Minutes - 2020 - City Council - 06/30/2020 - SpecialEAGLE CITY COUNCIL SPECIAL MEETING MINUTES June 30, 2020 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: PIKE, GOLD, PITTMAN, BAUN. Baun is absent. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance 4. *ACTION ITEM: DOG PARK PUBLIC -PRIVATE PARTNERSHIP: A discussion of the City Council about a public -private partnership for a dog park at the Ada/Eagle Sports Complex. Mayor introduces the issue. Pittman moves to approve the Agenda with changes, Action Item #4 is added to the Agenda. Seconded by Pike. ALL AYES: MOTION: CARRIES Mayor provides an overview of what has been done about a Dog Park to date. General Council discussion. Theresa, 1462 N. Echo Creek Way, I am in favor of a dog park and have been waiting for one. I would like to know what the nature of the public/private partnership is. What is the involvement of Parks and Pathway Committee? I would like to see a 5 acre park not a 2 acre park. Mayor discusses the park, the size of the park, the location of the park and how the public/private partnership would work. Discussion on the Citizens Committee. Ryan, 1462 N. Echo Creek Place, discusses a safer area regarding the intersection. Can you make this a little safer area? General discussion. Planner Baird Spencer provides an overview of the refiguring of the intersection by ACHD. Pittman moves to continue to work with the private entity to see what we could be put together for the dog park at the Ada/Eagle area as discussed tonight. Seconded by Gold. ALL AYES: MOTION CARRIES 5. FY 20/21 Budget Presentations: a. Eagle Arts Commission — Jane Kramer. Mayor introduces the issue. Jane Kramer, when a new park is built, we would like to see an amphitheater. General discussion. Jane presents the Eagle Arts Commission Budget to the Council. General discussion. Nichoel Baird -Spencer discusses the changes to the Park Fund. General Discussion. Mayor calls a recess at 7:35 p.m. Mayor reconvenes the meeting at 7:50 p.m. d. Revenue — Sharon K. Bergmann. Mayor introduces the issue. City Clerk/Treasurer presents the Revenue Budget to the Council. General discussion. e. Expenditures — Sharon K. Bergmann. Mayor introduces the issue. City Clerk/Treasurer presents the Expenditure Budget to the Council. Funding for Idaho Suicide Prevention Hotline from the 6/23/29 CC Meeting. Mayor introduces the issue. General discussion. Council: yes put $10,000.00 in the Budget. Eagle Senior Center, discussion on the City's contribution. Discussion on the Alumbaugh House contribution. Discussion on a Contingency Fund line item in the budget. Council concurs to add a Contingency Fund to the budget. Discussion on a City Attorney. Delete this item and add the funding for this item to the City Legal Services. Mayor discusses personnel. Due to the existing circumstance I think we should reduce the COLA and the merit to 0%. General discussion. Council agrees to a COLA of 2% and a Merit of 2%. General discussion on Animal Control. The committee is meeting tomorrow, and they will bring different options to the City. Keep the $140,000.00 in the Budget. General discussion on Consultants Fees -Evaluate water department infrastructure expansion. Council concurs to eliminate this line item. Discussion City employees' benefits. City Clerk: this would be a discussion for next fiscal year. Mayor will look for broker and different options. General discussion. VRT budget items.
