1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
ROLL CALL: Present- HUFFAKER, MARSHALL, RACKLEFF, STOCKTON, AND FRIEND.

3. APPROVAL OF MINUTES:
A. Minutes of June 15, 2017 - July 20, 2017 Meeting Cancelled
Marshall moved to approve the minutes of June 15, 2017, as written. Seconded by Rackleff
ALL AYES... MOTION CARRIES.
4. STAFF REPORTS:
A. Recreation Coordinator Report: (CS)
Chairman Huffaker introduces Recreation Coordinator Caitlin Straubinger, who discusses Recreation
Program information including:
June and July Recreation Programs Recap, including attendance, revenue and various camp themes, with
Seasonal staff that was hired for the summer.
Field Reservations Opened requests on August Is'. Guerber Park had 7 permits with 6 for youth soccer and 1
for youth football programs and the fields are booked Monday through Saturday. Merrill Park has city
sponsored soccer programs and first come first serve practice groups.
Fall 2017 Programs with some new youth program offerings and some new adult program offerings. There
will be a pickleball demo and a cornhole league added.
General Discussion regarding class cancellations due to low enrollment. Reservations for the fields at parks
Idaho Diamond Elite shares with little league for Baseball field reservations were given in lieu of fees.
The field reservation process is being readdressed. There were also questions regarding Fitness over 50
which is a circuit training class.
B. Trail Coordinator Report: (SN)
Chairman Huffaker introduces Trails Coordinator Steve Noyes discusses updates including:
BMX Bathrooms & Concessions completion goal is Labor Day.
Dry Creek Trail/Underpass is delayed due to high cost, bid prices for all projects are 30 to 40% higher than
normal, the rebid will be in December.
Connection to Eagle Island State Park is still possible, Plantation Bridge is available for purchase and the
FACTS Group is working on raising funds. There are about 4 different places that the bridge has
potential for repurpose.
Pamela Baker Park and trail has received preliminary cost estimate of $224,000 on restrooms, materials to
control roots and add optional routes, Boise and Eagle to provide funds. The developer worked with
Boise so we could access Laguna trail. This Fall/Winter is estimated for completion of the
reconstruction.

Trails Master Planning is scheduled to submit plan draft in January of 2018, met on Tuesday to discuss key
connections, there are barriers and next steps coming up. Some of the barriers have been need for
bridges and irrigation levy access along canals. A public workshop and online mapping tool will be used
for survey purposes.
E -Bike Demo with TREK bicycles on September 25", 2017, at the Ada/Eagle Bike Park. Legislation is
drafting a proposed amendment to Idaho Code regarding E -Bikes.
River Flood Damage includes 10 Work Projects -$500,000 estimate. The Army Corps has given allowance
to reclaim bank material for the rebuild process. There is a meeting with Idaho Department of Water
Resources on August 30, 2017. Flood Damage Recovery is qualifying at least 3 contractors before
bidding. Full scope of work for each of the 10 projects in drafting process now. There is a 3-phase
approach to restore safe and reasonable access, repair and reclaim lost embankments, restore/improve
tread surface. Phase 1 for Laguna and River District unpaved have been completed by trails staff.
General Discussion regarding Pamela Baker Park and the pathway connections to the greenbelt. There was
also a question about the Master Plan and the new development Dry Creek Ranch should have a trail
system that would have access to Avamore. Discussion about paving progress on pathway and
restoration of banks and rip -rap versus new construction and sustainability. Follow up on paving the
greenbelt; stating that we were less than a mile from completing a 26 -mile pathway, and expansion on
opening dialog with owner. The funding for the repairs on the west side, and north channel on eagle
road bridge. Laguna Point repairs are making a huge difference and the trail has become more
accessible.
C. Community Enhancement Coordinator Report: (JH)
Chairman Huffaker introduces Community Enhancement Coordinator Jenessa Hansen who discusses
updates including:
The Eagle Saturday Market has about 9 Saturdays remaining. National Farmers Market Week and
awareness was on August 6`' and the Eagle Saturday Market participated as well. Advertising involved
radio ads and demographics including Facebook boosts created more likes and followings. The Saturday
Market has about 72 vendors which is more than 2016, the participants and transactions has also
changed from 2016. Updates on The Gazebo Concert Series attendance, and future shows and bands.
General Discussion about Gazebo Concert start times which are from 6:30 until 9:00. The Saturday Market
has potential for expansion possibly on Plaza Drive after construction is complete.

