I. CALL TO ORDER: The meeting was called to order at 5:35 P.M.
2. ROLL CALL: Present- HUFFAKER, MARSHALL, RACKLEFF, AND STIRRAT.
Absent-BAUN, STOCKTON AND FRIEND
3. APPROVAL OF MINUTES:
A. Minutes of May 18, 2017
Stirrat moves to approve the minutes of May 18, 2017, as written. Seconded by Marshall.
ALL AYES... MOTION CARRIES.
4. STAFF REPORTS:
A. Recreation Coordinator Report: (CS)
Chairman Huffaker introduces Recreation Coordinator Caitlin Straubinger, who discusses Recreation
Program information including:
In March, there was a total of 74 Adults registered for Recreation Programs, and there were no Youth
Programs due to low enrollment. The revenue was $10,823.00 which is up from March 2016. In April, there
was a total of 41 Adults registered for Recreation Programs, and 93 for Youth Programs. The revenue was
$9641.00 which is up from April 2016. In May, there was a total of 17 Adults registered, and no Youth
Programs. The revenue was $19642.00 which is up from May 2016. Ms. Straubinger introduced some of
the 20 Youth camps for this year including Fun Camps, Art Camps and Technology Camps. This Summer
there are some added Active older adult programs like Rafting the Payette, and pen adult programs like Tap
Dancing. Four Recreation Staff members have been added for the summer camps as well including a Day
Camp Lead. There are upcoming recreation programs for the Fall for active older adults and middle/high
school programming. Eagle Fun Days are coming, which include the Cornhole Tournament, the Fun Days
Run and Volunteers are needed.
General Discussion regarding Mountain Bike camps, upcoming race events and need for volunteering.
B. Trail Coordinator Report: (SN)
Chairman Huffaker introduces Trails Coordinator Steve Noyes discusses updates including:
The BMX bathrooms and concessions at Sports Park have a completion date of Labor Day, the contract was
awarded to Wright Brothers. The Dry Creek Trail/Underpass agreements are on schedule, the grant funding
is obligated, the RFP's are out for bid, and could break ground in August. Trails Master Planning steps are
in place, the next Steering Committee will be in July or August, a public workshop will be held when school
starts and field work, background database mapping are continuing. Mr. Noyes projected that the flood
stage levels are still above normal and the flow is about 5700CFS and this trend will continue, 1300CFS is
normal for this time of year. The river flooding has 25 trouble spots in 13 zones and there are 15+ trees
down. There is a joint effort through Ada County Emergency Management regarding The FEMA
application for disaster funding, and has been submitted to Ada County. Trails are a destination in Idaho,
and the Boise River Greenbelt is #1 of 127 things to do in Boise. It's an amenity, and want the trails to be
safe.

General Discussion regarding FEMA, budgeting for pathway repairs and damage assessments, findings of
facts and recommendations that are submitted to city council and the process, and the status of reopening the
Greenbelt -damage assessment -and repairs.
C. Community Enhancement Coordinator Report: (JH)
Chairman Huffaker introduces Community Enhancement Coordinator Jenessa Hansen who discusses
updates including:
The Saturday Market has had significant growth from the beginning and vendors have increased to over 70,
which is line with Boise's Farmer's Market and customer counts have also increased to 1289 in May, which
is above the average of 1100 in 2016. Gross sales, which include Food, Art and other goods for sale grossed
$9,003.96 the second week in June. The Gazebo Concert Series had about 400 people come to the May
event, there were vendors there and will be more coming for Douglas Cameron & John Fricke on June 29'.
Facebook and Radio campaigns have started to advertise the Saturday Market and the Gazebo Concert
Series. Ms. Hansen stated that Eagle Fun Days are approaching and Family Fun Night is July 7' from 6pm-
9pm on July 7' and will have a lot of fun kids activities. On July 8s' starting at 8:00 am is the Fun Run, and
several events throughout the day ending with Fireworks at 10:07. The theme for this year is Wet n' Wild
Western Parade. There are volunteer opportunities available, about 30 people are needed to help with
Family Fun Night, the Fun Run, the Car Show, and Cornhole setup.

5. UNFINISHED BUSINESS: NONE
6. NEW BUSINESS:
A. Tandem Ridge
Chairman Huffaker introduces Guy Hendrickson and Greg McVay, developers on the old Lazy J property
present the plans for Tandem Ridge.
General Discussion about PPRC's recommendations for Tandem Ridge regarding the sidewalk placement,
fencing requirements and the bicycle gazebo station. Recommendations were requested and the motion is as
follows:
Marshall makes a motion TO RECOMMEND 1. The developer has proposed to supply a
bike station in the park and I ask that be worked out the details with the staff for
acceptability. 2. That we accept the permanent easement on the south corner. 3. We see no
problem eliminating the sidewalk on the northside because that could attract people into that
portion of the park that we don't believe they should gain access from or into the park that
way. 4. That the fence provide a barrier to both people and pets entering the park 5. That
there be no impact to our existing trails in the fire buffer zone. As part of #4 it should
include that the fence should essentially match stylistically as appropriate and work with
staff on recommendations for that. Seconded by Rackleff. ALL AYES... MOTION
CARRIES.
Chairman Huffaker makes a motion to remove 613, 6C and 6D from the agenda and to be
discussed/moved to the next meeting. Seconded Rackleff. ALL AYES... MOTION
CARRIES.

Brief Introduction of Tim Williams. Director Williams provided some background information on his
education, family and career. He stated that he looks forward to working with the Parks and Recreation
Department and the City of Eagle. His prime focus will be working with the school districts on park
development agreements and a Recreation Center that will suit the needs of a growing city. He will also
play a role in the PPRC as an advocate as items move to Planning and Zoning and the City Council. He also
addressed the trails repair and the process with FEMA.

C. PPRC Priorities and Long -Term Goals: NONE
There being no further business motion was made by Marshall and seconded by Rackleff to
adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 7:08 PM.
