January 19, 2017 5:30 P.M.
1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
2. ROLL CALL: Present -- Baun, Friend, Huffaker, and Stockton. Absent — Grubert, Marshall,
and Moser.
Before continuing the meeting, Administrative Assistant, Christina Coats, states that Director
of the Parks and Recreation Department, Mike Aho has resigned. Mayor Ridgeway is here to
answer any questions. Mayor Ridgeway states that we are hoping to get the Director position
posted soon once the job description is updated. A replacement for the Maintenance
Supervisor, has been hired and will start soon.
3. APPROVAL OF MINUTES:
A. Minutes of December 15, 2016
Huffaker moved to approve the minutes of December 15, 2016, as written.
Seconded by Friend. ALL AYES... MOTION CARRIES.
4. STAFF REPORTS
A. Recreation Coordinator Report (CS)
Vice Chairman Baun introduces item. Recreation Coordinator, Caitlin Straubinger,
reports on December recreation programs, including the inaugural Reindeer Ramble
during Country Christmas that had 30 participants, even with unfavorable weather.
Recreation programs have seen significant growth in program attendance in the last two
years. In 2016, the City of Eagle offered 200 programs. 1,154 people participated in
recreation programs in 2016.3 Activity Guides were distributed 2016. Parks and
Recreation hopes to distribute 4 Activity Guides this year. New events in 2016 included
Yappy Hour, Reindeer Ramble, Trail Treasure Trek, Trail EggXtravaganza, Pumpkin
Tasting (during Harvest Festival) and Cookies & Cocoa (during Country Christmas). New
programs are starting this month.
The Commission asks about the potential of a sledding area during snow season.
The Parks and Recreation Department does see a liability aspect of allowing sledding.
Mayor Ridgeway states that he views it similar to the skate park and water parks, which is
play at your own risk.
B. Trail Coordinator Report (SN)
There is no report as Trails Coordinator Steve is out of town.

Vice Chairman Baun introduces item. Commissioner Huffaker discusses that the
Commission should keep these priorities in front of them at every meeting and maybe put
it on the agenda for every meeting. The Commission should inform the incoming Director
and get updates on these priorities every meeting. Commissioners Stockton, Friend, and
Baun agree.
Mayor Ridgeway gives an update on the top three priorities listed. The Laguna
Bridge issue might be restricted based on the agreement with Laguna. Commissioner
Stockton makes a recommendation to take a look at the trail and go forward and make a
recommendation to City Council. Mayor Ridgeway suggests the City speak with the
attorney to see what we are able to do and the Commission work with Steve Noyes.
Vice Chairman Baun suggests a work session in February or March with everyone
to sit down and work out the priorities. Vice Chairman Baun would like everyone to
create a project priority list to bring to that meeting for discussion. Commissioner
Huffaker would like to start a list tonight. Commissioner Huffaker states paving the North
side of the North channel is a top priority. City Councilman Soelberg states that the City
cannot move forward with this project at this time. Mayor Ridgeway discusses why the
City cannot move forward with paving a trail by the gravel pit as well. He also discusses
that the development agreement has been changed for Lakemoor and there will be a park
with parking created by Lakemoor. The City will pay for the bathrooms. This item is on
the agenda for the next meeting. Craig Soelberg will bring a list of the budgeted projects
for Parks and Recreation to the next meeting. Commissioner Friend mentions a project
that he would like seen done is an access bridge on Brookwood by Dry Creek. One
property owner is against it.
6. NEW BUSINESS:
A. Elect Chair and Vice Chair
Vice Chairman Baun introduces item.
Commissioner Friend makes a motion that Mike Huffaker become the new
chair and Charlie Bann as Vice Chairman. Commissioner Stockton seconds.
ALL AYES... MOTION CARRIES.
B. Upcoming Re -Appointments (CC)
Vice Chairman Baun introduces item. Administrative Assistant, Christina Coats,
reports that there are two commission positions up for re -appointment, Charlie Baun and
Marc Grubert. Marc Grubert has decided not to reapply for appointment. If Commissioner
Baun is interested in reapplying, he will need to submit a request for consideration for
appointment and a cover letter for the position. A press release for two potential vacancies
has gone out and applications are due by February 23.

B. PPRC Liaison Assignment Re orts
Vice Chairman Baun introduces item. Commissioner Stockton states that FACTS is
looking into developing a section of trail from the end of Eagle Island State Park to the end of
the Mace Road Trail. The Commission is in approval of this project. Commissioner Huffaker
suggests also looking at long-term goals of the Commission along with the priorities.
Commissioner Friend updates on the Dog Park Advisory Committee. The Committee
is moving forward in developing a recommendation that should be ready by the March
meeting. The main recommendation is to have a main dog park at Eagle Island State Park.
There are other ideas to have smaller dog parks at current park locations and/or seasonal dog
off -leash areas.
8. ADJOURNMENT:
There being no further business motion was made by Friend and seconded by Stockton
to adjourn. ALL APES. MOTION CARRIED. The meeting adjourned at 6:32 PM.
