1. CALL TO ORDER: Meeting called to order at 6:01 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, MCCAULEY, MCLAUGHLIN, and SMITH. A
quorum is present.
ALL CONSENTAGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chainnan, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.

B. Findin s of Fact and Conclusions of Law for the approval of CU-05-20 — Chan a of
Nonconformine Use — Jamison Nakava: Jamison Nakaya is requesting conditional use permit
approval for a change of nonconforming use to allow an addition of a breezeway, porch, and an
enlarged patio cover to the existing home, renovation and expansion of an existing shop, and to
allow an accessory dwelling unit (up to 800-sgft). The .48-acre site is located on the east side of
North Eagle Road approximately 1,150-feet north of West Floating Feather Road at 1638 North
Eagle Road. (DCL)
C. Findin s of Fact and Conclusions of Law for the approval of RZ-07-20 — Rezone from R-4
Residential to R-6-DA (Residential with a Development A reement) — Dovetail, LLC:
Dovetail, LLC, represented by Guy Jones with Alliance Building, LLC, is requesting a rezone from
R-4 (Residential) to R-6-DA (Residential with a development agreement) to allow for four (4) two-
family dwelling units. The 1.58-acre site consisting of two (2) lots (Lots 6 — 7, Block 2, Randall
Acres Subdivision No. 15), is located on the north side of East Dunyon Street approximately 300-
feet east of the intersection of South Conover Street and East Dunyon Street at 2056 and 2078 East
Dunyon Street. (MJW)
Guerber moves to accept the consent agenda items as presented. Seconded by Smith. ALL
AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE.
PUBLIC HEARINGS:
A. ACTIONITEM.- A-03-18/RZ-05-18 & PP-04-18 — Annexation and Rezone (with a development
agreement) ) from RUT to R-3-DA and Preliminary Plat for HeadQuarters Subdivision:
Madera Development, Inc., represented by Mary Wall and Jon Breckon with Breckon Land Design,
is requesting an annexation, rezone from RUT (Rural -Urban Transition — Ada County designation)
to R-3-DA (Residential with a development agreement), and preliminary plat approvals for
Headquarters Subdivision, a 23-lot (20-buildable, 3-common) residential subdivision. The 10-acre
site is located on the south side of West Floating Feather Road at the southwest corner of West
Floating Feather Road and North Lanewood Road at 5655 West Floating Feather Road. (MJW)

City Planner, Mike Williams, infonns the Commission that the applicant has requested this item be
continued to the October 19" meeting.
McLaughlin moves to continue item A-03-18/RZ-05-18 & PP-04-18 — Annexation and Rezone
(with a development agreement) from RUT to R-3-DA and Preliminary Plat for
Headquarters Subdivision to the October 19, 2020 Planning & Zoning Commission meeting.
Seconded by McCauley. ALL AYES... MOTION CARRIES.
6. NEW BUSINESS: NONE.
REPORTS:
A. Commission: Commissioner Guerber stated he will be absent 10/5; Commissioner McCauley
stated that he will be absent on 10/19.
B. City Attorney: None.
C. Staff. City Planner, Mike Williams, provides updates regarding Rene Place Subdivision &
Willow Run Retirement Community applications. General discussion about the museum
building and changes to the landscaping.