6. NEW BUSINESS:
A. Pathway Construction Specifications.
Chairman Huffaker introduces Trails Coordinator Steve Noyes who discusses Pathway Construction
Specifications:
There are three specifications: Concrete Pathway Construction Specifications, Asphalt Specifications, and
Natural Surface all of which must be subject to emergency, service and construction vehicle loads.
Research has been done through various other cities on similar pathway specifications and involves
preparation and base -course. The specifications are all the same except for line item #9, which has
material specific construction instructions.
General discussion about the concrete versus asphalt depth durability, concrete has expansion joints and saw
joints and asphalt has expanding and contracting capabilities, both materials are very different. The
finish grade on the sides of the pathway would include the indigenous materials and compaction, due to
shoulder breakdown, so a wider base than the tread base has been created. The path that has been paved

on the north channel on the northside uses gravel for the sides, which also works well. The compaction
needs to be watered and then tested. The specification also includes root barriers that would be
determined by city staff, however it may require a more quantitative approach. Discussions about path
maintenance responsibilities and material standards for new developments. The developer may be
subject to inspection and code enforcement through the city, the preference would be to use concrete.,
however there are limited use pathways that would not need concrete. A resolution is requested, so that
all future developments can adhere to these pathway construction specifications and would be passed
along to city council for a final resolution vote on the specifications as presented.
Marshall makes a motion that the commission pass on to the city council a recommendation for
specifications for our pathways for concrete, asphalt or natural surfaces and that the staff
substitute item 4 (which states : Install a 24 -inch (depth) Bio -barrier along both sides of the
pathway in areas where future root damage to pathway is likely to occur (determined by city staff
prior to installation)) in each of those, rather than to be determined by staff, that the staff work
with a metric, and the suggestion would be unless it's in a pasture, to put bio -barriers down,
because most of our paths are in the trees. The bio -barrier should be required for all places except
where there are no trees present for and "x" distance, and has a minimum of 30 or 40 feet to be
determined by staff after review. Rackleff seconds the motion. ALL AYES... MOTION
CARRIES
B. Eagle Fun Days
New logo and Advertising for Eagle Fun Days. There was a promotion through the local television station
for Family Fun Night and Eagle Fun Days. The Eagle Activity Guide is also a great way to advertise.
The attendance for Eagle Fun Days was counted using an attendance formula, the total attendance for Eagle
Fun Days was estimated at 45,870. Family Fun night had a kid run, mud run and a climbing wall. Go
Out Local and the Pulse sponsored the bounce houses and our costs were covered. The volunteer
program had 36 volunteers and the SEAL cleaning crew. The revenue went up in 2017 over past years
with the Fun Days -Fun Run. The Car Show had about 120 various makes and models. The parade had
an estimated 25,815 people in attendance and parade coordinators were hired to help with event
logistics. Over 150 applied for the vendor program and 74 participated in Eagle Fun Days. The
Cornhole Tournament went well and 17 people were waitlisted. The entertainment lineup started at
11:00am and went to 12:00am with several bands entertaining. Final thoughts included some successes,
challenges and future challenges.
C. Bald Eagle Pointe Subdivision
Justin Martin with Martin LLC, representing Bald Eagle Pointe subdivision. The project is 41 acres, the
preliminary plat is approved for 63 lots. The project fronts on State Street and to the East is Linder
Road, roughly '/ mile, there is the project Riverwalk between this project and Linder Road, on the East
boundary between Riverwalk and Bald Eagle Pointe there is a single-family home owner lot from State
Street going back to the river, it's about 100 feet wide at that point. Along State Street Bald Eagle
Pointe installed a 10' wide concrete pathway between the landscape berm and State Street, all the way
over to the East boundary, at this point it will be an emergency access road that has a connection up to
the paving; with radius corners, big enough for a firetruck and connect down to this cul-de-sac on the
east boundary half way down the site. At the East boundary from the cul-de-sac location, we would do a
curb -cut across the curb and put some paving or concrete across the eight -foot median strip and connect
to a paved pathway 10" wide that heads south down to the future greenbelt location, also a paved radius
would be installed so that maintenance vehicles would be able to make these corners either going from
the East or the West.: There will be a 10' paved pathway in an area roughly 580' long that fronts on the
river and there is an easement set aside for the future greenbelt. At end of the section where the future
greenbelt would leave the property a turnaround would be installed and large enough to accommodate a
pickup with a 15 -foot trailer. The pathways on the East boundary would have manicured grass on both

