1. CALL TO ORDER: The meeting was called to order at 5:38 P.M.
2. ROLL CALL: Present —Friend, Grubert, Huffaker, Moser, and Stockton. Absent — Baun,
Marshall.
Parks, Pathways and Recreation Commission Clerk, Christina Coats, would like the record to
show that two new Commissioners are present. Tyler Rackleff and Shelly Stirrat were
approved this past Tuesday the 140' at the City Council meeting, hence why they were not
published on the agenda. All commissioners received a new member contact sheet.
Commissioners Stirrat and Rackleff introduce themselves to the Commission.
Commissioner Marshall entered at 5:40pm.
3. APPROVAL OF MINUTES:
A. Minutes of February 16. 2017
Friend moved to approve the minutes of February 16, 2017, as written. Seconded by
Marshall. ALL AYES... MOTION CARRIES.
Commissioner Stockton makes a motion to move Item 6B to item 4. Seconded by
Marshall. ALL AYES... MOTION CARRIES.
Commissioner Baun entered at 5:42pm.
4. STAFF REPORTS
A. Possible Improvements to Isla Del Rio Subdivision trails
Chairman Huffaker introduces item. Zoning Administrator, Bill Vaughan, discusses
the changes of the subdivision's pathways. The issue is that the Commission made their
recommendation in March, however the plans have been changed since that approval,
without coming to the Parks, Pathways and Recreation Commission with those changes
before it going forward to Planning and Zoning, Design Review and City Council.
Chairman Huffaker discusses what had previously been presented to the Commission.
The main change is the pathway that cuts inside the subdivision was originally planned to
continue outside the perimeter of the subdivision allowing public to utilize this pathway
without disrupting residences.

Let the record show that Commissioner Baun will recuse himself from voting on this
topic due to being a consultant on this project, however Commissioner Baun can provide
relevant information on the project.
Commissioner Stockton states that there was also a recommendation of a ten foot path
on the West end of the river for connectivity to tie into existing pathways. Commissioner
Friend would like to see the Commission go forward with their previous recommendation
with recommending that the pathway remains on the exterior around the subdivision.
Commissioner Friend mentions there are current pathways in subdivisions similar to what
this subdivision is proposing that do not seem like public pathways and the exterior path
seems more trail friendly. Commissioner Baun states at this time, Fish and Wildlife are
currently looking into if the Eagle's nest is still there and what their recommendation
would be. The trail being discussed might not even be constructed for a few years.
Stockton makes a motion to recommend to City Council that the pathway be
moved to the outside of the development area, a ten -foot wide paved path and build
according to Eagle specifications and be constructed or easement be made to the
City of Eagle for a stretch of path that would connect along the South side of the
North channel to the current easement... seconded by Marshall. ALL AYES...
MOTION CARRIES.
Parks and Recreation Administrative Assistant, Christina Coats, mentions that the
Commission will implement the Parks, Pathways and Recreation recommendation sheets
to be forwarded to Planning and Zoning, Design Review, City Council and any other
related parties with copies of the map, plat, and any other information that was provided
at the time of the approval.
B. Recreation Coordinator Report (CS)
Chairman Huffaker introduces item. Recreation Coordinator, Caitlin Straubinger,
updates the Commission on February recreation programs which included 119 adult
participants and 17 youth participants. New classes were introduced: Vietnamese Spring
Rolls and Drink Wine like a Program, and Gentle Yoga. New programs include youth
soccer league, hiking series, museum programs, and new camps. Upcoming events
include Trail EggXtravaganza April 8, Yappy Hour April 28, Eagle Fun Days July 7-8.
Recreation Coordinator, Caitlin Straubinger, discusses her priorities for the
Commission to consider when they are making their priorities. These priorities include
updating volleyball courts including replacing the sand as well as the posts and replacing
basketball hoops as they are currently not adjustable. Some program planning includes
teen programs, active adult programs, adventure programs/trips, and races.
Recreation Coordinator, Caitlin Straubinger, announces that Administrative
Assistant, Christina Coats, has recently been promoted to a Parks and Recreation
Assistant position and we will be hiring a new Administrative Assistant soon to start
taking minutes and catering to the Commission.

Chairman Huffaker recommends finding an alternative use for the old sand
in the volleyball courts and also suggests finding a sponsor to help cover the cost of the
basketball hoops.
C. Trail Coordinator Report (SN)
Chairman Huffaker introduces item. Trails Coordinator, Steve Noyes, discusses
the current pathway closures due to the higher river flows. The bike park storage building is
underway and is estimated to be completed this month. Trails Master Planning is also
underway. Alta was awarded the contract to help with the plan. There will be a steering
committee of about eight to ten members that will hopeful start meeting in April. The BMX
bathrooms and concessions facility has been approved and should be going to bid soon. The
expected date for completion is Labor Day. A trail day, Dig Eagle, has been set for April 2 to
help with trail maintenance. This will include a concert and a barbeque. Trails Coordinator
Noyes discusses the importance of trails and his priorities. Number one on his trail is paving
at the Garden City border and crossing at Idaho Concrete Road. Number two is paving the
Greenbelt near Eagle River Apartments and Lonesome Dove. Trails Coordinator Noyes
included cost estimates in his report last month. Number three is connecting to Eagle Island
State Park. This is a number one goal for FACTS. Number four is paving the North South
East trail to Merrill Park, which Noyes recommends concrete surfacing. Number five is
Lakemoor Park Trail. Number six is the pathway at the North Channel Center. This property
is currently not maintained by the City of Eagle, however to get it up to standards, Noyes
would like to discuss the City maintaining that piece.
Additional priorities, in order, include Mace trailhead parking on Eagle Rd., ITD trail
from Eagle Road to the Shore, modify the sidewalk/access to Mace Trail, an advanced bike
skills area, bridge to cross South channel which will require grant funding and bridge to cross
North channel which also requires grant funding. Repair priorities include repair or replacing
sections at River District, Mace Trail, Merrill Park to Eagle Road, Clear Creek Crossing and
Laguna. Trails Coordinator Noyes is working on a campaign for educating homeowners and
home owner association on easements and who owns what.

