December 19, 1990
The Eagle City Council met in special session on December 19,
1990. Mayor GUERBER presiding.
The following members were present: GARY WALKER, RICK YZAGUIRRE,
TOM MINOW. Absent.. STEVE HAMMONS.
MENDIOLA PROPERTY: Mr. Mendiola presented the Council with three
bids for demolition of the empty building at the corner of Eagle
Rd. and State St.
1. C and C Salvage
2. Weist Excavating
3. American Wrecking
Mr. Mendiola also presented a bid on the EPA certification in the
amount of $1689.
We have a two phase contract f. rom Mendiola. The first,
demolition of the building by Mendlola and the dedication to the
State property for the intersection. The second is a purchase
money contract for the balance of the lot, subject to the
funding on the community block grant, with an escape clause if we
should find that there are EPA problems to determine if we want
to proceed. Part of the demolition fees can be part of the
grant.
Moved by WALKER and seconded by YZAGUIRRE to recommend to Mr.
Mendiola to select C&C Salvage because of the potential for
contamination, and clarification of responsibility in this
proposal, and that they are available for bonding. ALL AYE.'
MOTION CARRIED.
Moved by WALKER and seconded by YZAGUIRRE to approve both the
Purchase of Real Property Agreement and the Escrow Agreement as
presented. ALL AYE~ MOTION CARRIED.
Moved by WALKER and seconded by YZAGUIRRE to approve Resolution
10-90 supporting and endorsing the participation in the Gem
Communities Program of the Idaho Dept. of Commerce. ALL AYE:
MOTION CARRIED.
Moved by WALKER and seconded by YZAGUIRRE to continue the
discussion on the Briggs Engineering contract for the
redevelopment study until January 8, 1990, at which time the
Engineer will be present in order to clarify the proposal
presented tonight. ALL AYE: MOTION CARRIED.
Ada County Transmittal 90-55-PDR/Connolly: An application for a
planned residential development consisting of 5 lots, 5 acres
each and a private road. Moved by WALKER and seconded by
YZAGUIRRE to approve this transmittal on the basis of the
anticipated change in our ordinance to comply to Ada County
standards set by ordinance. ALL AYE: MOTION CARRIED.
Ada County'Transmittal 90-62-PDR/Middleton: an application for a
three lot (one acre each) planned residential development,
contains 3.57 acres. Moved by WALKER and seconded by YZAGUIRRE
to deny the application based on the Eagle Comprehensive Plan,
density within the impact area to be 1 unit per 5 acres. ALL
AYEs MOTION CARRIED.
MAYOR'S REPORT= The Mayor reported that we have some developers
that are interesting in creating their own central water facility
in the anticipation of the water being dedicated to the City.
There being no further business the meeting adjourned at 6..10
p.m.