sides including State Street. Down along the river area, to the north of the greenbelt area would be a
pond, roughly a 150' section of water there will be a silk, 30' down from this pathway will be the start
of the pond, on the other side would be homes, the proposal is that there be manicured grass, back up
the bank and over to the paved greenbelt. There is a natural look around the river, there is not a lot of
space there, and it's a good transition to the natural riverbank. The length of the turnaround at the end of
the path would be worked with City staff on measurements and the project engineer could send a
proposal on that. The proposal is that the maintenance of the pathways on State Street and the east
boundary be by the HOA itself. The manicured grass on the future greenbelt be maintained by the HOA
all of the way up to the edge of the paved path. The hope is that the city maintains the pavement after it
is installed, and the natural area from the south to the waters' edge with weed control. Before the Design
Review meeting the radiuses and the plat changes will be added to the map, upon approval from PPRC
the other approvals would be in the same manner. The maintenance of the path should go to the City
because of the draw of people to the greenbelt, the costs would be tough. If there was flooding, it would
be a struggle going to the HOA, if it was a concrete path the cost would be $81,000 and it would the
homeowner's responsibility of replacing the pathway would be difficult at best with a cost of over
$1300 per home request if it were 30 days to get it done. The little portion of 580' on the south
boundary could be used by the community eventually, with the pathway itself continued by the city and
the weeds be maintained by the city.
General discussion regarding the turnaround and why it wasn't extended to the west. The property near the
turnaround is owned by 8.11 acres owned by Ed Aarons who lives to the South in the Moon Lakes
Ranch Subdivision and uses it for a buffer to his home. There is a pathway following the canal which is
a head gate out of the Boise River. The river heads south and west and the pathway goes to the west of
the southern boundary of Bald Eagle Pointe subdivision. It is a maintenance road for Little Pioneer
Canal District's facility and the turnaround is at the head gate. The 25' easement continues to the South
and is State owned and could be a future greenbelt connection. Where the turnaround is will be outside
of the easement. The connection to the easement from the turnaround would be in a 15' gap and talks
would be needed to see how that connection would happen, currently there is a dirt road and the
irrigation district uses it as a turnaround. Where the river is there is a path going East where the
irrigation comes to the head gate facility from Linder, but it is unknown if there is an easement there. To
the eastside of the Riverwalk area there is a path. The path along State Street is 10' concrete. The eight
issues addressed with staff are in Attachment 6C. Bald Eagle Pointe Redlines. On the gate at Highway
44 for emergency vehicle access, this would include a bike -pedestrian path and the material would be
paving and gravel. On the NE corner of the project, on State Street, we will access this road from State
Street and if the fire department requires a gate to be installed so it doesn't become a cut through for
traffic, it would possible be 60 feet south of State street paving so the fire truck can turn in, unlock the
gate and continue. From the Cul-de-sac, south to the greenbelt is going to be paving (asphalt) and the
greenbelt will be paving. From the cul-de-sac North to State Street will be worked on with the Fire
Department. If they require a 20' access road it would be preferable to have gravel and loose material.
This pathway section would be concrete. The pathway specifications will be followed for this process.
The North-East corner of the project is not allowed by ITD to have a connection to State Street, a gated
access is allowed for emergency vehicles only. This projects access is further to the West at Moon
Valley Lakes Ranch coming off of State Street, the intersection will be realigned and that will be the
main access, this is to meet the rules of the Fire Department. Bollards were discussed instead of a gate;
however, the lock can rust and the Fire Department could lose access. To the West of the property
would be Moon Lakes Ranch and wraps around the bottom portion. The future easement for the
greenbelt would go across this 8.11 -acre parcel, and go across the backyards of the homes at Moon
Lakes Ranch, which is not incorporated into the City, it is Ada County.
The Recommendation is to Planning and Zoning, for the type of paving to require whether it be asphalt or
concrete For this project it would be asphalt except along the highway. In the future, the consistency for
recommendations will be addressed. The preference is concrete; however, this should be tempered by

use. PPRC formally asks to take standards to City Council and the Mayor including cost comparisons.
The Trail Plan is currently being worked on, and once that is complete, the pathway paving can be
specified.
FRIEND makes a motion to recommend to Planning and Zoning that they approve as presented by
Justin Martin, with the inclusion that the 15' gap be addressed by the applicant who should meet
with city staff and the Little Pioneer Irrigation District to make sure that there is connectivity to
our easement to the West. MARSHALL seconds. ALL AYES... MOTION CARRIES.
7. REPORTS:
A. Parks and Recreation Director's Report: (TW)
Tim met with city of Boise about trails and parks. The City of Boise has halted RFP because of high cost.
Also, met with director from Nampa who bought acreage to develop sports fields. Also, discussions of
the extension of the Mace River trail into the park and a joint use agreement for gym use with the school
district for adult and youth programs. FEMA assistance and Trail Grants for rebuilding and repairing.
Sports complex restrooms are nearly done. The parking lots have been chip sealed. There will be a
Guerber park splash pad makeover, fencing, expand soccer field. The Orval Krasen Park playground
railroad ties have been replaced with concrete. Next fiscal year, Heritage park will have a new restroom
and storage, and a new splash pad with lighting. Merrill Park rooster coop is under construction and the
ribbon cutting may be in September, the Splash Pad is also going to be upgraded. Friendship park will
have the Day of Caring on 14`h. There will also be a Pickle Ball demonstration. The Ribbon Cutting for
the Tennis Courts will be on September 21", 2017.
General discussion on Dog Park, Committee recommended Eagle Island State Park and are in discussions.
There may be a new park purchase, that could be used for a dog park, there is funding for $171,000
available.
