MINUTES
The Design Review Board met in regular session July 9, 2020, Brasher presiding.
1. CALL TO ORDER Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, SAYER, BAER,
GERMANO, KOCI, DUPERAULT. ABSENT: GRUBB. A quorum is present.
Brasher moves to amend the agenda. Seconded by Sayer. City Planner B. Williams
would like to add item 5C1, findings for DR-39-20.
Planning Administrator Vaughan requests item 5A be moved to the beginning of the
agenda, following consent.
ALL AYE...MOTION CARRIES.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of June 25, 2020.
B. Findings of Fact and Conclusions of Law for DR-03-97 MOD — Modifications to
the Extra Mile Convenience Store and Car Wash Buildings — Jacksons Food
Stores: Jacksons Food Stores, represented by Cindy Huebert with BRS Architects, is
requesting design review approval to modify the exterior building elevations of the
Extra Mile convenience store and car wash. The 1.49-acre site is located on the
northwest corner of South Eagle Road and West Inlet Bay Lane at 503 South Eagle
Road (Lot 8, Block 1, Channel Center Subdivision).
C. Findings of Fact and Conclusions of Law for DR-68-03 MOD3 — Modification to
the Master Sign Plan for Jacksons Food Store, including Building Wall,
Monument, and Site Signage at the Extra Mile Convenience Store and Car
Wash — Jacksons Food Store, represented by David Kimmel with YESCO Sign Co.,
is requesting design review approval to modify the master sign plan for Jacksons
Food Store (flea Smith's Eagle Chevron), including building wall, monument, and site
signage for Extra Mile Convenience Store and Car Wash. The 1.49-acre site is
located on the northwest corner of South Eagle Road and West Inlet Bay Lane at 503
South Eagle Road (Lot 8, Block 1, Channel Center Subdivision).

are requesting design review approval for a master sign plan for a multi -tenant
retail/restaurant/office/residential (4-units) building within Stadium View Center. The
2.56-acre site is located on the west side of North Horseshoe Bend Road
approximately 1,030-feet north of East Hill Road at 10201 North Horseshoe Bend
Road.
E. Findings of Fact and Conclusions of Law for DR-72-19 — Master Sign Plan for a
Multi -tenant Office/Retail Building within Stadium View Center — Jerron and
Margie Porchia: Jerron and Margie Porchia are requesting design review approval
for a master sign plan for a multi -tenant office/retail building within Stadium View
Center. The 2.56-acre site is located on the west side of North Horseshoe Bend Road
approximately 1,030-feet north of East Hill Road at 10201 North Horseshoe Bend
Road.
F. North Channel Pedestrian Underpass Mural: The Eagle Arts Commission is
requesting approval for a mural that will be located on the North Channel Pedestrian
Underpass retaining walls.
Sayer moves to approve the consent agenda. Seconded by Brasher. ALL

5A. ACTION ITEM: DR-18-20 — Common Area Landscaping within Molinari Park
Subdivision No 1 — Eagle 26, LLC: Rennison Design, Inc., represented by Brian
Liquin, is requesting design review approval of the common area landscaping within
Molinari Park Subdivision No. 1. The 4.95-acre site is located on the south side of East
Plaza Drive approximately 300-feet east of the intersection of South 2"d Street and East
Plaza Drive.
Presented by Zoning Administrator Vaughan. Board discussion. Brasher moves to
remand this item to staff. Seconded by Sayer. ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. ACTION ITEM: DR-68-19 — Common Area Landscaping within Stadium View
Center, Including One Multi -tenant Office/Retail/Restaurant Building — Jerron and
Margie Porchia: Jerron and Margie Porchia are requesting design review approval of the
common area landscaping within Stadium View Center, including a three-story, multi -
tenant mixed use (commercial and residential — 4-units) building. The 2.56-acre site is
located on the west side of North Horseshoe Bend Road approximately 1,030-feet north
of East Hill Road at 10201 North Horseshoe Bend Road. This item was continued from
the June 25, 2020, meeting.
Marla Carson, 725 E. 2"d Street, Meridian reviews changes made to the applications they
presented to the Board two weeks ago. Margie Porchia 7670 Colt Drive, Boise, 83709
also reviews the application. City Planner Gero reviews the application. Board
discussion.

