Minutes - 2020 - Design Review - 09/24/2020 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session September 24, 2020, Grubb presiding. 1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER. Via Webex: BAER, GERMANO, KOCI, DUPERAULT. ABSENT: BRASHER. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for DR-47-20 — Common Area Landscaping within Estrada Subdivision — Laren Bailey: Laren Bailey with Conger Group, is requesting design review approval of the common area landscaping within Estrada Subdivision. The 22.03-acre site is located on the north side of East Hill Road approximately 450-feet west of the intersection of South Edgewood Lane and East Hill Road. (DCL) Sayer moves to approve the consent agenda. Seconded by Baer. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. ACTION ITEM. DR-18-20 — Common Area Landscaping within Molinari Park Subdivision — Eagle 26, LLC: Eagle 26, LLC, represented by Brian Liquin with Rennison Design, Inc., is requesting design review approval of the common area lands caping within Molinari Park Subdivision. The 23.06-acre site is located on the south side of East Plaza Drive approximately 300-feet east of the intersection of South 2nd Street and East Plaza Drive. (DCL) Brian Liquin, Rennison Design Inc., 410 E. State Street, Eagle, reviews the application. Jim Mihan 304 N Archer St., Boise, 83706 reviews the landscaping for the project. Public comment: Michael Colby 1951 N Estancia Place, is concerned about spacing on East Plaza Drive, K:IDESI_REV\MINUTES\Temporary Minutes Work Area1DR-09-24-20MIN.doc looks too much like downtown Boise, tree caliper of 2 inches is not enough. Jon Scott 3353 Hull Drive, Eagle, the landscaping on the north side of plaza drive looks much nicer than what is proposed for the south side, he does not favor this entire project. Paul Villerette, 1855 N Groveland, Eagle is also concerned about it being an eye sore, children will not be safe. Mark Butler, 1675 E. Bishop Way, Eagle is not testifying on behalf of the developer, thinks this is a great development, asks the Board to reconsider the amount of money being asked for the tree fund. James Reynolds, 1118 N Snead Place, Eagle asks the Board to make the right decision on this development, it should either be good, or not approved. Board discussion. Grubb moves to approve DR-18-20 — Common Area Landscaping within Molinari Park Subdivision with the site specific and standard conditions of approval with the following modifications: Site specific condition #3: Strike. Site specific condition #4: Strike the words in the first sentence, last 6 words that say "trees be planted within silva cell". Site specific condition #10: Provide a revised plan showing specifically the phasing to be approved by staff and two members of the Design Review Board. Site specific condition #11: Provide a revised drawing sheet L1.1 specifically showing the landscaping and finishes between the back of the concrete and the right of way on East Plaza, to be approved by staff and two members of the Design Review Board. Site specific condition #12: Provide a revised drawing showing location of fencing and styles, to be approved by staff and two members of the Design Review Board. Site specific condition #13: Provide revised plans showing specific landscaping and location of the pump house to include colors, size and landscaping around it to be approved by staff and two members of the Design Review Board. Site specific condition #14: Provide revised civil sheets for all berms, specifically on HWY 44 to be the 8 feet above the center line of the right of way, to be approved by staff and two members of the Design Review Board. Site specific condition #15: Provide a revised landscape plan showing trees along HWY 44 berm in the residential zones to be approximately 60-70 feet at maturity, to be approved by staff and two members of the Design Review Board. Site specific condition #16: Provide revised drawings showing specific mitigation of roots for the street trees along Plaza Way to be with the possible use of permeable pavers or silva cell type material, to be approved by staff and two members of the Design Review Board. Site specific condition #17: Provide a revised plan showing the berm along HWY 44 to be part of phase one, to be approved by staff and two members of the Design Review Board. Site specific condition #18: Provide cut sheets for decomposing granite on sheet L.3.0, to be approved by staff and two members of the Design Review Board. ACTION ITEM: DR-53-20 — Subdivision Entry Monument Sign for Molinari Park Subdivision — Eagle 26, LLC: Eagle 26, LLC, represented by Virginia Cunningham with Golden West Signs, is requesting design review approval of a subdivision entry monument sign for Molinari Park Subdivision. The 23.06-acre site is located on the south side of East Plaza Drive approximately 300-feet east of the intersection of South 2nd Street and East Plaza Drive. ACTION ITEM: DR-54-20 — Master Sign Plan for Truman Cove Subdivision No. 1 and No. 4 — TPC Brooklyn Park Investors, Inc.: TPC Brooklyn Park Investors, Inc., represented by Virginia Cunningham with Golden West Signs, is requesting design review approval of a master sign plan for Truman Cove Subdivision No. 1 and No. 4. The sites are located on the northeast corner of South Ancona Avenue and East Riverside Drive and the southeast corner of South Stellar Cove Avenue and East Riverside Drive. (ERG) Virginia Cunningham, Golden West Signs, 114 E. 37th Street, Garden City, Idaho reviews the application. City Planner Gero reviews the application. Grubb moves to approve DR-54-20 — Master Sign Plan for Truman Cove Subdivision No. 1 and No. 4 with the site specific and standard conditions of approval with the following modifications: Site specific condition #7: Provide a revised sign elevation removing the word internally and whatever that next thing says (on the screen but box was not viewable), to be reviewed by staff prior to the issuance of a sign permit. Site specific condition #1: Add the words with downward halo illumination with LED's under the six foot tall single tenant monument sign. Site specific condition #8: Pole mounted directional sign shall have a concrete base to match the monument signs, to be approved by staff and one member of the Design Review Board. Seconded by Sayer.
