February 16, 2017 5:30 P.M.
1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
2. ROLL CALL: Present - Baun, Friend, Grubert, Huffaker, Marshall, and Stockton. Absent --
Moser.
Baun moves to change unfinished business number 5 to number 6 New Business.
Seconded by Stockton. ALL AYES... MOTION CARRIES.
3. APPROVAL OF MINUTES:
A. Minutes of January 19, 2017
Commissioner Stockton moved to approve the minutes of January 19, 2017, with
the change in 7B reading "developing a section of trail to Eagle Island State Park to the
end of Mace Road Trail." Commissioner Friend would like to change the following
sentence instead of "the Commission seems in approval" to "the Commission is in
approval". Seconded by Grubert . ALL AYES.., MOTION CARRIES.
4. STAFF REPORTS
A. Recreation Coordinator Report (CS)
Chairman Huffaker introduces item. Recreation Coordinator, Caitlin Straubinger
updates on January programs. There were 8 adult participants in programs and 77
children in programs. Recreation Coordinator Straubinger also updates on current
programs. Special events include Trail EggXtravaganza on April 8, Yappy Hour April 28,
and Eagle Fun Days July 7-8. A new Activity Guide will come out in March.
B. Trail Coordinator Report (SN)
Chairman Huffaker introduces item. Trail Coordinator Steve Noyes updates that the
trails crew from last year will be returning this year. These workers will also be cross trained in
the bike park and facilities. Our Trail Professional, Rob Hollerman, will become permanent year-
round full-time employee. He will be trained in volunteer coordination, site inspections,
maintenance and other field responsibilities.
Trails master planning is officially underway. The RFP closed on the 10"'. The five -
person committee will be looking over the selection of the proposals. Don Stockton will be a
representative of the Commission. The steering committee should be formed by March 14. The
first meeting is scheduled for April. The mayor believes that the process will be similar to the
dog park committee. Commissioner Friend recommends talking with the City of Boise on how
they remove snow from the Greenbelt. Commissioner Stockton states that Laguna is a mess and
something needs to be done.

5. NEW BUSINESS:
A. Lakemoor - Pamela Baker Park (Dan Torfin)
Chairman Huffaker introduces item. Dan Torfin, on behalf of Dennis Baker Foundation,
is here to discuss the concept of Pamela Baker Park within the Lakemoor development. There
will be a portion extended to Boise City, which has already been approved by the City of Boise.
There will be a pathway on the South side of the South channel, going along the tomahawk lake,
and continuing South. This would connect to the current paved pathway. This project will
include a low maintenance park, asphalt paved pathway connection, parking Iots, and two ponds
with bass habitat. The park is to be named Pamela Baker Park, in recognition of Dennis Baker's
sister who passed away.
Chairman Huffaker asks if there are any major changes from the last time this was
presented to the Commission. Dan Torfin states that there are no major changes. The parking
might be a Iittle bit different with 45 spaces. Commissioner Marshall asked why the ponds are
not connecting as that might be easier to maintain. Dan Torfin states that there are irrigation
ditches that prevents the ponds from being able to join. There is a condition that they will work
with the City to get a restroom in the area. There will be a 10 foot path from Chinden coming in
from parking lot, which the parking lot should act as a hub for users. Commissioner Grubert
recommends maybe having two trails near Chinden to eliminate people coming to and from
Eagle from cutting through the grass area. General discussion.
6.22 acres around the Tomahawk pond is supposed to be given to the City soon. The plan
right now is to do asphalt paths through the entire project. There is no confirmation of
maintenance details. Commissioner Sotckton recalls that the City of Boise would grant an
easement to the City of Eagle for maintenance. Commissioner Baun would like to see that all
trails are concrete due to the long-term cost analysis showing concrete as more feasible.
Baun makes a motion that we recommend to Council to approve the park as is with the
possibility of looking at off -setting costs for a concrete pathway and other possible
alternatives in the future. Seconded by Grubert. ALL AYES... MOTION CARRIES.
B. South Park Eagle Lakes (Shawn Nickell
Chairman Huffaker introduces item. John Rennison is representing the Eagle Lakes Park
project. This is a concept plan for a small park near the River in Eagle Lakes subdivision. They
started construction on the pond last year. When constructing, they found a filled pond which
would not allow the construction they were hoping for. This subdivision will include luxury
apartments, single family homes, a commercial area, and a natural park. The public natural park
would be on the South side of the development. This is linear with the Greenbelt. The concept of
the park area includes some wetlands area, wetland grass, a beach area, board walk, trees,
pathways and a dock. The pathway will be more natural and will connect to the residences. John
Rennison states that if there is a recommendation moving forward, they will come back to the

Commission once they have more recommendations and input from City Council and others
during the process. The timeline they are looking at is to start construction in Summer 2017,
planting during fall, concluding by Winter 2017. The pathway is currently planned to be used by
any user — bikers and walkers. John Rennison states that the park will be very low maintenance
and very low cost for maintenance, and intends for the maintenance to be done once a year. They
intend to allow the public to fish in the pond, but the public at this time will not be allowed to
swim or use the pond for any other purpose. General discussion.
Commissioner Marshall states that he likes the idea of allowing fishing at the South end of the
pond. He also recommends adding picnic tables and benches along the pathway. Signage and
some sort of demarcation is also recommended to Iet public know where boundaries are.
Commissioner Baun recommends 2 docks to prevent the public from trying to access the pond
passed the boundaries.
Commissioner Grubert moves to make a recommendation with Eagle Lake Park plans as
presented with all the comments at to it tonight. Seconded by Stockton. ALL AYES...
MOTION CARRIES.
6. UNFINISHED BUSINESS:
A. Commission Priorities and Long -Term Goals
Chairman Huffaker introduces item. Councilman Soelberg begins the conversation by
looking at the Capital Projects Fund in which there are projects listed to be worked on
this year. The issue of equestrian users at the Sports Complex is mentioned. Councilman
Soelberg states that this is an issue that we probably cannot do anything about.
Commissioner Baun recommends illustrating where equestrian can go as opposed to
signs where they are not allowed to go.
Commissioner Friend provided a list of his priorities. Steve Noyes has a list of trails
projects that was included in the packet. The Commission will review this before the next
meeting to be prepared to discuss these with their priorities.

Chairman Huffaker introduces item. Marc Grubert is recognized for his time on the
Parks, Pathways and Recreation Commission as this is his last meeting.
