The Eagle City Council met in
1990. Mayor GUERBER presiding.

Moved by WALKER and seconded by YZAGUIRRE to approve the minutes
of the September 11, 1990 meeting as presented. ALL AYE:
MOTION CARRIED.
REPORT FROM MAYOR GUERBER on the additional traffic on Eagle Road
and the effects it is now having on the community. The Mayor
reported that he is getting angry calls at home about the
traffic increase.
REPORT ON DOWNTOWN REDEVELOPMENT:
Phil Choate of Ida Ore Planning and Development Association
presented a proposal for downtown redevelopment. A block grant
could be used to purchase the empty building on the corner of
State Street and Eagle Road, tear down the structure and the
Idaho dept of Transportation could develop the land to a wider
turn lane. The complete renovation along State Street would be a
long term goal and can be applied for at any of the quarterly
time periods through the Dept. of Commerce. Mr. Choates advised
the Council that we have an eligible project under "slum and
Blight" conditions. The Council agreed to begin undertaking the
project.
Moved by MINOW and seconded by WALKER to put a core group
together and come back to Council with members of the group
through the support of the community. ALL AYE: MOTION CARRIED.
The Mayor will put together a proposed group of people that can
pursue this and will bring back to the Council. Mayor Guerber
will also write Jerry Dick, Idaho State Transportation regarding
the traffic on Eagle Rd, the alternative route, ask for a
response, on the positive side, to commit the resources to solve
the problem, and ask for a time table.
RESOLUTION 6-90: DEDICATING ORVAL KRASEN PARK TO OUTDOOR USE'.
Moved by WALKER and seconded by MINOW to approve the resolution
as presented. ALL AYE.' MOTION CARRIED.
FINDINGS OF FACT AND CONCLUSIONS OF LAW.' 1990 City of Eagle
Annexations:
Moved by WALKER and seconded by YZAGUIRRE to approve as
presented. ALL AYE: MOTION CARRIED.
LIBRARY BOARD APPOINTMENTs The Mayor deferred the appointment
until the next Council meeting.
Attorney report: The attorney is working on several matters but
has no conclusions for the meeting.
Mayor report: Mayor GUERBER presented a proposal for 3 bids on a
fax machine for City Hall. Moved by MINOW and seconded by WALKER
to purchase a fax machine for $895.00 from Idaho Photo Copy Co.
plus the equipment needed for it to function. ALL AYE: MOTION
CARRIED.
The Mayor reported that there will be a delay on the Library
contract, it may be as late as November or mid December.
CLAIMS AGAINST THE CITY: Moved by WALKER and seconded by MINOW
to accept the claims as presented. ALL AYEz MOTION CARRIED.
Having no further business the City Council adjourned at 8:45
p.m.
