Minutes - 1990 - City Council - 04/10/1990 - RegularEAGLE CITY COUNCIL MEETING APRIL 10, 1990 The Eagle City Council met in regular session on April 10, 1990. Mayor GUERBER presiding. The following members were present: STEVE HAMMONS, GARY WALKER, RICK YZAGUIRRE, TOM MINOW. Moved by WALKER and seconded by MINOW to approve the minutes of the March 27, 1990 meeting as presented. ALL AYE: MOTION CARRIED. ADA COUNTY COMPREHENSIVE PLAN AMENDMENT/PLANNED COMMUNITY DEVELOPMENT: The Council gave an informal recommendation to the County that more information is needed to determine the need to amend the comprehensive plan to accommodate new communities, also we need more information on the effect it would have on Eagle. However, the Council could see definite possibilities for the concept to be advantageous to future growth and planning ahead. The Council did not indicate objections to the upcoming hearing to consider the amendments. ADA COUNTY TRANSMITTAL 90-08-PDR/HALL: The transmittal provides for a planned 6 lot development, 38 acres of land adjacent from Ballantine and W. Valli Hi Rd. in the Eagle impact area. Mr. Hall told the Council that the 38 acres excluded 2 acres, which was indicated on the plat, Planning and Zoning inquired about that portion of the development and wanted to know if the 2 acres was included or not. Mr. Hall sid the 2 acres was split many years ago and is not part of the plat. 2 lots would consist of 5 acres, 2 at 5.5 and 1 lot will have 7.8 acres. Moved by MINOW and seconded by HAMMONS to approve the transmittal for a 6 lot subdivision. ALL AYE~ MOTION CARRIED. ADA COUNTY TRANSMITTAL 90-09-PDR/HOFFMAN: The transmittal provides for a subdivision of 19.9 acres between Ballantine and Beacon Lt. Rd. Mr. Hoffman indicated that 2 lots were separated several years ago. They want to proceed with 3 more splits and in the future the final splits as finances are available. The final split will contain the road. The road will meet the specifications of ACHD, it will not be a private Rd. Moved by MINOW and seconded by WALKER to approve the transmittal as presented. ALL AYE: MOTION CARRIED. FINDING OF FACT/CONCLUSION OF LAW/MCCALLUM ANNEXATION AND R 1 ZONE: Moved by MINOW and seconded by YZAGUIRRE to approve the findings as presented. ALL AYE: MOTION CARRIED. ORDINANCE #162: Moved by MINOW and seconded by WALKER to dispense with the 3 day reading and to consider Ordinance #162 by title only at time. ALL AYE: MOTION CARRIED. Moved by MINOW and seconded by WALKER to adopt Ordinance #162, an ordinance annexing property contiguous to the City of Eagle and zoning said property R-1. ALL AYE: MOTION CARRIED. MAYOR'S REPORT: Mayor Guerber asked the Council to clarify the motion regarding the annexation and zoning of the "City of Eagle Annexations" given at the meeting of March 27, 1990. Clarification was given by MINOW stating that the zoning of said annexations, by motion, were tQ be as had been advertised. ATTORNEY'S REPORTs Attorney was not present this evening. COMMITTEE REPORTS~ LAW ENFORCEMENT TASK FORCE REPORT/YZAGUIRRE~ It was the consensus of the task force that Eagle does have adequate law enforcement protection at this time. (The full report is filed in City Hall). PARKS/WALKER: ILS and Trautman Lawn Care have been contracted to work in the parks this summer. The City Clerk was asked to call the insurance company and inquire about the liability risks on playground equipment and report the results at the next Council meeting. An advertisement will be necessary to hire a youth Trainer for the summer. The City Clerk was asked to inquire about a recreation director through other cities to determine if advertisement was necessary for that position also. LAW ENFORCEMENT: The monthly report was given by the Sheriff's Dept. It was suggested that Phyllis Kauffman of the Crime Prevention Offices should set a booth up for Eagle Fun Days. She is able to bring information into a community about preventing crime in the community. Mayor GUERBER advised the Council that Erv Sinclair, Planning and Zoning Chairman has resigned. Mayor Guerber will nominate a replacement to Council at the next meeting. It was established that the Council would like to meet with the Library Board in executive session at 6:30 p.m. on April 24th, before the Council meeting. The City Clerk was asked to set up the meeting. The City Clerk was also asked to attempt to set up a lunch meeting with Jerry Dick at the Dept. of Transportation for Thursday at noon, at the J Bar J Restaurant. CLAIMS AGAINST THE CITY~ Moved by HAMMONS and seconded by WALKER to approve the claims. ALL AYE: MOTION CARRIED. Moved by HAMMONS and seconded by YZAGUIRRE to adjourn.
