1. CALL TO ORDER: The meeting was called to order at 5:34 P.M.
2. ROLL CALL: Present —Friend, Huffaker, Marshall, Stirrat, and Stockton. Absent — Baun,
Rackleff.
Parks & Recreation Assistant, Christina Coats, welcomes Katy Miller as the new
Administrative Clerk. She will be the Commission's new clerk.
3. APPROVAL OF MINUTES:
A. Minutes of March 16, 2017
Marshall moved to approve the minutes of March 16, 2017, as written. Seconded
by Stirrat. ALL AYES... MOTION CARRIES.
4. STAFF REPORTS
A. Recreation Coordinator Report (CS)
Chairman Huffaker introduces item. None.
B. Trail Coordinator Report (SN)
Chairman Huffaker introduces item. Trail Coordinator Noyes updates that the
bike park storage building is complete. The Trails Master Plan committee will meet this coming
Tuesday. Alta planning will manage the project. BMX bathrooms and concessions are set to be
done by Labor Day. Dig Eagle Trail Day was on April 2nd which was not only a way to repair
trails, but was also a celebration and included a BBQ and live music. This event had over 86
volunteers. Dry Creek Trail and underpass could go out to bid in June. Grant funding is obligated
and everything is on schedule. FACTS is working on a possible Mace Road entrance into Eagle
Island State Park. Commissioner Stockton states that the North most trail into Eagle Island will
still be pursued, but Mace Road is an alternative. With the high river flows, Trails Coordinator
Noyes updates on some damage done. There are some trees down, pathways under water,
undercutting, and other hazards due to the river flows. The Greenbelt is still closed. The Trails
crew is testing EcoRaster surface, which is easily applied and easily replaceable. It also allows
water to runoff where needed keeping the trail intact. The surface is similar to old asphalt.
General discussion. Chairman Huffaker brings up the possibility of utilizing the pathway on
Highway 44 to enter into Eagle Island State Park.

Chairman Huffaker introduces item. Community Enhancement Coordinator,
Jenessa Hansen introduces herself and what her roles is, which is managing city events.

Community Enhancement Coordinator Hansen discusses why events are important, such as
connecting those in the community, driving tourism, providing public relations opportunities,
driving economic impact, and opportunities for public involvement, education, and networking.
Community Enhancement Coordinator Hansen helps manage the Eagle Saturday Market. She
updates that the market is seeing an increase in vendors and customers. April 28 was Yappy
Hour, which was the largest Yappy Hour to date. The Trail EggXtravaganza was the weekend
before Easter. There was a great turnout for this event, despite unfavorable weather. The event
this year was different in that kids would do a fun activity to win eggs and exchange the eggs for
prizes. The Lion's Club do a great job as a sponsor for this event to get donations, marketing and
other aspects of the event. Upcoming events include the Gazebo Concert Series the last Thursday
of every month May- September. Eagle Fun Days is July 7 and 8.

6. NEW BUSINESS:
A. Williamson River Ranch (The Land Group)
Chairman Huffaker introduces item. Bill Vaughan, Zoning Administrator,
discusses the application process of Williamson River Ranch. On March 16 the Commission
reviewed the pathway plan, however the applicant did not have the opportunity to provide a full
presentation for Commission consideration.
The applicant, Tamara Thompson, representing the Land Group. This project has
come to this Commission, and was approved by City Council October 2016. Two topics of
interest: Asphalt paving verse natural surface and the alignment of the pathways, which are the
reasons for this project coming forward to the Commission again. There is an extension of the
Greenbelt on the South side of the North channel, which will add over one mile to the current
Greenbelt system. The applicant is proposing a natural pathway. The current trails near the
proposed area is currently natural pavement, which are said to be more environmentally friendly.
Natural surface also slows traffic down and would also allow equestrian use. The current
Development Agreement approved by City Council does specify paved pathway, however the
applicant is proposing a natural pathway.
Councilman Soelberg mentions that the Council took the Commission's comments on the
pathway being exterior of the development, however Fish and Game suggested interior due to the
environmental sensitivity of the area. Commissioner Stockton brings up the long-term goal for
the committee to have a pathway from Laguna that would led to Williamson River Ranch.
Commissioner Stockton states that having the pathway inside of the development would not be
beneficial for this plan. Commissioner Friend states that having the pathway in the interior of the
development makes it a sidewalk and not a pathway, and there are a lot of obstacles with this.
Commissioner Marshall recommends placing the pathway on the West side of the ditch. General
discussion.

The applicant will submit plans to place the pathway to the back of the lot and to the
easement to the East. This area would most likely not be able to be paved. There will be one
private pathway, not paved, and one public easement coming from the Northwest. Trails
Coordinator Noyes recommends a paved pathway North of the most Northwest pond. The public
easement would be maintained by the City of Eagle.
Stockton makes a motion, my preference is to put the path outside the development
and it be paved. The pathway outside the development follow the proposed course that the
applicant has recommended tonight to look into .... Seconded by Marshall. Discussion —
Commissioner Friend wouldn't mind ADA compliant naturally surfacing. Commissioner Stirrat
states that the location of the path is more important than the surfacing, so she also does not mind
natural surfacing. Trails Coordinator Noyes states that the most important thing from a staff point
is the road base would allow for emergency and maintenance vehicles would be able to access
the pathway.
Stockton modifies motion say that the pathway be done with City of Eagle specs.
Roil call vote: Friend - NO, Huffaker - NO, Marshall - YES, Stirrat - NO, Stockton - YES.
Motion does not pass.
Marshall moves that we amend Don's motion to have an ADA compliant engineered
surface along the same pathway as proposed in Don's amendment so the change would
only be from asphalt to an engineered ADA compliant surface. Seconded by Friend.
Motion passes with 4 votes in favor and I against. MOTION CARRIES.

Chairman Huffaker introduces item. None.

B. PPRC Liaison Assignment Re orts
Chairman Huffaker introduces item.
Chairman Huffaker discusses the development impact fees, which City Council
recently approved development impact fees be applied to trails as well.
C. PPRC Priorities and Long Term Goals
Chairman Huffaker introduces item. No additional comments.
8. ADJOURNMENT:
There being no further business motion was made by Friend and seconded by Marshall
to adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 7:54 PM.
