE OF ALLEGIANCE:
4. PRESENTATION: None
5. REPORTS:
A. Mayor and Council Reports: Baun met with the Ada Co. Soil and Conservation District
regarding a working group for the preservation of ag land... Worked with RC&D. Gold reports
on the Urban Renewal Agency, they have hired Ashley Squires as the new Director. All nine
positions have been filled on the Agency. Gold states that she received a letter from the former
landscaping company and asked for an update on that. Mayor Pierce states that the contract
was terminated and that landscaping services have been bought in house. There shouldn't be
any interruption in maintenance. Gold states that Council has received an update on activities
at 125 E. Mission Drive and would like that topic added to next Tuesdays meeting agenda.
Pittman and Pike no report. Mayor Pierce states that the foundation has been poured for the
museum and that after it cures the building will be lowered.

6. PUBLIC COMMENT 1: The Eagle City Council is taking remote public comment via Webex. Meeting

This time is reserved for the public to address their elected officials regarding concerns or comments they would
like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may seek
comments/opinions regarding specific City matters during this allotted time. This is not the time slot to give formal
testimony on a public hearing matter, land use application, or comment on a pending application or proposal. Out
of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3)
minutes.

7. UNFINISHED BUSINESS:
A. Fiscal Year 2021-2025 Capital Plan: Distribution of the Draft Fiscal Year 2021-2025
Capital Plan & process for adoption. (NBS)
Mayor introduces the item.
Planner III Nichoel Baird Spencer reviews the next steps in the Capital Plan process, which will
involve agenizing this for public comment on October 27th.
Pittman thanks Spencer and the Mayor for their efforts bringing this forward and feels like it is a
very transparent process.

8. NEW BUSINESS:
A. ACTION ITEM. Changer Order No.1 TISCHLER BISE: Changer Order No l in the
amount of $5,500 with TISCHLERBISE for model updates for the Fiscal Year 2020-21 Budget
and City Council Presentation/Training. (NBS)

Planner III Baird Spencer reviews the requested Change Order.
Gold moves to approve change order No. 1 Tischler Bise in the amount not to exceed
S5,500.. Seconded Baun. BAUN AYE; GOLD AYE; PITTMAN AYE; PIKE AYE. ALL
AYE...MOTION CARRIES.
B. ACTION ITEM: National 4-H Week Proclamation: A proclamation declaring Sept. 4-
10, 2020 National 4-H Week in Eagle. (NBS)
Mayor Pierce introduces the item.
Mayor Pierce reads the proclamation in its entirety. The Mayor introduces Elisha Spencer and
Avery Smock who hold offices in 4-H. Ms. Spencer explains how they participated in the Western
Idaho Fair and other events associated with 4-H with the current pandemic situation.
Gold moves to approve the National 4-H Week Proclamation. Seconded by Baun. ALL
AYE...MOTION CARRIES.
9. ADJOURNMENT:
Pittman moves to adjourn. Seconded by Baun. ALL AYE...MOTION CARRIES
