The following members were present:
STEVE HAMMONS RICH YZAGUIRRE..
Moved by MINOW and seconded by HAMMONS to approve the minutes of
the February 13, 1990 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/Charles and JoAnne Lobdell
Location of property: Last property W. on Mace Rd. within the
City of Eagle.
Proposal: Possible future subdivision
Request: Rezone from Agricultural to R-5
Applicant: Charles and JoAnne Lobdell
JoAnne Lobdell, owner of the property spoke to the City Council
in favor of the project, indicating that the requested change in
zoning was not to. use now, but possibly in the future. The
request for R5 was submitted because it was compatible to the
area. There is no development proposed at this time, but want a
residential zoning for future use. They do intend building a
home on the property, and understand that the road, sewer and
water are a problem to any further development of the land.
There was no opposition. The public hearing closed and
discussion regarding the road conditions, sewer availability and
flood plain conditions took place.
Moved by WALKER and seconded by HAMMONS to deny the request until
development is eminent, there is no apparent need for a rezone at
this time. Also denied on Planning and Zoning recommendation.
ALL AYE: MOTION CARRIED.
PUBLIC HEARING/EDGEWOOD SUBDIVISION:
Location: Edgewood and Floating Feather Rd.
Proposal: Annexation and Zoning R-4
Applicant: Melvin L. & Idaho Lindsay
Representative Graig Van Engelin stated that he is purchasing the
property contingent to Council approval of the annexation and
zoning. The plan calls for approximately 97 lots, with
restrictive covenants with a common water irrigation system.
They will be on central sewer.
Moved by MINOW and seconded by YZAGUIRRE to proceed with
annexation and zoning of R-4 by ordinance. ALL AYE: MOTION
CARRIED.
PRE-ANNEXATION HEARING/MCCALLUM:
Property: S. of Beacon Light Rd and W. of Highway 55
Proposal: Annexation and Zoning R-1
Applicant: John & Kathryn McCallum
Representative Larry Sale indicated the applicants desire to be
annexed to the city with a need for the R~i zone.
Council gave a general indication that it would be appropriate to
go to public hearing for annexation.
IDA-ORE PRESENTATION: J.M. Choate presented the Council with a
packet of activities represented by Ida Ore. Those activates
include: meals on wheels, youth participation in Southwest
Private Industry Council, home health care, the travel van the
seniors have now is subsidized by Ida Ore, plus the small
business activities and economic downtown development in various
cities.
ADA COUNTY COMPREHENSIVE PLAN AMENDMENTS:
YZAGUIRRE advised the Council of the Planning and Zoning
Commission's desire to table a recommendation on the
comprehensive plan until members of the Commission and Council
can attend the County meeting on March 8th. The Mayor
indicated that it would be advisable to table until the report
from the meeting returns to Council.
STEIN MCMURRAY INSURANCE:
spoke to the Council
on the Eagle Public
Randy Furniss from Stein McMurray Insurance
on the building insurance possibilities
Library as it believed to be under insured.
Moved by WALKER and seconded by MINOW to change the insurance on
the building from $60,000 to $138,325, for an additional $200.
per year. ROLL CALL ON THE MOTION IS AS FOLLOWS: AYE: HAMMONS,
MINOW, WALKER, YZAGUIRRE. MOTION CARRIED.
EAGLE MEDICAL CENTER:
MINOW met with Dr. Witzel last week over concerns with the
medical center. MINOW feels that there are still many
unanswered questions to go to vote. Moved by MINOW and seconded
by WALKER that in order to acquire the information needed
recommended that Council hire a firm do a feasibility study to
determine the ability of our community to support a facility of
this kind, and to report to Council on that issue. Upon
receiving the information, to provide an opportunity for the
community to look at it with all the data needed to proceed.
After that has been done, approve a bond vote by the Council and
set a date for voting on the first Tuesday in April. MINOW
amended the motion to exclude an exact date.
· Moved by MINOW and seconded by WALKER to amend the motion to
include requesting bids on preparing the feasibility study; if
Council determined to proceed with the study, to provide the
community the facts at a town meeting.
Moved by MINOW and seconded by WALKER to amend the motion to
include requesting bids on preparing a feasibility study,
bringing it back before Council to determine if Council wants to
proceed, then take it to a town meeting, before financing the
study. AYE: HAMMONS, MINOW, WALKER. NAY: YZAGUIRRE MOTION
CARRIED.
The Mayor will write a letter for bids and present it to
Council.
MAYOR'S REPORT: included a reminder that there will be a meeting
on the ~agle Fun Day events on March 14th, at noon at the J Bar J
Restaurant for those interested in helping with the fun day
activities.
ATTORNEY'S REPORT: Questioned the Council regarding the
preparing of the annexation ordinance passed tonight. It was
determined that the City Clerk will prepare the ordinance for
Edgewood Subdivision. Clarification given by the attorney
regarding the insurance question on the Library Building.
COMMITTEE REPORTS~
p&Z/YZAGUIREE: P&Z are beginning work on the setback
regulations
GREENBELT: The committee is still working on the Boise
River Plan (Greenbelt)
PARKS/WALKER: Has the park report now, is getting bids
on mowing
Looking into fireworks for Eagle Fun Days

CLAIMS AGAINST THE CITY: Moved by WALKER and seconded by
HAMMONS to approve the claims as presented. ALL AYE.' MOTION
CARRIED.
Moved by YZAGUIRRE and seconded by HAMMONS to adjourn at 9:55
p.m.