A. Eagle Dog Park Advisory Committee Recommendation (Cindy CIark)
Chairman Huffaker introduces item. Cindy Clark is representing the Dog Park
Advisory Committee. The Committee was formed April 2016 with eight members. The
purpose of the Committee was to research Iocal dog parks, determine size of area needed,
locate potential sites, make budget recommendations, obtain and convey community input,
and make a recommendation. When researching dog parks, the Committee visited Meridian
and Nampa dog parks. The Superintendents for those park departments met with the

Committee to provide feedback on their dog parks, development, how they can improve, and
other additional information. The Committee's recommendation is to establish a dog park at
Eagle Island State Park. Some secondary recommendations include seasonal off -leash area at
Guerber and/or Merrill Park November 1 -March 31 and another established dog park at
Ada/Eagle Sports Complex or a new park on the West side of Eagle. There is a conflict with
the dates of the seasonal off -leash areas at Guerber and Merrill Parks.
Marshall makes a motion that the Commission recommends priority one that the
City work with Eagle Island State Park to develop a full-blown dog park at that
location as a first priority for spending the money and number two to instruct the staff
to work with times and places at Guerber and/or Merrill Park to find ways to try to
accommodate dog parks within timeframes and locations that would work for the
public. Number three, down the road as demand increases we might look at, in the
future, West side property. Seconded by Stirrat. ALL AYES... MOTION CARRIES.
C. Possible Improvements to Edaewood
Chairman Huffaker introduces item.
Friend makes a motion to tie 6C into 7C. Seconded by Marshall. ALL
AYES...MOTION CARRIES.
7. REPORTS:
A. Park & Recreation Director's Report
Chairman Huffaker introduces item. Since there is no Director, Chairman Huffaker
updates on the Director search process. After some initial phone interviews, three candidates
have been selected to come to Eagle for in-person interviews.
B. PPRC Liaison Assignment Reports
Chairman Huffaker introduces item. There is none.
C. PPRC Priorities and Lona Term Goals
Chairman Huffaker introduces item. Chairman Huffaker suggests going through
Steve's list of priorities and taking it from there. Commissioners Marshall and Huffaker like
Steve Noyes' priorities and the order. Commissioner Friend states that the bridge in Laguna
should be replaced. The Commission ranks improving Laguna trail as number three priority.
The Commission ranks replacing the bridge at Laguna as priority number five. Commissioner
Baun recommends adding connecting Clear Creek to Brookwood as a separate priority North
of 44. Commissioner Marshall would like to add a concept priority of connecting Banbury to
Chinden as well as access to the bike park. Improvements to Edgewood is a priority brought
up by Commissioner Stockton to connect to the bike park and all the way to the Greenbelt.

Chairman Huffaker states that this would involve going to ACHD to get improvements done.
Commissioner Stockton mentions that the Trails Master will help determine a lot of these
priorities. Commissioner Friend would like to add a concept priority of a bridge at
Williamson Ranch to connect to the South side of the South channel. Chairman Huffaker
recommends adding snow removal as a priority under repairs.
Commissioner Marshall makes a motion that we adopt Steve Noyes' priority list
with the changes we have suggested including moving the Laguna Point up to number
three, Laguna bridge to number five, and then four concepts to add at the end;
connecting the bike park to the Greenbelt, connecting Banbury and Castlebury to the
Greenbelt, connecting 55 and 44 to Dry Creek corridor, connecting Willis property to
North side of North channel by a bridge and repairs adding snow removal as a top
priority... seconded by Stockton. ALL AYES... MOTION CARRIES.
Moving on to park priorities, Commissioner Marshall recommends taking the ski slope
off of the list. A large park on the West side is noted as a high priority. A dog park is also a
high priority. The Ada -Eagle Sports Complex restrooms are already planned.
Commissioner Bann makes a motion that we approve the priority list on parks
based on the changes that were identified previous.... Seconded by Marshall. ALL
AYES... MOTION CARRIES.
Under recreation priorities, Commissioner Buan states that having a triathlon would be a
top event priority. Storage at Guerber is a fourth priorities.
Commissioner Baun makes a motion that the list for recreation is the same with
capital improvements adding a number four which is storage at Merrill Park, and
including storage at Merrill and Guerber Parks... Seconded by Stockton. ALL
AYES ... MOTION CARRIES.
8. ADJOURNMENT:
There being no further business motion was made by Friend and seconded by Stockton
to adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 8:50 PM.
