Civic Lane August 5, 2020 2:00 p.m. 1. CALL TO ORDER: The meeting was called to order at 2:10 P.M. 2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN ABSENT: DECKERS, STIRRAT 3. PUBLIC COMMENT: None 4. WORK SESSION: Steve Noyes presented a Trail Projects worksheet for the commission to prioritize possible future projects. General Discussion of worksheet Brandon Johnson stated there is an entire subset on Parks and Recreation and Public Works that is not a part of Steve's presentation. If the commission decides to delay, subsets could be added to Steve's current list or a separate meeting could be scheduled. Chairman Huffaker asked if Parks and Recreation and Public works should be a separate list or could they be a part of the current list. Brandon Johnson stated that they are similar in that they are CIP Projects, but the difference is that Parks and Recreation are recreation specific projects. Chairman Huffaker suggests the commission be given the same list that was already voted on but add in all the extras. Chairman Huffaker makes a motion to ask Steve and Beeg to create an independent list. Steve for all the pathway things including those that are pathways on the ones that were suggested but did not have a number on the previous voting and Beeg to have a separate list for all the parks and recreation related projects in that this project be done in Excel spreadsheet similar to this one that the ranking system for both of those be just a, this is number 1 and this is number 2 all the way through the end and that would be the only ranking system that we will use that this will be available to us a week from today and that we will vote on it on our next meeting the 3rd Thursday of August. Seconded by Commissioner Blaine. Chairman Huffaker modifies the motion to include Public Works also doing a separate list. ALL AYES ... MOTION CARRIES. Steve Noyes presented on Trail and Pathway Standards. General Discussion Council Member Baun asked for clarification relative to the BLM referendum for the work committee and currently listed is not to exceed 2 months with 4 -6 meetings. How many PPRC members are required and primary user groups with equestrian, bikers, runners, and shooters. How many total user groups. Mike Huffaker suggested 3 members from PPRC and 1 from City Council. Commissioner Blaine suggested to add adjacent property owners to the user group. 5.
