MINUTES
The Design Review Board met in regular session July 23, 2020, Grubb presiding.
1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, Via Webex:
BAER, GERMANO, KOCI, DUPERAULT. ABSENT: BRASHER. A quorum is
present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of July 9, 2020.
B. Findings of Fact and Conclusions of Law for DR-68-19 — Common Area
Landscaping within Stadium View Center, Including One Multi -tenant
Office/RetaiURestaurant Building — Jerron and Margie Porchia: Jerron and
Margie Porchia are requesting design review approval of the common area
landscaping within Stadium View Center, including a three-story, multi -tenant mixed
use (commercial and residential — 4-units) building. The 2.56-acre site is located on
the west side of North Horseshoe Bend Road approximately 1,030-feet north of East
Hill Road at 10201 North Horseshoe Bend Road.
C. Findings of Fact and Conclusions of Law for DR-70-19 — Master Sign Plan for
Stadium View Center — Jerron and Margie Porchia: Jerron and Margie Porchia
are requesting design review approval for a master sign plan for Stadium View
Center. The 2.56-acre site is located on the west side of North Horseshoe Bend Road
approximately 1,030-feet north of East Hill Road at 10201 North Horseshoe Bend
Road.
D. Findings of Fact and Conclusions of Law for DR-93-19 — Multi -tenant
Office/Retail Building within Stadium View Center — Jerron and Margie
Porchia: Jerron and Margie Porchia are requesting design review approval of a
5,032-square foot multi -tenant office/retail building. The 2.56-acre site is located on
the west side of North Horseshoe Bend Road approximately 1,030-feet north of East
Hill Road at 10201 North Horseshoe Bend Road.

E. Findings of Fact and Conclusions of Law for DR-94-19 — One Townhome
Building (3-Units) and Two Single Family Dwellings within Stadium View
Center — Jerron and Margie Porchia: Jerron and Margie Porchia are requesting
design review approval for one townhome building (3-units) and two single-family
dwellings within Stadium View Center. The 2.56-acre site is located on the west side
of North Horseshoe Bend Road approximately 1,030-feet north of East Hill Road at
10201 North Horseshoe Bend Road.
F. Findings of Fact and Conclusions of Law for DR-35-20 — Common Area
Landscaping within Whitehurst Subdivision — South Beck and Baird: South
Beck & Baird, represented by Jay Gibbons, is requesting design review approval of
the common area landscaping within Whitehurst Subdivision. The 30.06-acre site is
located at the terminus of West Breanna Drive north of Flint Estates Subdivision.
Sayer moves to approve the consent agenda. Seconded by Koci. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM: DR-06-98 MOD — Modification to the Eagle Public Library
Property to include a Building for a Museum — City of Eagle: The City of Eagle,
represented by Eric Ziegenfuss, is requesting design review approval to modify the
library property to include a 1,550-square foot building to accommodate the Eagle
Museum of History and Preservation. The 2.4-acre site is located on the northeast corner
of North Stierman Way and East Civic Lane at 100 North Stierman Way.
Public Works Director, Eric Ziegenfuss, City of Eagle reviews the application. City
Planner B. Williams reviews the application. Further discussion with Public Works
Director. Board discussion.
Grubb moves to approve DR-06-98 MOD — Modification to the Eagle Public
Library Property to include a Building for a Museum with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions:
Site specific condition #2: In the first sentence, after 3rd word landscape, add and
site plan.
Site specific condition #8: The Design Review Board requests that the orientation of
the building be to the south to provide the architectural interest as you enter the
complex. This will be shown on the updated site plan to be approved by staff and
two members of the Design Review Board.
Site specific condition #9: No exterior changes are noted on the drawings at this
time and none are approved at this time.
Site specific condition #7: Add at the end of that, when and if signs are proposed
they need to be harmonious with the current complex master sign plan.

Note: Alternative locations would be looked at by the Design Review Board and if
the City found another option for that, we do like the current fountain but are open
to other options if that presents itself.
Note: The Design Review Board is ok with the 17% coverage at this point.
Seconded by Sayer. Discussion. Grubb amends the motion on site specific
condition, strike a site plan.
Site specific condition #10: A site plan should be provided and approved by staff
and two members prior to placement of the building. Second concurs. ALL
AYE...MOTION CARRIES.
Al. ACTION ITEM: Findings of Fact and Conclusions of Law for DR-06-98 MOD —
