HISTORIC PRESERVATION COMMISSION
Minutes
Eagle City Hall, 660 E. Civic Lane
August 12, 2020 5:30 P.M.
1. CALL TO ORDER: Meeting called to order at 5:30 p.m.
2. ROLL CALL: Present: DUNN, FEND, ROBINSON, D'ANDREA. A quorum is present.
3. PUBLIC COMMENT: None
This time is reserved for the public to address the Historic Preservation Commission regarding concerns or
comments they would like to provide to the Commission regarding any matter, up to and including any subject
on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their
comments to three (3) minutes.
4. UNFINISHED BUSINESS: None
5. NEW BUSINESS:
A. Introduction of Commissioners and Overview of current Eagle City Code pertaining
to Commission duties.
Historic Preservation Officer Dunn introduces the new Commissioner Robinson.
She gives an overview of how the new EHPC has changed per city code. Dunn explains that the
commission now meets 4 times a year, but special meetings can be called as needed. City Code
has also been changed to reduce the number of Commissions from 5-7 to 4, with the Historic
Preservation Officer (Dunn) designated as a voting member as well.
B. ACTION ITEM: Election of Chairman and Vice Chairman
Historic Preservation Officer Dunn discusses the possibility of her starting as Chairman and then
rotating every year through each Commissioner. Discussion.
Robinson moves to elect Dunn for chairman and Fend for Vice -Chair. Seconded by
D'Andrea. ALL AYE...MOTION CARRIES.
C. ACTION ITEM: Sears Kit House 4520 N. Linder Rd.:
Chairman Dunn explains there is the Otto and Bessie Fry Homestead for sale. It is a Sears kit
house, which is rare. Dunn's concern is that it will be purchased and torn down. Discussion.
Item is tabled and is recommended that Planning and Zoning be contacted to see if there has
been any interest in the property.
D. ACTION ITEM: Former Blue Moose Property 79 E. Aikens:
Chairman Dunn gives an update on the property. The structure is scheduled to be torn down.
The City Council, as part of the conditions of approval, have required the Developer to work
with Commission for the installation of a memorial plaque on the property. The historic
significance of the property is that it once belonged to Mary Aikens, who was the wife of town
founder, Thomas Aikens.
No further action.

E. ACTION ITEM- Property known as Aikens House 78 E. Aikens:
Chairman Dunn reports that the house has been purchased by Kirk Walton. He plans to restore
the structure and turn it into a boutique hotel. All Commission members are pleased with the
intended use of the property. Chairman Dunn e will keep the Commission updated on the
progress.
No further action.
F. ACTION ITEM: Brookside School House 22871 Ranchero Dr. Middleton, ID:
Chairman Dunn reports that she received an email from Deanna Weaver stating she has an turn
of the century Eagle one -room school house and would like to give it to the City if we would
restore it. Dunn states that she has researched this and found that it could be the Brookside
schoolhouse. It was built at the turn of the century and burned down in 1935 but rebuilt the same
year. Dunn discusses that we need to make sure this is an Eagle schoolhouse before more time
and money is spent on it. Commission agrees. Robinson and D'Andrea state they will ask
around for pictures and information.
Commission will revisit this as more information comes to light.
G. ACTION ITEM: Renewal of National Association of Preservation Commissions.
Chairman Dunn states that the Commission's membership of NAPC has expired and asked if the
Commission would like to renew the membership. Discussion.
Fend moves to renew membership of NAPC. Seconded by D'Andrea. DUNN AYE; FEND
AYE; ROBINSON AYE; D'ANDREA AYE; ALL AYE...MOTION CARRIES.
H. ACTION ITEM: Establishment of future meeting dates and times.
The Commission's new city code states they meet 4 times a year with special meetings to be
called as needed. Chairman Dunn asks for discussion on dates for the next quarter meeting.
Discussion.
Commission will meet Oct 14th, 2020 for 4th quarter meeting.
6. REPORTS:
A. Commissioner Reports: Vice Chair Fend states that he wants to be sure everyone has seen
report Commissioner Valentine wrote that summarizes the activities the Commission completed
in 2019. Dunn asked Fend to please email the report to all Commissioners. Commission
discussed the need for another special meeting in order to discuss budget and provide an action
item to spend money for brochures. Commission decided on August 19th, 2020 at
4:00 PM.
