Minutes - 2020 - City Council - 09/02/2020 - SpecialEAGLE CITY COUNCIL SPECIAL MEETING MINUTES September 2, 2020 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 6:00 p.m. 2. ROLL CALL: Present: BAUN, GOLD, PITTMAN, PIKE. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance 4. PUBLIC COMMENT 1: The Eagle City Council is taking remote public comment via Webex. Meeting login instructions are posted on httns://www.citvofeagle.org/1698/Virtual- Meetings. If you just want to watch the meeting, without giving comment, please watch our livestream at httos://www.citvofeaele.org/305/Citv-Agendas-Videos. This time is reserved for the public to address their elected officials regarding concerns or comments they would like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may seek comments/opinions regarding specific City matters during this allotted time. This is not the time slot to give formal testimony on a public hearing matter, land use application, or comment on a pending application or proposal. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes. Mayor Pierce reads a statement that was submitted via WebEx from Mark Lee. A copy of Mr. Lee's statement is attached to the minutes. Judy Dahl, 735 N. Echohawk Way, Eagle, Idaho. Ms. Dahl has seven issues she wishes to discuss. She has questions about comprehensive plan changes and why they have not been seen to date. The high density in the current comprehensive plan should be explained and justified. If changes are brought forward each individual section should be addressed separately. She requests the same thing for the several code changes should be addressed separately and allow public comment on the code changes. She has concerns with the expansion of Suez water wells. The goal should be to eliminate Suez Water from the Eagle water table. Mayor Pierce states that DEQ determines where wells are allowed and who is assigned the water rights, it is not something within the City's scope of authority. The Comprehensive Plan changes that you mentioned will be addressed next fiscal year, with the COVID-19 pandemic several action items were put on hold until things settled down, this is something that the Council will be addressing. Discussion. 5. PUBLIC HEARINGS: Public hearings will not begin prior to 6:00 p.m The Eagle City Council is taking remote public testimony via Webex. The public may provide formal testimony regarding the application or issue before the City Council. An Ordinance for fiscal year 2021 commencing on October 1, 2020 and ending September 30, 2021, appropriating sums of money to defray all necessary expenses and liabilities of the City of Eagle for said fiscal year. Mayor Pierce introduces the item and provides a brief overview of the changes to the budget that was presented at the August 4, 2020 meeting. Discussion regarding professional dues figures under general administration, continuing education, COLA and merit amounts. Mayor Pierce opens the public hearing. No one chooses to speak. Mayor Pierce closes the public hearing. Baun moves to approve the budget as presented but adjust personnel figures to reflect 2% COLA only and no merit. Seconded by Pike. Discussion. ACTION ITEM: Ordinance No. 834: An Ordinance entitled the Annual Appropriation Ordinance for the City of Eagle, Idaho, for the Fiscal Year 2021 commencing October 1, 2020, and ending September 30, 2021. Pittman moves, pursuant to Idaho Code, Section 50-902, that the rule requiring Ordinances to be read on three different days with one reading to be in full be dispensed with, and that Ordinance #834 be considered after being read once by title only. Seconded by Baun. ALL AYES: MOTION CARRIES. Baun moves that Ordinance # 834 An Ordinance entitled the annual appropriation ordinance for the City of Eagle Idaho for the Fiscal year 2021 commencing October 1, 2020, and ending September 30, 2021, appropriating sums of money in the amount to be determined after calculations have been made to reflect approved budgeted amounts to defray all necessary expenses and liabilities of the City of Eagle for said fiscal year; specifying the object and purposes for which such appropriations are made and the amount appropriated for each object and purpose; authorizing the certification to the County Commissioners of Ada County, Idaho to levy and assess a sufficient tax upon the taxable property in the City; providing for the filing of a copy of this ordinance with the Office of the Idaho Secretary of State as provided by Idaho law; providing for publication; and providing an effective date.. PUBLIC COMMENT 2: This time is reserved for the public to address their elected officials regarding concerns or comments they would like to provide to the City Council regarding any matter, up to and including any subject on the agenda with the exception of Public Hearing and land use items. Comments regarding Public Hearing and land use items need to be made during the open public hearing for said item(s) in accordance with Idaho Code. At times, the City Council may seek comments/opinions regarding specific City matters (excluding Public Hearing and land use items) during this allotted time. Ms. Dahl wishes to discuss ACHD and discusses collector roadway standards for ACHD. She does not feel ACHD's standards should be acceptable in Eagle. Ms. Dahl feels that the City should establish better standards and the City should dictate them to ACHD. Dear Mayor and Eagle City Council: I reside in Buckhorn Estates West which receives irrigation Union Ditch Company. While I support water recycling and general, I am very concerned about the City of Boise's plan wastewater into the Farmer's Union Ditch Company's canal property and the properties of other Farmer's Union water water from Farmer's water conservation in to discharge treated for delivery to my users. The City of Boise says that it will treat the wastewater to remove certain pollutants but there are concerns that other residual pollutants could remain after treatment. I believe that there should be some form of INDEPENDENT and ongoing verification that the water poses no harm to the recipients of the water before Eagle and the surrounding area consent to such a plan. My understanding is that the only testing has come form the City of Boise which has a vested interest in disposing of the water. Please carefully consider what you can do to protect our community and our health before taking any action on this proposal. Thank you for your service and consideration.