Brasher moves to approve DR-68-19 — Common Area Landscaping within Stadium
View Center, Including One Multi -tenant Office/Retail/Restaurant Building with
the site specific and standard conditions of approval with the following
modifications:
Site specific condition #13: The applicant shall provide revised landscaping and
civil drawings indicating proper location of the rear easement line and location of
shrubs only within the allowed areas and on the applicants own property or per the
easement agreement. The applicant shall also clarify that the proper easement line
location was considered in that agreement.
Site specific condition #14: The applicant shall provide a revised landscape plan
indicating the evergreens along Horseshoe Bend Road placed between the building
and sidewalk and the remaining street trees spaced out appropriately. Shall be
reviewed by staff and one member of the Design Review Board.
Modify site specific condition #13: Shall be reviewed by staff and one member of the
Design Review Board.
Site specific condition #15: The applicant shall provide color samples of the
proposed esplanade color, which is the main body color of the building as well as
two other options to be reviewed by staff and two members of the Design Review
Board.
Note: The majority of the Design Review Board agrees that the proposed tree
mitigation measures are appropriate and acceptable. Seconded by Sayer.
Discussion.
Brasher amends the motion for site specific condition #14: Before the last sentence,
which reads to be reviewed by one member, add the following sentence, the
applicant shall show on this revised landscape plan an additional 1-3 evergreen trees
along that frontage. Second concurs. Discussion. ALL AYE...MOTION

B. ACTION ITEM. DR-70-19 — Master Sign Plan for Stadium View Center — Jerron
and Margie Porchia: Jerron and Margie Porchia are requesting design review approval
for a master sign plan for Stadium View Center. The 2.56-acre site is located on the west
side of North Horseshoe Bend Road approximately 1,030-feet north of East Hill Road at
10201 North Horseshoe Bend Road. This item was continued from the June 25, 2020,
meeting.
City Planner Gero reviews the application. Board discussion.
Brasher moves to approve DR-70-19 — Master Sign Plan for Stadium View Center
with the site specific and standard conditions of approval with the following
modifications to the site specific conditions:
Site specific condition #2: At the end of the 1st sentence, add such as ever green
shrubs or rocks.
Site specific condition #3: Modify the first sentence, replace beginning with the
word watts, with showing the color temperature of 3000 kelvin maximum.

Site specific condition #7: The applicant shall provide revised documents indicating
that the monument sign is a maximum of 15 ft. tall, to be reviewed by staff.
Site specific condition #8: The applicant shall provide revised documents indicating
that the vertical lettering on the monument sign has a standoff distance of % of an
inch, to be reviewed by staff.
Site specific condition #9. The applicant shall provide revised documents indicating
that the color of the signs matches any change to the building if it occurs.
Note: The majority of the Design Review Board approves of and feels the
informational panel on the directional sign is appropriate.
Direct staff to modify site specific condition #1A-3, so that it will read all permits for
tenant signs shall be obtained by the tenant or his or her representative and shall
conform to all local building and electrical codes as well as the criteria set forth
hereafter. Seconded by Sayer. ALL AYE... MOTION CARRIES.
C. ACTION ITEM: DR-93-19 — Multi -tenant Office/Retail Building within Stadium
View Center — Jerron and Margie Porchia: Jerron and Margie Porchia are requesting
design review approval of a 5,032-square foot multi -tenant office/retail building. The
2.56-acre site is located on the west side of North Horseshoe Bend Road approximately
1,030-feet north of East Hill Road at 10201 North Horseshoe Bend Road. This item was
continued from the June 25, 2020, meeting.
City planner Gero reviews the application. Board discussion.
Brasher moves to approve DR-93-19 — Multi -tenant Office/Retail Building within
Stadium View Center with the site specific and standard conditions of approval with
the following modifications:
Site specific condition #9: In the event the applicant finds it necessary to raise the
roof or parapet height they shall provide revised elevations be reviewed by staff and
two members of the Design Review Board.
Seconded by Sayer. ALL AYE...MOTION CARRIES.
D. ACTION ITEM: DR-94-19 — One Townhome Building (3-Units) and Two Single
Family Dwellings within Stadium View Center — Jerron and Margie Porchia: Jerron
and Margie Porchia are requesting design review approval for one townhome building (3-
units) and two single-family dwellings within Stadium View Center. The 2.56-acre site is
located on the west side of North Horseshoe Bend Road approximately 1,030-feet north
of East Hill Road at 10201 North Horseshoe Bend Road. This item was continued from
the June 25, 2020, meeting.

Brasher moves to approve DR-94-19 — One Townhome Building (3-Units) and Two
Single Family Dwellings within Stadium View Center with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #9: The applicant shall provide revised documents indicating
the esplanade color changing in the event that it changes on the main building it

should ultimately match the main building.
Comment: The Design Review Board recommends or encourages the applicant to
provide a window well for second egress out of middle unit of the townhome.

5. NEW BUSINESS:
A. ACTION ITEM: DR-18-20 — Common Area Landscaping within Molinari Park
Subdivision No 1— Eagle 26, LLC: Rennison Design, Inc., represented by Brian Liquin,
is requesting design review approval of the common area landscaping within Molinari
Park Subdivision No. 1. The 4.95-acre site is located on the south side of East Plaza
Drive approximately 300-feet east of the intersection of South 2nd Street and East Plaza
Drive.
This item was remanded to staff.
B. ACTION ITEM: DR-35-20 — Common Area Landscaping within Whitehurst
Subdivision — South Beck and Baird: South Beck & Baird, represented by Jay Gibbons,
is requesting design review approval of the common area landscaping within Whitehurst
Subdivision. The 30.06-acre site is located at the terminus of West Breanna Drive north
of Flint Estates Subdivision.
Jay Gibbons, 2002 S Vista, Boise, Idaho reviews the application. City Planner Lauerman
reviews the application. Board discussion.
Brasher moves to approve DR-35-20 — Common Area Landscaping within
Whitehurst Subdivision with the site specific and standard conditions of approval
with following modifications to the site specific conditions:
Site specific condition # 2: The majority of the Board is in favor of not requiring
mitigation for these trees after considering the biological report and health of the
trees. The applicant shall not remove the trees if there is an active nest at the time
unless they follow the recommendations of the provided biological report. Add to
that first sentence after we said considering the biological report and heath of the
trees add the words in the well treed landscape plan.
Site specific condition #8: The applicant shall provide a revised landscape plan
indicating any border and ground covering at the tot lot to be reviewed by staff and
one member of the Design Review Board.
Site specific condition #9: The applicant shall correct the math errors found on the
city requirements table found on the sheet L.10 and verify that they are in
compliance with city code and provide that revised sheet for review by staff and one
member of the Design Review Board.
Site specific condition #10: The applicant shall provide color samples and material
boards for the proposed structures including the pump house and trellis to be
reviewed by staff and two members of the Design Review Board. Seconded by

C. ACTION ITEM: DR-39-20 Change of Use from Museum to Restaurant — Eagle
Urban Renewal Agency: The Eagle Urban Renewal Agency, represented by Janet
Buschert, is requesting design review approval to change the use of a building from
museum to restaurant. The 0.09-acre site is located on the south side of East State Street
approximately 110-feet east of South Eagle Road at 67 East State Street.

planner B. Williams reviews the application. Board discussion.
Brasher moves to approve DR-39-20 Change of Use from Museum to Restaurant
with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #5: The applicant shall repaint the existing parapet to match
the remainder of the building. Seconded by Koci. ALL AYE...MOTION
CARRIES.
Cl. ACTION ITEM: Findings of Fact and Conclusions of Law for DR-39-20 Change
of Use from Museum to Restaurant — Eagle Urban Renewal Agency: The Eagle
Urban Renewal Agency, represented by Janet Buschert, is requesting design review
approval to change the use of a building from museum to restaurant. The 0.09-acre site is
located on the south side of East State Street approximately 110-feet east of South Eagle
Road at 67 East State Street.
Brasher moves to approve Findings of Fact and Conclusions of Law for DR-39-20
Change of Use from Museum to Restaurant with the following modifications:
The findings of and fact to be updated to include site specific condition #5 that was
added. Seconded by Sayer. ALL AYE...MOTION CARRIES.
